2015 Stakeholder Proposal Guide for the Community Energy & Efficiency Development Fund (CEED Fund) Purpose: Green Mountain Power Corporation (GMP) is pleased to invite stakeholders to participate in this Request For Proposals seeking high quality, innovative ideas and proposals for CEED Fund investments. CEED Fund investments will achieve specific eligibility criteria and customer benefit goals approved by the Vermont Public Service Board (PSB) as a result of the merger between GMP and Central Vermont Public Service Corporation (CVPS). Specifically, GMP will invest approximately $21M over 5 years in order to achieve $25M in net societal benefits (NSB) for customers within the legacy CVPS service territory. Eligible projects may include: New and existing energy efficiency projects; Renewable and clean energy programs; Demand Resources; and New and emerging technologies. This is a competitive solicitation with limited funds available. GMP will select projects that achieve NSB consistent with the goals of the CEED Fund initiative and will seek approval from the PSB for implementation. In its proposal to the PSB, GMP will describe to the PSB the details around the projected investment and estimated NSB, the delivery mechanism and the plan for performance monitoring, benefits measuring and reporting. The investment program being developed is for calendar year 2015. For purposes of this workshop, GMP seeks proposals from participants as the basis for making up to approximately $2.55M of investments in eligible projects, to be completed before December 31, 2015. Benefits from this round of investment will be allocated primarily to “Commercial” customers. Proposal Elements: Participants should attend the CEED Workshops and provide complete proposal packages, describing their proposals in sufficient detail for GMP to fully understand, adequately evaluate and be able to recommend them to the PSB without reservations. Participants are encouraged to be as thorough as possible in explaining their proposals and benefits. Include in your proposals the segments suggested below along with any other pertinent information needed to fully understand and evaluate the proposal. 1. Describe the proposal in detail including the required investment 2. Identify the customer segments targeted 3. Describe implementation steps, the implementer and identify any strategic partners a. If the proposed implementer is someone other than GMP, please provide detailed bona fides 4. Explain and quantify the costs expected to be incurred, the benefits that accrue to customers 5. Explain how benefits are measured and quantified 6. Explain the logistics of data collection, tracking and results reporting In addition to addressing these segments, supply additional information on the form provided (Proposal Questionnaire). This questionnaire is a guide. Include any other information that is pertinent to making a fully informed evaluation of the proposal. Workshops: The introductory workshops are being held on June 25th and July 8th covering the same content. Please feel free to choose one of the two dates covering the same content) will be an opportunity for GMP and other stakeholders to discuss all aspects of the CEED Fund, gain mutual understanding of the program and discuss proposal requirements and other logistical and substantive topics. The second workshop or workshops will be a forum for stakeholders to present the merits of their proposals for discussion with GMP and other stakeholders who are not submitting competing proposals. After this workshop, GMP will solicit feedback from non-participant stakeholders, evaluate proposals and ultimately select the set of proposals to present to the PSB for approval. GMP will also discuss with stakeholders whether an additional workshop specifically covering the NSB calculation is needed.
