ANTRIM, NH ASSISTANT TOWN CLERK/DEPUTY TAX COLLECTOR JOB SUMMARY Assists in processing automobile registrations, dog licenses, and marriage licenses; assists in the planning and organization of Town record keeping activities; maintains official records and vital statistics of the Town; assists in preparation of official reports and bank deposits; assists with elections and Town Meeting. Assists the Town Clerk and Tax Office in answering incoming phones and directing calls to the appropriate department, and answering questions related to the Town Clerk and Tax Office. Assists Tax Office occasionally with payment processing and other duties assigned by the Town Clerk as needs arise. SUPERVISION RECEIVED Works under the general supervision of the Town Clerk / Tax Collector who outlines departmental policy, assigns work, and evaluates work in terms of effectiveness of results. Assigned duties are carried out independently in accordance with legally-prescribed responsibilities. Exercises judgment and tact in answering inquiries and determining correct courses of action and matters warranting the Town Clerk’s attention. Work is reviewed through reports, conferences, audits, and observation of results. SUPERVISION EXERCISED None. EXAMPLES OF DUTIES (The listed examples are illustrative only and may not include all duties found in this position.) 1. Assists Town Clerk in serving as motor vehicle registration agent for the Town, including the issuance of license plates. 2. Serves as deputy custodian of Town records; records and reports vital statistics (births, deaths, marriages), personal and property mortgages, tax liens, bills of sale, and other documents; enters old vital records into State vital records system. Certifies copies of records for the general public. 3. Assists Town Clerk in the issuance of permits and licenses in accordance with State law and Town ordinances, including marriage licenses and dog licenses. Collects and records fees; maintains cash book. 4. Assists Town Clerk in cashing out and making daily State bank deposit; including reporting weekly to the State. 1 5. Assists Town Clerk in arranging municipal, State, and national election materials; oversees maintenance of election records; prepares ballots and newspaper notices; issues absentee ballots; accepts voter registrations and election filings. 6. May serve as receptionist to office, applying some substantive knowledge of office in providing information to the public. Provides information on telephone and refers calls as necessary. 7. Assists the Town Clerk in maintaining inventory of State supplies (license plates, decals, forms, etc.) on hand; orders State supplies as necessary. 8. Maintains scrapbook of newspaper clippings relating to Town events. Performs other duties as required. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED Working knowledge of State and local laws governing elections, motor vehicle registration, licensing, vital statistics, and related laws governing operation of the Town Clerk’s office; knowledge of Town organization; knowledge of standard office practices, procedures, and equipment; knowledge of principles and procedures of modern accounting. Skill in the use of modern office equipment, including computer; skill in use of reference books. Ability to speak and write effectively; ability to develop and maintain effective working relationships with others; ability to maintain records and assist with preparation of reports; ability to make accurate arithmetic calculations. MINIMUM QUALIFICATIONS REQUIRED High school diploma or equivalent plus at least one year experience in record keeping and secretarial or related clerical work; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities. Ability to obtain certification as a Municipal Agent and as a Town Clerk within a reasonable time frame after appointment.
