Furniture Policy
The City of Ann Arbor Fire Department has passed an
ordinance forbidding furniture on porches.
Any plush, stuffed or upholstered furniture other than that
intended specifically for outdoor use is a hazard/danger and
is not permitted on any balcony, porch or littering the yard.
If you keep any furniture that is not intended by design or
creation for outdoor use on your porch/balcony/yard, PMSI will
warn first, and then remove and dispose of it at your cost.
* Please do not remove any pmsi furnishings from
inside your home.
*You will be charged for our staff to put it back in your
home or if items are removed.
*You will be charged if any provided furniture is
damaged and/or must be replaced due to tenant or
guests misuses.
Lease Back Out/Transfer Policy
PMSI does not allow any applicant who has applied for lease and been approved to “back
out” of the agreement which has been signed. Unless the steps below are followed.
Approved applicants are permitted to find a replacement but must do so 60 days before
the commencement of the new lease.
The original applicant must indicate in writing that they authorize PMSI to process the
replacement applicant’s paperwork and must transfer any moneys paid toward security
deposit into that person’s name.
*The original applicant will be removed of his/her responsibility upon receipt of the entire
security deposit and once PMSI has received a singed Guaranty Payment Agreement on
behalf of the replacement applicant.
Multi-person Lease AgreementsIf you wish to be removed from the lease and you are on a lease with other lessees, you
must provide for PMSI a letter signed by each lessee with permission to remove the original
applicant and their approval of the replacement applicant.
*PMSI prefers one letter signed by all parties.
There is a processing fee of $200.00 for each Lease Transfer which is
added to the account of the original applicant.
Replacement applicants are still responsible to pay the individual
application fee of $50.00 or $80.00.
PMSI
Lease Renewal Policy
A lease is considered a renewal lease if one or more of the current residents signs the lease for another term. Renewal
properties do not receive any professional cleaning services at the end of the current lease. PMSI will contact the renewal
properties to see if they would like a renewal carpet cleaning at NO COST.
Signing the lease to Renew
Only one current lessee must sign the lease to renew for the upcoming leasing term. You are given 70 days from the start
of your lease to sign for the next term. If you do not turn in a new application and sign the lease on or before the date
specified, the apartment/house will be on our availability listing for the next term.
Applications
Each person signing the lease must complete a new application. There is no application fee for current lessees.
New applicants not on the current lease must pay the application fee at the time of signing the lease.
* Your application will be denied if a signed Guaranty Payment Agreement (GPA) is not returned (see the leasing
policy for more information).
Moving Out
Any individuals that will not be on the lease for another year must return their keys to PMSI no later than the
date and time specified on the lease.
There is a $60.00 charge for any keys that are not returned. If keys are not returned to PMSI there may be
additional charges for changing locks, $45.00 or more depending on the number of lock and labor costs.
Moving In
PMSI requires all rents to be paid in full and all lessees have a signed GPA before keys are distributed.
If the current residents allow new tenants to move in and the rent has not been paid and/or the GPA is not on
file, the current residents will assume the responsibility for that individual. Keys will not be given to any person
that does not have a signed GPA or has not paid the rent/security deposit.
In order for keys to be given to new residents before the move in date the tenants remaining from the previous
year must provide PMSI permission in writing to distribute keys.
Maintenance: The months of August & September are extremely hectic for all rental companies and for most tenants on
campus. If you are a renewal, we ask that you compile a list of any maintenance items that need attention. We will be
receiving lists from many new tenants, as well as renewals. Your list will be stamped with the date it was received and our
staff will tend to it in the order it was received or when they are working within your building.
* All emergency concerns are to be called in to the office immediately and they will be
handled accordingly.
Furniture requests: It is up to the current residents and any new people who will be moving in to discuss the furnishings
in the unit that were provided by PMSI. PMSI does not accept furniture requests, however, if there are any items missing
that were anticipated (with exception to beds), please notify our office and we will work with you as best as possible to
resolve your concerns.
Unit Cleaning : If you would like the apartment/house to be cleaned, each person must vacate the unit completely and all
personal belongings removed. The keys must be turned in to the office. We will send in the crews and you may return to
the unit upon completion. You must notify our office 1 month prior to the current lease end date so we may prepare to
schedule the work. As with our new residents an early date to reenter the unit will not be guaranteed other than
the date the new lease begins.

Maintenance Policy

All maintenance calls are to be made to PMSI: (734) 665-5552, or
submitted through our website pmsiproperties.com.
No calls are to be made to the maintenance staff directly (even if he
has given you his personal number). The office must be aware of any
problems you may be having or there will be no record of your concerns on
file and no guarantee can be made for repair.
Tenants are responsible to report to PMSI immediately any problems or
concerns regarding maintenance. A delay in notification may result in
further damage and could result in a tenant charge.
Emergency/After Hours Maintenance
After hours and emergency calls are to be placed to pmsi at
734-665-5552. This call will be directly forwarded to on call
staff.
Any fire, break in or emergencies of that nature are to be directed immediately to
the fire and/or police department. Call 9-1-1
PMSI will respond immediately to the following after hours calls as they are
emergencies, all other calls will be noted and a response to them will be made the
following day or during regular hours of operation:
*Water emergencies: pipes bursting, major leaking that can not be stopped,
flooding, etc.
*Toilet failure: unless there is more than one bathroom.
*Heat Loss
*Major Electrical problems: complete loss of electricity, etc.
 If you smell gas or have concerns regarding gas, please contact DTE
immediately.
*Remember to refer to your lease for additional information

Move In Policy
The following items are required before any keys to any
apartment/house will be distributed.

Each lessee must have a signed Guaranty Payment Agreement
(GPA) on file (unless otherwise agreed with the management company).
The entire security deposit must be paid in full.

Tenants must provide the DTE account number for utility
services (only for lessees who are responsible per the lease to pay for electricity
and/or gas).

The first rent payment must be paid in full (including any laundry,
utility and parking fees).
5.
*Any promises and/or guarantees made to the lessees upon
application and lease signing must be in writing signed by all
parties.

QUIET ENJOYMENT- ALL resident must follow the quiet enjoyment law, as
stated in your lease, line 23. PMSI’s quiet enjoyment hours fall between the hours of
10:00pm and 8:00 am. You can contact the office and we can send a letter or email to the
tenants who are breaking this policy.
Parking Policy
This policy applies only to those apartments/houses where parking permits are issued.
If you are in a building that does not have parking permits issued, they may be issued in
the future if parking problems arise.

Only one permit is issued per apartment unit (unless otherwise stated in the
lease).
All vehicles parking on site must be registered with PMSI.
Parking permit tags must be shared between roommates.
There is a $60.00 charge for the loss of each parking tag.
Vehicles registered with PMSI may still be towed from the premises if
the PMSI parking tag is not visible from the rearview mirror.
Parking tag numbers are on file with PMSI. If for any reason you are issued
a new parking tag, the old number is removed from the roster. Any vehicle
with an old tag number (not registered for the current year) can and may be

towed. Renewing tenants are responsible to re-issue there parking tag with
the office each year.
Replacement tags are only issued to the lessee. NO SUBTENANTS
WILL BE ISSUED A PERMIT
There is a $60.00 fee charged to each apartment that does not return the
parking permit tag with the keys at the end of the lease.
PMSI
Pet Policy
As outlined in the lease, there are no pets permitted on most PMSI
properties, with an exception only per certain owners permission.
Any tenant or guest of a tenant, housing pets, or if it is found that pets
are “visiting” the unit, you will be charged according to the lease. An
initial charge of $150.00 will be assessed to the apartment/house. The
animal must then be immediately removed.
*For complete details on pet violations, please review your lease.
Additional fees will apply for multiple/repeat violations.
Costs for cleaning, exterminating and deodorizing force us
to strictly enforce this pet policy.
PMSI Leasing Policy
Lease Application and Signing
1. New applicants must pay $50.00 per person at time of application. ($80.00 for residential applications)
2. The lease is to be signed at time of application. (unless otherwise restricted by management)
3. All applicants must fill out the application in full.
Guaranty of Lease Obligation Agreement
Since our houses/apartments are in the student housing area, each of our applicants is required to provide us with
complete parent/guardian(s) information on the application.
PMSI will then send to your parent(s)/guardian(s) a Guaranty of Lease Obligation Agreement. This is a quick form
informing them of your intent to lease with PMSI and a request for them to sign in agreement to share your
responsibility to the lease should there be any default on your part. No application will be approved without a
signed Guaranty of Lease Obligation Agreement. Take note Parents are not a cosigner.
If your parent(s)/guardian(s) are unable or are not willing to sign the Guaranty of Lease Obligation Agreement,
another family member may be chosen to sign the form. The same information that was provided on your
application for your parent(s)/guardian(s) must also be provided for the other person we will be requesting a
Guaranty of Lease Obligation from.
Application Approval
In order for your application to be approved the following criteria must be met.
1. Single person Lease – application complete with signature, application fee ($50.00 or $80.00) paid, and a
current signed Guaranty of Lease Obligation is on file (unless other arrangements were agreed upon).
2. Multiple person Lease – each individual must have a complete application with signature, have paid the
application fee, and have a current Guaranty of Lease Obligation on file (unless other arrangements were
agreed upon by entire group & all guarantors).
Application Denial
If we do not receive signed parent guarantor forms from the parent or guardian chosen, the individual lease will be
denied.
Group Approval and Individual Denial (for houses and multiple person leases)
Only one person must initially apply and sign the lease in order for the house/apartment to be taken off our
availability listing. However, all other applications and application fees must be received for processing within 10
days of the lease signing (unless otherwise agreed with management)
If we are unable to obtain all necessary documentation for any one applicant, that individual person will be denied. It
will then be up to the remaining members of the group to assume responsibility for that person’s portion of the lease
or to find a replacement
*****Security Deposits
The entire security deposit according to the lease must be paid in full 30 days after the day you sign the lease.
We realize that sometimes it is not always feasible to pay large sums of money in one month’s time. You may discuss
your financial situation and payment extension options with your leasing agent. Not all persons will qualify for
payment extensions.
*NO TENANT SHALL BE PERMITTED TO MOVE IN TO ANY PMSI PROPERTY IF THE SECURITY DEPOSIT IS NOT PAID IN
FULL.
PMSI Check Policy
For the protection of your rent check we require that all rent checks have
the name and address of the resident listed on the check.
If the check fails to have the name or address of the resident, we will be
forced to mail the check back. Late charges could apply.

Rent is due on the 1st day of each month – including weekends & holidays
We do not have a grace period
Late fees are assessed for any unpaid rent on the 2nd day of the month –
The postmark on an envelope does not matter. All checks, cashier’s checks
or money orders must be in the office by the 1st or late fees will be
assessed.

All checks must indicate in the memo section, the house/apartment
address and the lessee for whom we are to apply the payment.
6.
Any payments made by someone other than the lessee (i.e. subtenant or
parent) must have the lessee’s name clearly printed with the unit address
in the memo section of the check.
7.
PMSI does not accept cash payment. Personal checks, certified or
cashier’s checks and money orders are accepted.
Payment Suggestions
1.
Allow 7 – 10 business days for payments being sent through the mail (even
payments mailed from the city of Ann Arbor).You can also pay online at
pmsiproperties.com.
2.
Drop off payments after hours or on the weekends to avoid late charges.–
3.
If you will be out of town you may drop off post dated checks for the 1st of
the month prior to leaving.
Payment Suggestions for Residents with Subtenants

Depending on your trust, you maybe have the subtenant pay us or you
directly. Whatever your choice may be.
2.
You may contact PMSI on the 2nd of the month to see if payments have been
made by subtenants.
Non-Sufficient Fund (NSF) Policy
PMSI reserves the right to refuse personal checks and accept only cashier’s checks or
money orders from any person with checks returned NSF. An additional fee of
$50.00 plus a late fee will be charged as a result of returned checks.
PMSI Subtenant Policy
1. Subtenants
a. PMSI lessees are permitted to sublease their apartment, house or room .
b. PMSI will not find subtenants or show a unit to prospective subtenants.
c. PMSI will give your contact information to interested parties if you, the lessee request us to do so.
Please put your request in writing or email from your personal account.
2. Subleases – If you are living in a unit with any other person on the lease other than yourself you MUST
have written permission from ALL other lessees before a subtenant is allowed to move in.
3. PMSI Lessee Responsibility
a.
PMSI lessees must provide the subtenant with any information regarding the unit, such as a copy of
the sublease agreement, a copy of the PMSI lease agreement, a Tenants Rights and Duties booklet
and/or any other information regarding PMSI policies.
b.
PMSI lessees that have a parking spot must pass on their parking pass if they are allowing the
subtenant to use the parking area.
4. Parking, Mailbox, Laundry and Shared Space – PMSI will not under any circumstance provide subtenants
with new keys, parking tags, laundry keys or mailbox keys. Only the PMSI lessee may request and/or pick up
any of these items from PMSI.
Furniture – PMSI lessees are required to inform the subtenant of any furnishings and/or amenities belonging to
PMSI. A thorough inventory completed before you vacate will help ensure your subtenant is informed.
Subleasing Recommendations – Following are a few suggestions that may make your subleasing experience a
little easier.
1.
Sublease Agreements
a. PMSI suggests that you complete some type of sublease agreement with your subtenant. The University
of Michigan Off Campus Housing Dept. has an easy to complete form that we highly recommend. This
form provides spaces for security deposit information, billing information and additional restrictions.
b. PMSI suggests that you complete an inventory with the subtenant to assess any charges that may be
deducted from your security deposit that you may feel were caused by your subtenant.
c. PMSI will keep a copy of the sublease agreement on file here in our office. In the event that you the
lessee should misplace your copy, also this will provide the name and information for the person
occupying the unit in your absence.
2.
Security Deposit- Recommended
a.
PMSI recommends that you collect a security deposit from your subtenant.
b.
It is your responsibility to collect this money before allowing the subtenant to move in to the
house/apartment, and you must also return the security deposit to that person at the end of the lease
upon receiving your information back from PMSI or the date that falls in accordance with the laws of the
State of Michigan. See your lign 11 of your lease.
3.
Rent Payments – PMSI prefers to receive all payments from the tenant on the original lease agreement.
A subtenant may pay on behalf of the actual lessee, but they must put your name and the unit address in the
memo section of the check.
* If your subtenant fails to pay, you will be responsible for all costs and any legal action required will be taken
against you.
Trash Policy
All trash receptacles must be brought back from the curb within 12 hours
of trash pickup.
Any receptacles left by the curb (trash or recycling) will be confiscated by
the city and/or fines will be assessed by the city of Ann Arbor to those that
do not comply.
This is a city wide ordinance effecting all rental and residential properties.
For multiple unit buildings – this does not apply. However, tenants must properly
dispose of their trash maintaining a neat trash area. Please report any problems to
PMSI immediately. If fines are assessed to any location as a result of tenants misuse
fines will be equally charged to each unit.
*Additional Notice*
It is the responsibility of all tenants to keep each property free and clear of trash and
debris, and to report issues to PMSI immediately.
The city of Ann Arbor is strictly enforcing regulations regarding yard waste in an
attempt to beautify the city & campus, and they are issuing tickets.
There is a fine for every ticket issued, and each offense is more costly than the last.
IF A TICKET IS ISSUED TO ANY PROPERTY DURING YOUR
LEASING TERM, IT WILL BE BILLED BACK TO THE TENANTS ON
THE LEASE, PER THE LEASE AGREEMENT.
