1. Vulnerability ranking of KIS families (WHH)
WHH presented the KIS families’ vulnerability ranking. The vulnerability ranking is based on five
indicators mainly household characteristic (family headed by widows, children and elderly old
people), type and status of shelter, income per week/month, presence of NFIs and duration of
displacement. The vulnerability ranking indicated that some families are highly vulnerable particularly
those who have recently displaced, headed by women or children and living in poor quality shelter
(e.g. tents) in various location in KIS. The vulnerability ranking is done with aims to target most
vulnerable families with limited available winter resources.

KIS food needs assessment (WFP)
WFP presented summary analysis of pre-winter food security assessment. Needs assessment
covered 1,379HH in 58 sites. Pre-winter food security assessment was based on three indicators. i)
Poor and borderline families, ii) their coping strategy and iii) vulnerability index. Average household
was found consisting of 9.38 family members. The household characteristic indicated that 7%
household were headed by disabled, 12% household were headed by elderly people and 8%
household headed by widows. The assessment indicated that 90% of households are single unit
families,, 6% of households have 2 families and 2% of households have 3 families.
Furthermore, the weekly incomes of 30% of KIS families are 1-500Afs, 35% of KIS families have
weekly income 500-1,000 Afs and 24 % of KIS families have 2,000-3,000Afs. The outcomes of need
assessment also indicated that 44% of families had no food stock, 8% had stock for 1 week, and 2%
of families had food stock for more than 2 weeks.

All KIS sites were found vulnerable in terms of food security; however 30 sites are ranked as a

priority 1 (need three months food rations); 26 sites- priority 2(need two months food rations), and,
two sites- priority 3 (need one month food rations). WFP reported that it will distribute one-, two-, and
three-month food rations based on the identified priorities and each food ration.
WFP is planning to distribute food to KIS caseload after the assessment finding, however due to
pipeline situation, WFP cannot confirm the exact date that the distribution will take place. WFP will be
providing assistance to KIS beneficiaries tentatively in the third week of December 2014.
OCHA informed participants about OCHA meeting with team of First Lady and availability of 4,000
food ration packages. In connection to pipeline issues of WFP, we need to inform the First Lady's
office to divert Kingdom of Saudi Arabia donation to KIS.
3. Winter assistance distribution (OCHA)
The available resources for winter response were discussed. According to the plan, Johanniter
international is planning to assist 6,000 children under five year of age with warm clothing. ADRA is
planning to support 1,000 families with fuel assistance for two months. ADRA may increase the
quantity of fuel from 1000 to 1500 if donor agreed on replacing blankets into fuel (firewood). DRC are
planning to support 2,000 families with fuel assistance for one month.
IR is confirmed to support 1,250 families with fuel packages. WHH reported about pipeline proposal
and stated that based on approval of donor funding, WHH will support 2,900 KIS families with fuel
package for three months as well as 500 children with clothes.
According to the initial calculation the fuel is a gap is 878 families. OCHA will organize separate
meeting with fuel partners to discuss the distribution plan and timeline. DRC and WHH will discuss
fuel distribution locations and gaps.
MoRR appreciated the needs assessment and verifications efforts and offer human resources in case
of need.
4. AOB
UNHCR informed partners about completion of verification exercise in all KIS locations. It was made
cleared that the numbers of 32 tokens are missing in verification data sheet but all relevant
information is available. OCHA will highlight the missing tokens numbers and will circulate verification
data among KIS TF partners.
