1. Bangkok Declaration
Background: This draft Bangkok Declaration (provisional name) has been developed through the
ISDR Asia Partnership (IAP) mechanism. The drafting process, terms of reference and the key
elements of the declaration was discussed and agreed in the IAP meeting held on 22-24 April 2014.
An informal drafting team (voluntary) was set up within the IAP and the zero draft declaration was
prepared with the team. After incorporation comments and feedback from governments and partners
this ‘Zero Draft Declaration’ will be adopted through the drafting committee in 6th AMCDRR.

2. Final Draft- Asia-Pacific Input Document for the Post-2015 Framework for Disaster Risk
Reduction (HFA2)
Background:
The Hyogo Framework for Action 2005-2015 (HFA): Building the resilience of nations and
communities to disasters is approaching the end of its current time frame. At the request of the United
Nations (UN) General Assembly (Resolution 66/199), the UN Office for Disaster Risk Reduction
(UNISDR) has facilitated consultations with governments and organizations at all levels and in
different regions on the next phase of the HFA (Post-2015 framework for disaster risk reductionHFA2). The final draft of the “Asia-Pacific Input Document for the Post-2015 Framework for
Disaster Risk Reduction (HFA2)” captures the learning from HFA implementation, inputs from the
consultations and evidence gathered in the Asia-Pacific region over a two year period, from the global
launch of consultations in March 2012 to-date. This document will serve as the basis for the
deliberations on the HFA2 at the 6th AMCDRR. The final version, as an integral part of the Bangkok
Declaration will form a key outcome of the Asia Regional Platform on DRR.

3. Draft- Voluntary Commitment Statements (Annexes)
Background: The following set of ‘Draft’ Voluntary Commitment Statements are developed by the
Stakeholder Groups through extensive consultation in their respective constituencies. In Asia, ten
stakeholder groups have been engaged substantively in formulation of their’ ‘Voluntary Commitment
Statement1’ from the 5th Asia Ministerial Conference (AMC) held in October, 2012 . The
Stakeholder groups actively engaged in this process are: 1) Children, Youth and Child-centered
Organizations, 2) Civil Society Organizations, 3) Individuals and Organizations Concerned with
Disability; 4) Individuals and Organizations Concerned with Women and Gender Issues; 5) Mayors
and Local Government Authorities, 6) Media; 7) National Societies of Red Cross and Red Crescent;
8) Parliamentarians, 9) Private Sector and 10) Science, technology and academia Stakeholders.
The stakeholders’ commitments are voluntary in nature. They complement and do not substitute for
Government responsibilities and inter-governmentally agreed commitments, frameworks and
agreements. The voluntary commitments would be stakeholders’ concrete actions and deliverables
concerning the management of disaster risk at global, regional, national and local levels. They would
constitute an expression of leadership with the potential to catalyze and inspire further action by other
individuals, groups, organizations, and networks etc.
