Michael C. Flynn, P.E., CPE - Mr. Flynn has over 35 years experience in heavy construction estimating, structural design, construction management, and cost engineering for the U.S. Army Corps of Engineers and private practice. He’s been a managing member of Construction Estimating Services, LLC since 2005. Between 1988 and 2004 he was the lead estimator on a variety of heavy construction projects and a Certified Cost Engineer (CCE) with the Portland District Corps of Engineers. Mr. Flynn was the lead structural engineer responsible for the reinforced concrete design of Cerrillos Dam Intake Structure which is in a high seismic area near Ponce, Puerto Rico. He worked on various heavy civil works construction projects for the Corps at Gavins Point Dam in South Dakota and Bonneville Dam in Oregon, and military construction projects near Detroit Michigan. Mr. Flynn is a Certified Professional Estimator (CPE) and a member of the American Society of Professional Estimators (ASPE), The Association for the Advancement of Cost Engineering International (AACE), and the American Society of Civil Engineers (ASPE). Mr. Flynn has a degree in Civil Engineering from the University of Nebraska and is a registered professional engineer in the state of Oregon.
