Laurent Levy is a senior project manager at Gradient, an environmental consulting firm located in
Cambridge, Massachusetts, providing services to clients across the US and internationally. Laurent has
over ten years of experience working with industrial clients, attorneys, and regulators. His areas of
practice include subsurface environmental investigations, vapor intrusion assessment, chlorinated
solvent characterization, and site remediation. He holds an undergraduate degree from the Ecole
Centrale Paris, an engineering school located in France, as well as a Ph.D. in Civil and Environmental
Engineering from the Massachusetts Institute of Technology. He is a registered Professional Engineer in
Massachusetts.

Ms. Gladstone is a Vice President and Principal at GEI Consultants, Inc. GEI is a national environmental,
geotechnical, water resources engineering and ecology firm, employing almost 500 people in 26 offices.
She is specialized in the assessment, cleanup and development of contaminated properties with more
than 25 years of experience in environmental engineering, site investigation and cleanup. Ms. Gladstone
is a Massachusetts Licensed Site Professional (LSP), Professional Engineer (P.E.) and a Leadership in
Energy & Environmental Design Accredited Professional (LEED AP). Her principle areas of practice are
the development of contaminated properties, vapor intrusion mitigation, Polychlorinated Biphenyl (PCB)
cleanup, and the management of public sector environmental contracts.
Ms. Gladstone has a B.S. in Civil Engineering from The Cooper Union in New York (1981) and a M.S. in
Civil Engineering from the University of Massachusetts at Amherst (1983).
She is a member of the Massachusetts Department of Environmental Protection (MassDEP) Waste Site
Cleanup Program Advisory Committee and the MassDEP Commissioner’s Fees and Advisory
Committee. She serves on the New England Women in Real Estate (NEWIRE) Public Strategies
Committee, the National Association of Industrial and Office Parks (Naiop) 21E Committee, the Women’s
Transportation Seminar (WTS) Public Arts Committee, American Council of Engineering Companies
(ACEC) Government Affairs and Environmental Committees and the Women’s Environmental Network
(WEN) Steering Committee. She has served on the Board of Directors of the Boston Society of
Engineers (BSCES) and WTS, and the NEWIRE Steering Committee. She was a member of the
Brownfields 2006 Conference Executive Planning Committee. She also served on the Board of Directors
of the Nazzaro Center, Boston Community Center and Fenway High School.

Gerard Martin has more than twenty-five years combined consulting and regulatory experience. Mr.
Martin has been a Section Chief in the Bureau of Waste Site Cleanup in the Southeast Regional Office
(Lakeville) of the Massachusetts Department of Environmental Protection (MassDEP) since April 1995.
In this capacity Mr. Martin oversees the Compliance and Enforcements efforts in the Region; serves as
the Regional Technical Brownfields Coordinator; and manages and directs risk reduction measures and
other selected response actions at the more complex sites. More recently, Mr. Martin has been
overseeing the workgroup to develop new Vapor Intrusion Guidance for MassDEP. Prior to working at
the DEP, Mr. Martin was a Senior Hydrogeologist at SAIC Engineering, Middleboro, MA and
Hydrogeologist at GHR Engineering in Lakeville, MA. In addition, Mr. Martin is a visiting instructor at
Bridgewater State University, teaching Contaminant Hydrogeology, Hydrology and Environmental
Geology.

Robin Mongeon is a project manager for the State of New Hampshire Department of Environmental
Services (DES) Waste Management Division’s Superfund program. Robin is the primary point of contact
for Vapor Intrusion issues at DES. She provides technical oversight review of vapor intrusion related
work plans and related indoor air issues for Site Remediation Program staff. Robin was a member of the
Interstate Technology & Regulatory Council (ITRC) Vapor Intrusion Team from 2004 until 2007, and
served as the ITRC Vapor Intrusion Classroom Training Team Co-Lead from 2009-2011. Robin is
responsible for rule and policy development including the DES Vapor Intrusion Guidance document.
Robin has been with DES for over 18 years, prior to that she worked in the private sector for
environmental consulting firms. Robin is a registered professional engineer who earned her Master of
Science in Environmental Studies from the University of Massachusetts, and a Bachelor of Science in
Environmental Engineering Technology from Norwich University.

Marilyn's legal practice encompasses a full range of environmental permitting, compliance, cleanup, and
transactional issues, with a focus on public and private development and improvement projects. Marilyn
works with clients to develop effective permitting, site assessment, and compliance strategies and to
secure local, state, and federal environmental approvals for a wide range of activities.
Marilyn's major project experience has included numerous transit-oriented and mixed-income residential
communities throughout Greater Boston, construction and improvement of regional electric and gas
service corridors, waterfront development in and around Boston Harbor, educational and medical
campus improvements, major retail and life science facilities, waste disposal and transportation
infrastructure, and a natural gas pipeline under Massachusetts Bay. Marilyn led the firm's representation
of Boston’s Central Artery/Tunnel Project regarding environmental impact review and permitting matters,
including its major state and federal environmental approvals and related litigation.
She currently serves as vice president of government affairs for NAIOP Massachusetts, the region’s
leading commercial real estate industry organization, and she has served as an appointed member of the
National Transportation Research Board's Environmental Law Committee. Marilyn is active in agency
and industry advisory groups regarding key environmental regulatory initiatives, including proposals for
new state storm water management regulations, vapor intrusion policy guidance, and waterfront public
activity requirements.
Prior to joining Mintz Levin, Marilyn served as chief counsel to the Massachusetts Highway Department,
and in other senior public sector legal positions with transportation and housing agencies.

Richard Rago serves as Vapor Intrusion Practice Leader at Haley & Aldrich and has conducted hundreds
of indoor air quality project investigations and soil vapor intrusion studies at sites contaminated with
manufactured gas plant (MGP) residuals, petroleum hydrocarbons, chlorinated solvents, pesticides, and
other contaminants. Since joining Haley & Aldrich in 1991, Rich has long been recognized for
contributions to regulatory agencies and professional organizations, including support for LSPA, the
ITRC PVI team, and contributions to numerous other state and federal guidance documents. He has
also directed independent research studies in support of improved environmental characterization,
including indoor air sampling intervals, soil gas long term temporal stability, and residential indoor air
background. Rich is currently collaborating with Alpha Analytical, SKC, and eurofins/Air Toxics LTD to
complete a new Massachusetts indoor air background study focused on office buildings, municipal
buildings, commercial buildings, and schools.
