Training, practice on Teachscape, and a brief assessment facilitated by the district. Will each teacher be provided a copy of the CEP or do schools provide? The most up-to-date CEP will be on the website. With the new CEP, how do principals put a tenured teacher on a one year plan? If you have concerns about a tenured teacher's performance, you can place them in the summative cycle at any time by giving him/her notice that you will conduct a summative evaluation during the non-summative year. The results of the 15-16 summative may place the teacher into a one year plan for the 1617 year. If I did a summative evaluation on a teacher last year and I want to do a summative cycle again this year because of concerns, what are the steps? If you have concerns about a tenured teacher's performance you can place them in the summative cycle at any time by giving him/her notice that you will conduct a summative evaluation during the non-summative year. When will the CEP be final? Treat CEP as final and approved. KDE may require minor revisions. Operate as CEP is final now. You will receive updates if and when necessary. Where, on line, can I find the CEP? When the JCPS website is updated it will be housed there. Your ETC can forward a copy to you at any time. Which pieces must be recorded in CIITS? Peer Observation date/time and Teacher/Principal Final Ratings If CIITS is not being used for data input, when will we be trained on a new system? There is no new system yet. Be sure to keep evidence. What information is still accessible from last year? The EDS tab was missing when I last looked. Some evidence remains in CIITS. One year if they came directly from another KY district. If year 2 tenured teachers didn’t have a mini last year, will they have 2 this year? No, tenured teachers begin where they are in the cycle. In this case only follow the observations outlined in the CEP for the year 2 tenured teacher. Do GCCs get evaluated every year regardless of tenure? No, as resource teachers in OPGES, they will be on a three year cycle. If a person transfers from another school in district and is in year 3 of tenure cycle, are ALL summative expectations due from new school in one year? Currently, teachers enter where they are in the cycle. For example if they are in year three they only fulfill requirements of year three summative cycle. In the future all parts will be required. Do last year's PGES results determine where we start this year or is everyone considered year 1? Because last year was a practice year the TPGES results do not impact decisions regarding placing a teacher in a cycle. No, teachers enter their cycle based on their last summative year. A teacher who received their last summative evaluation in 2012-13, will enter in year three of the summative cycle and complete only the requirements of year three. If their last summative evaluation occurred 2013-14, they will be in year two of the three year cycle. Does the same admin have to do all the minis and the full during the summative cycle? It is not required for the same administrator to complete all the observations, but it is recommended for consistency. Does the school admin. evaluate preschool teachers? Yes. Certified Early Childhood Education teachers are in TPGES. Are self-contained special education teachers considered TPGES or OPGES? TPGES What will the teacher observation/ evaluation cycle look like for transfer teachers in and out of the district? Transfers within district follow the cycle normally. Contact HR for teachers transferring from out of our district. Is it considered best practice for the same administrator to stay with a teacher during the entire 3 year cycle? School decision Who has to turn in artifacts for Domains 1 and 4? Teachers submit evidence for domains 1 and 4 to the evaluator. At what time do teachers collect artifacts? How has this changed this year? Schools decide processes and procedures for these evidence gathering activities. Do we keep paper copies of evidence for 3 years? It is recommended to use the Framework for Teaching. What types of evidence/artifacts should teachers collect? It is recommended that teachers collect "rich" artifacts. Emphasis should be on quality rather than quantity. Can you explain more about Form D? Has it been revised?, We were thinking Form D was the old system. The title of "Form D" was kept. It was revised to reflect PGES. Will we use D2 for summative? Yes, this year only for those GCC and RT who are in their summative year. Will we use A2 for summative? Yes, this form is still used for Classified Administrators (Plant Operators, etc.) Will the JCPS forms be on line? Yes How will the forms follow teachers from school to school? The summative forms will go into the District personnel folder. We are working on way to make other information available. What annual formative review documentation will be used? Formative review must occur. Documentation is under discussion. What forms go to HR? Form D and the E2s marked "yes" for discipline. Speech Pathologists are not certified teachers. How should they be evaluated? More information will be forthcoming to address this issue. What framework will the following role groups use for evaluation - CARTS, Athletic Directors? Certified CARTS are resource teachers who participate in OPGES. The question about Athletic Directors is being researched. Is there a timeline for verifying rosters? This needs to be continuously updated as changes occur. Are other components of significant deficiency changing other than the name. Are there plans for adapting this process in the future? No changes except for the name. It is "Intensive Support" Are interventionists who follow the standards-based model (fluid groups) considered TPGES or OPGES? Certified teachers who are primarily working with students are considered TPGES. What is the TPGES process for job share teachers? Same as full year teachers. How is KTIP going to align with TPGES? KTIP Standards align with TPGES Domains and Components, but each system has different ratings. During this year of OPGES full implementation without accountability, we recommend that OPGES attempt to follow same deadlines as TPGES. Do teachers that have been trained in 2014/15 need to resubmit certification? Peer observers who completed KET training in 2014-2015 do not need to retrain this coming school year. Can OPGES people serve as TGES peer observers? No. Will peer observers who were trained last year have to be retrained or calibrated? Can GCC serve as peer observers? No. For this year of OPGES full implementation without accountability, any OPGES staff trained in Peer Observation can observe any other OPGES staff using the applicable framework. Are there updates we need to know about the peer observation component? No. Do peer observers need to be trained every year? No. Once every three years If you are OPGES do you only observe other OPGES? Yes. Who will be peer observers for OPGES in schools that only have 1 person in that particular position? i.e. counselor, speech, etc. For this year which is full implementation without accountability, any OPGES staff trained in Peer Observation can observe any other OPGES staff using the applicable framework. Why is Domain 1 (Planning and Preparation) not included in peer observation? Peer Observers visit their colleagues classroom to give formative feedback on instructional practice that is observed: i.e. seen, heard or read. According to the chart on pg. 8 of the CEP, why does the peer observation not include a pre/post conference? Peer Observation does require a pre and post conference. See page 13 in CEP. To be certified as a peer observer, do they need 3 years in JCPS or just career? Does not have to be all in JCPS. How many hours is the training for peer observation? How many observers are recommended? The KET training takes approximately two hours. Any certified teacher is welcome to complete the training. The CEP recommends that Peer Observers have no more than five teachers to observe, so the total will vary school to school. When peer observers do a pre-conference, does it have to be a face-to-face or can it be on a short form with questions they answer? Last year I asked the person I was observing which they preferred. According to the CEP, page 13, the preconference may be conducted in person or electronically. Is it okay for our GCC (OPGES) to be a peer observer for classroom teachers? No. Do Principal and Teacher Leaders choose peer observers? According to the CEP, page 12, the school principal in collaboration with the school PGES Teacher Leader Implementation Team will select and assign peer observers. In order for Peer Observer to record the date and time of observation, won't the administrator have to enter a caseload? Yes If we were a peer observer last year, do we have to do a full online training this year or just a refresher? No Who evaluates split positions? The Principal of the primary location is responsible for the evaluation, but the two principals should collaborate, just as in the past. Why is the date for the PGP before the SGG? Can we do them together? The PGP must be completed within 30 days of the start of the contract year. The date for SGG was established to ensure KPREP results were available. It can only be accessed if it was saved in a Word document. Will APs have access to teachers' PGPs in CIITs for approval? Yes, APs will have access to PGPs because they are documented on an E2 and NOT entered into CIITS. Are PGP/self-reflection due by Sept 10 for staff, or turned in and approved by administrator by Sept. 10? Self-reflection is not submitted to the principal for review/approval. It must, however, occur to develop the PGP. The PGP must be completed and approved by the principal by September 10. Is there or should there be a review of the PGP with an administrator for nonsummative, tenured teachers? Yes. All teachers complete a PGP annually in collaboration with the administrator. What is the deadline for the final submission of the professional growth plan into CIITS? 9/10/2015 - PGPs are not to be entered into CIITS. Will teachers upload PGP on CIITS for approval? Yes. And a paper copy is provided to the teacher. (An E2 may be used for this purpose.) Will the details (strategies, action steps, resources) of the PGP be visible to the administrator on CIITS? (Last year only the Goals statement was visible.) PGPs are no longer to be entered into CIITS. PGPs are documented on an E2. Should there be a direct correlation between the professional growth plan and the student growth Goals? It is not mandatory. However, the CEP does state that the plan, "connects data from multiple sources including classroom observation feedback, data on student growth and achievement, and professional growth needs identified through self-assessment and reflection. Is mid-year, mid-course reflection optional? It states it on the timeline template. It is optional and best practice. Do part-time, retired "other staff" participate in OPGES? No Do part-time, retired teachers participate in TPGES? No Will we get the handouts on self-reflection to help teachers decide what level on each domain like was handed out last year? If your teachers wish to use this, your ETC can provide it. The self-reflection activity from the TPGES institute was emailed to principals. Where will teachers document or enter their self-reflection? CIITS may also be utilized for this purpose. What is required to complete the spring / end of year self-reflection? According to page 8 in the JCPS CEP, the teacher reflects on his or her current growth needs, on the progress and impact of the professional growth plan on his or her professional practice and reflects on the degree of goal attainment and the implications for next steps. Where should self-reflections be recorded to ensure fall, midyear, and spring reflection takes place? CIITS can be utilized, as can paper documents. However, principals just need to ensure that self-reflection has occurred and is completed. How/what evaluations do technology, arts & humanities use for measurement of student growth goals? They will follow the same guidelines as other teachers. This is discussed on pages 23 and 24 of the CEP How do teachers, such as interventionists, without traditional classroom students complete a SGG and fully participate in TPGES? They pick a specific group of students for a specific period of time. Can a whole grade be tracked for each teacher at the grade level for accountability purposes? (PLCs move students around.) If teachers departmentalize, this should be recorded accordingly in IC so that teachers are only held accountable (in terms of the MSGP -- ELA and Math in Grades 4-8) for the students they teach. What evidence will teachers need to keep/collect/provide to demonstrate if they met student growth goal? That is determined by each teacher using the rubric and after Peer Review. This is a 3 year cycle resulting in 3 years of SGG target scores? Which of these will be used on a teacher's summative year's final evaluation score? All teachers will create a local student growth goal each year. For teachers of ELA and Math in grades 4 - 8 there will also be a state contribution. Three years of data will be used when available. It was suggested that high school teachers on trimesters focus SGG on 2nd trimester students; however SGGs are due in October. How will you be able to meet this deadline? For year long courses where students do not change from one trimester to the next, the October 16th deadline is still appropriate. They will follow the same process as other teachers; i.e. identifying enduring skills, determining baseline data and developing growth and proficiency targets. Is there a list of enduring skills for elementary by grade? Suggested skills? The KDE website has some lists of enduring skills. Refer also to the information found in July 20 and 21 PPT. How much and what quality of artifacts do you need and/or are required to have for student growth Goals? SGG are set using benchmark/baseline data. Formative benchmarking occurs throughout the year and end of the year data is also collected. The type depends on what the teacher wrote in their SGG. What data can be used to determine student growth goals? A variety of data sources can be used and are determined by the teacher and then approved by the administrator Do teachers of low incidence students have an MSGP rating? Yes, if they teach 4th through 9th grade students reading and/or math. Are alternative KPREP scores used in determining MSGP for the teachers of those students? In order to have an MSGP the teacher must have at least ten students to whom he/she teaches Reading and/or Math in Grades 4-8. How does the state contribution Goals for Math/ELA work for low incidence classrooms? For a MSGP there must be enough data (at least 10 students who are in attendance for at least 100 days.) Are self-contained special education teachers required to set SGG? Yes Does a teacher's student growth goal need to be content specific over multiple years leading up to the summative year? No. It is an annual goal based on the needs of students that year. How would you show growth for students whose baseline is already proficient/distinguished? The tool or measure must allow for growth for all students - high or low. A teacher would most likely choose another goal where the baseline data isn't proficient or distinguished. Do Art, Music, Computer have to write a SGG for reading and/or Math? No, goals are based on an enduring skill. They could have a crossover but it is not required. Will they use three years of state test scores when factoring in the state contribution (MSGP)? When available How does the SGG apply to special classes -- ECE with multiple grade levels? There are two parts - growth and proficiency. Baseline data would identify where students are at the beginning of the year as it relates to the teacher identified enduring learning/skill. The teacher determines the goal for percent that he/she will work to get to proficiency. For trimester schools, do teachers write a SGG for 1st period, 1st trimester, every trimester? If completed for 2nd trimester, what would be the submission due date? Teachers are required to write a SGG for only one group (class/period). Submission date for trimester schools whose teachers want to write the goal for 2nd trimester students should be decided in collaboration with the principal. How can we incorporate this through PLC/EPD or is this even necessary? Or is it "extra"? Teachers could utilize PLC time to conduct their peer review. EPD could be utilized to support teachers in gaining a deeper understanding of the system. It could also be a vehicle through which teachers learn/grow as related to their PGP. Where do the SGG get submitted? To the principal either in CIITS (optional) or using a school designed system. When our local SGG is combined with MSGP, what kinds of MSGP are included? MSGP (Median Student Growth Percentile) refers to the state contribution for teachers in Grades 4-8 who teach Reading and/or Math. What does "improve at least one level on the enduring skill" mean? That refers to the growth goal part of the SGG. All students are expected to demonstrate growth. For teachers that teach multiple disciplines or interventions, must they have individual growth goals for each discipline? Will folks in these situations have state contributions? Each teacher must write one Student Growth Goal. The teachers choose the discipline and group of students on which to focus. Teachers who teach 4th 8th Grade reading and/or math will also have a state contribution. How will teachers submit their SGG to their principals? School determined. CIITS may be used. During a tenured teacher's interim years, is there accountability for the SGG? In other words, would an evaluator consider 3 years' worth of local SGG data or just the data from the summative year? A formative review will be held each year during which SGG data is reviewed. The goal is that data over time will be utilized along with professional judgment to determine a teacher's overall local student growth goal rating. Are student growth percentiles based on a teacher's homeroom class or one of their sections? Do we choose math if it's higher even though the teacher wrote their local student growth goal in Reading? Yes What about Pre-K teachers? Certified Pre-K teachers are TPGES. Do teachers who taught 4th - 8th grade in 2014-2015 but will not in 2015-2016 get a state contribution? There will be an MSGP rating for the 2014-2015 school year. Since that was a full implementation without accountability year, that data will not be used for evaluative processes. Will teachers be able to find their state contribution scores on CIITS? Where and when? They are currently available in CIITS and on IC. Once the SGG is determined, the pre-test/assessment is given, what happens when students move out/move in? Student Growth Goal ratings are determined using data from students who have been in a class/course for a significant amount of time, using professional judgment in collaboration with the principal. What about transient kids? How late in the year can you get an accurate baseline and assess growth by the end of the year since we (teachers) are held accountable? Student Growth Goal ratings are determined using data from students who have been in a class/course for a significant amount of time, using professional judgment in collaboration with the principal. Do administrators meet to review SGG data with ALL teachers or just those in the summative year? Is it required that it is face-to-face? Administrators must approve each certified teacher's SGG every year. This can be done face to face or electronically. What resources can ECE teachers use to determine enduring skills for ECE-EBD students; especially students who have social skills goals? KDE website, materials from July 2015 training and ECE Consulting Teacher can provide guidance. When writing the SGG for ECE teachers, what population will be used to determine the growth toward goal? Will it be the entire ECE group assigned to the teacher? Or just the students with (for example) social skills goals? Reading goals? The ECE teacher chooses the focus group and goal in collaboration with the administrator following requirements set forth in the JCPS CEP. Would you encourage individual or PLC created Student Growth Goals? SGG are set using baseline data for specific students and as such are individual to the needs of the teacher identified group/class. Can examples be added to help students understand what the questions mean? For now the survey is provided by the state and is to be used as written. Is the student voice survey only for classroom teachers or does it include special area, ECE, interventionists? The SVS is for all teachers of 3rd - 12th grade students who have at least ten students on their roster. Will the SVS be cumulative? Are results complied for year 3 - summative year? Is there a way to restrict student access to limit the number of surveys they take? Yes. The principal and the teacher will have the results over the three years, and should discuss the trends.
