Corporate Support Stream Position Title: Assistant Director, Procurement and Contract Management Classification: Executive Level 1 Reports to: Executive Level 2 – Director, Property and Procurement Direct Reports: nil Agency size: around 500 FTE at present Location: Geelong Position Overview As the Assistant Director Procurement and Contract Management you will be accountable for planning, coordinating and delivering detailed, complex, technical and sensitive procurement and contract management projects that impact on strategic and/or operational outcomes for DisabilityCare Australia. You will be required to exercise a high degree of independence and performing a leadership role. You will demonstrate an extensive understanding of procurement and contract management and the legislative, regulatory and compliance frameworks that underpin its activities. You will be responsible for leading and managing simple and complex DisabilityCare Australia procurements, through its various stages. Duties Provide expert advice and support to stakeholders in relation to procurement and contract management policies, procedures and documentation to ensure stakeholder requirements are met. Plan, organise and lead the activities of the team or teams and individual team members, undertaking procurement and contract management activities, to ensure closure and delivery on intended results. Be accountable for managing allocated resources, setting work area priorities, managing workflows, developing strategies, evaluating business outcomes and keeping self and others informed of issues affecting procurement policy and processes. Be accountable for accurate completion of work within timeframes and quality requirements; share own expertise with others, guide and mentor-less experienced employees and work collaboratively to achieve business outcomes. Provide specialist and technical advice, information and guidance, to both clients and Procurement Officers, in relation to procurement and contract management policies, guidelines, procedures and documentation. Take the initiative to write complex tender documents, undertake market research and assessments and contract negotiations. Lead procurement innovation and improvement activities to continuously improve and support a positive quality and improvement culture. One big difference to lots of lives. Prepare input into DisabilityCare Australia reporting activities. Assess alternative courses of action and their implications, applying professional knowledge and experience to resolve procurement and contract management problems, including investigating best practice client focused approaches and ensuring policy and processes are maintained. Personal Attributes Experience and thorough knowledge of the Commonwealth Procurement Policy framework Experience in the development of procurement and contract management policy and procedures Attention to detail and written communication skills of a high standard Ability to: - Exercise sound judgement and communicate effectively with people at all levels - Work within a multi-disciplinary team and adapt quickly to changing environment - Respond to and prioritise competing and often urgent requests in a calm and efficient manner while maintaining high work standards; and - Manage confidential and sensitive information General understanding of the disability sector.
