Dr. Miljanovic is a project manager specializing in industrial process controls and
instrumentation. He has a technical career of more than 15 years supporting wastewater,
water and industrial projects in California, Alaska and the Middle East. He has
supported complex projects for municipal water agencies and global corporations. He
currently serves as a consulting technical lead at the Terminal Island wastewater
treatment plant in support of the LAWINS control systems replacement program. Plans
call for this effort to eventually extend to the City’s Donald C. Tillman, LA-Glendale
and Hyperion plants.
Project Experience
Control System Replacement Project, Hyperion and Terminal Island Plants,
City of Los Angeles Wastewater Integrated Network Systems (LAWINS)
Program, Los Angeles, CA. Consulting Project Manager. Responsibilities
include: scheduling, scoping, estimating, instrumentation and control, electrical
field verification work, fiber optic design, and production of P&IDs, loop drawings,
and i/o database. LAWINS is a significant capital improvement which will integrate
the entire wastewater control system for all conveyance systems and all four treatment
plants, including the Hyperion and Terminal Island Treatment Plants, the Los AngelesGlendale and DC Tillman Water Reclamation systems.
I&C Design and Construction Support, Owens Lake Dust Mitigation Phases
III and IV, Los Angeles Department of Water and Power (LADWP), Los
Angeles, CA. Instrumentation and Controls (I&C) design for industrial and municipal
projects of various sizes, including water and wastewater treatment facilities,
desalination facilities and dust mitigation. Developed plant-wide control system
philosophies, designed SCADA systems controlling pump stations. Other duties
included selecting I&C instruments, specifications review, and written loop
descriptions of plant operations. Provided services during construction, including:
FATs, ORTs and SATs, submittal review, site visits, operations and maintenance
manuals, subcontractor coordination and training. Responsible for ConDor controllers
PID loop tuning, SCADA system review, start-up and turnover of project to operations
and maintenance.
Perris Water Filtration Plant, Phase II, Eastern Municipal Water District,
Perris, CA. Instrumentation and Controls (I&C) design for industrial and municipal
projects, including water/ wastewater treatment facilities, microfiltration, desalination,
and dust mitigation. Developed plant-wide control system philosophies, designed
SCADA systems. Other duties included selecting I&C instruments, specification
review, and written loop descriptions of plant operations. Provided services during
construction, including: FATs, ORTs and SATs, submittal review, site visits, operations
and maintenance manuals, subcontractor coordination and training. Responsible for
ConDor controllers PID loop tuning, SCADA system review, start-up and turnover of
project to operations and maintenance.
Expansion of Tippecanoe Water Treatment Plant, Riverside Public Utilities, San Bernardino, CA.
Instrumentation and Controls Systems Engineer. Responsible for instrumentation and controls philosophy,
instrument selection, P&IDs. Other duties included electrical (schematics, conduit layouts, wire sizing,
lighting) design. Responsible for submittal review, developing control philosophy, site visits, meetings with
clients, coordination with subcontractors, obtaining budgetary pricing, FAT and SAT participation.
Upgrades to Sewage Treatment Plant 11, Camp Pendleton, CA. Instrumentation and Controls
Systems Engineer. Duties included I&C controls philosophy, instrument selection, P&IDs. Other
responsibilities included electrical (schematics, conduit layouts, wire sizing, lighting) design. Responsible
for submittal review, developing control philosophy, site visits, meetings with clients, coordination with
subcontractors, obtaining budgetary pricing, FAT and SAT participation.
