This completed template will form the basis for all the information that you will need to enter in
the SAP GFR.

A signed letter from the relevant ministry of each of the requesting client countries,
requesting the exchange, addressed to the country director (or designated country manager)
and copied to the Minister of Finance. Attach the English translation of the letter (if
applicable).

TTL must be TLAP-accredited and TTL-eligible; the TTL of the SEETF grant must be the same as the TTL of the
associated project.

SEETF does not finance Bank staff costs or provide any trust-fund administrative resources to TTLs.

capacity and serve to catalyze action? The development goal statement should clearly
articulate economic and/or social benefits.

organizations are committed to the development goals? Describe this commitment in terms of
budget allocation, political declaration, longer-term funding, synergy with ongoing World
Bank-funded projects and the Country Assistance Strategy, or other considerations, and list any
related ongoing Bank-financed projects or Bank-supported activities.

3. Participant Profile
a. Describe the participants that you are targeting in each knowledge-requesting country. Provide
a brief profile/description of the participants and explain how they are positioned to play an
active role in bringing about the desired reforms to support achievement of the development
goal in their countries.

4. Intermediate Capacity Outcomes (ICOs)
a. What intermediate capacity outcomes are expected to result from the exchange activities?
ICOs should be directly linked to advancing the overall capacity-development objective; select
any and all of the following that apply:

6. Knowledge Exchange Design
a. Describe the mix and types of instruments/activities that will be used for this knowledge
exchange, the sequence and content focus of the planned activities, and the objectives and
outputs; and explain how the expected outputs will feed into the intermediate capacity
outcomes.
