AOB HCT decision on cluster continuation and preparedness activities Next meeting and meeting frequency Minutes of Meeting Welcome and introduction of participants Action Point/Suggestion OCHA welcomed the participants and walked through the agenda. The participants introduced themselves. Minutes of previous meeting The first gender action point was deemed irrelevant as it is related elsewhere and to be deleted. Otherwise, minutes of the last meeting were approved as an accurate record and participants were informed that actions from previous meeting minutes were completed Business arising from action points OCHA pointed out that clusters were asked for agenda items for ICCM but there were no inputs from clusters Inter-Cluster Challenges Issues and Opportunities, Floods 2012-needs/gaps analysis Health Cluster WHO highlighted that from the last three years they established its presence in all major districts and hospitals but still there is a need of establishment at various places. Shelter Cluster Shelter cluster highlighted the challenge regarding the issuance of NOC in north Sindh. Cluster stated that in districts sometimes DCOs ask for NOC and sometimes ask for information sharing, so UNOCHA Sindh Action Point/Suggestion First Gender action point in minutes to be deleted because it is repeated elsewhere. Action Point/Suggestion there is a need of clarification over this issue. General discomfort was expressed by few clusters over the NOC issue at district level. PDMA clarified the policy formatted by PDMA for the endorsement of projects in districts is that before moving to any district NGO/INGO need endorsement from PDMA. PDMA briefed that incase of any problem clusters should intimate PDMA and in this regard PDMA ensured their full support to the clusters. Food Security FSC shared the issue of imposed Sindh Sales Tax (SST) i.e. 16% by Sindh Revenue Board since 2011 on handling services of humanitarian cargo at the port, thus in this context WFP has hired a legal consultant to review and present the case justifying waiver/ exemptions on all humanitarian shipment, which will benefit the entire UN agencies. The meeting was informed that WFP had completed flospans installation in Umer Kot Tharparkar, and Badin. At Dadu, Khairpur, Larkana and Thatta flospans platforms construction work is in progress, whereas. In district Nawabshah there is land allotment issue being faced by the district’s Government and at Jacobabad and Sanghar earth filling work is required. By the end of March WFP’s contractor will be completing the project thus those warehouses in districts are available for use by the humanitarian community and Government stakeholders in emergencies. WASH WASH stated that cluster don’t have major challenges in the implementation of the projects except that there is a delay in the rehabilitation of water supply schemes carried out by Local Government and Rural Development Department/ TMAs supported by UNICEF. Coordination of ongoing 14 early recovery projects (covering 470,000 people) will remain a challenge with the “light weight cluster coordination/ minimum level of coordination”. PDMA Briefing Agencies to liaise with PDMA if they have problems. No NoC is necessary once a programme or project is endorsed. WFP under DRM will complete the construction of warehouses in the mentioned districts by the end of this month and will be available for the humanitarian community and Government’s stakeholders during any emergency for storage of food items or NFI. WFP requested for support from PDMA in resolving issue of land at District Nawabshah and required earth filling work at Jacobabad and Sanghar districts. Action Point PDMA endorsed the suggestion that there would be a workshop for all stake holders. On the basis of inputs from the participants of workshop then government would be in a position to consider framework for cluster operation and coordinated preparedness and capacity building activities. PDMA updated that government is already coordinating with deputy commissioners and they have submitted their preparedness plans, thus PDMA is in a favor of and planning to conduct workshop for all stake holders from district and provincial level. AOB UNOCHA Sindh Action Point HCT decision on cluster continuation and preparedness activities OCHA thanked clusters for their inputs/suggestions for HCT and informed that their inputs were accepted by HCT OCHA updated clusters that HCT has agreed over the continuity of cluster system and lesson work load involved with the cluster system also being requested by HCT. HCT asked OCHA to develop SOPs for lesson work load. OCHA informed clusters that within a short period of time OCHA will come up with some proposals for operating reduced or "Lightweight" work load. OCHA informed clusters that OCHA has discussed the issue of continuity of clusters with PDMA and OCHA is working in each district towards preparedness and response planning and capacity building How to minimize work load? How preparedness can developed/improved. How capacity building can be continued? WASH cluster described the cluster working strategy for 2013 emergency. Cluster will continue working and will maintain capacity at national level and will keep supporting province especially for ICCM and WASH cluster emergency preparedness and response planning. There are 14 ongoing projects (covering 470,000 people) at provincial level and cluster will continue coordinating their implementation but main focus is Emergency preparedness and Response planning. In order to achieve this WASH cluster will maintain lightweight (minimum level of) coordination capacity at the provincial level supported by national cluster. Health cluster updated that cluster wants its presence in all districts but at the moment WHO is in the phase of downsizing and after the recruitment of new staff cluster would be able to discuss the preparedness planning with the other counterparts. Food security cluster stated that cluster will continue its coordination at district and provincial level by conducting coordination meetings on monthly basis. PDMA mentioned that PDMA provides coordination point to clusters for information sharing. PDMA expressed that coordination meetings should be continued. In response to the question from Shelter cluster about the clusters specific planes at national and provincial level OCHA explained that OCHA has a mandate to develop SOP guidelines. OCHA suggested that each clusters should come up with exhibition of their plans regarding their presence at district level in terms of preparedness and capacity building. Education cluster highlighted the need to strengthen the regular program to keep the momentum of response even at the disconnection of cluster approach. UNOCHA Sindh Suggestion: WFP suggested that OCHA should organize one day workshop for stake holders from provincial and district level to establish a framework. Action Point: OCHA to provide guidelines to clusters for the submissions Cluster to make small submission to OCHA regarding their needs and respirations to develop SOP guidelines, framework and the workshop. . With PDMA’s consultation OCHA to establish working group to establish a frame work and then plan to have a workshop. OCHA pointed out the Hyogo framework’s point 5 that is about Strengthen disaster preparedness for effective response at all levels and clusters to work toward that.
