This Memorandum of Understanding (“Agreement”), entered into on this Xth day of October, 2014,
(“Effective Date”) by and between the Henderson State University (hereinafter, “HSU”), located 000,
000, Arkansas 000 and PULASKI TECHNICAL COLLEGE (hereinafter “PTC”), located at 3000 West Scenic
Drive, North Little Rock, Arkansas 72118.
PURPOSE
The purpose of this Agreement is to facilitate the transfer and degree completion of students earning the
Associate of Science in Education at PTC to the Bachelor of Science in Elementary Education K-6, Middle
Level Education 4-8, or Special Education K-12 at HSU. Through collaborative efforts, HSU and PTC
desire to provide clarity regarding the degree requirements herein, thereby affording students the
opportunity to earn a high quality degree from both institutions in the most efficient manner possible.
AGREEMENT
It is agreed that any student who has earned the Associate of Science in Education at PTC will be
admitted to the Bachelor of Science in Elementary Education K-6, Middle Level Education 4-8 at HSU, or
Special Education K-12 with full junior classification, subject to the provisions listed below.
ADMISSION REQUIREMENTS
A. The student must complete the requirements necessary for general admission to HSU, as well as
specific admission to the HSU Teacher Education program.
B. The student will have earned the Associate of Science in Education at PTC, with at least a 2.70
cumulative grade point average, on or after the Effective Date of this Agreement.
C. Degree program admission requirements for students who transfer pursuant to this Agreement
will be determined in the same manner as if their initial enrollment had been at HSU.
TRANSFER OF CREDITS
A. Course requirements for this Agreement are displayed on the following attachments:
i. 2+2 Degree Plan Checklist: PTC Associate of Science in Education to HSU Bachelor of
Science in Education (Elementary Education K-6)
ii. 2+2 Degree Plan Checklist: PTC Associate of Science in Education to HSU Bachelor of
Science in Education (Middle Level Education 4-8)
iii. 2+2 Degree Plan Checklist: PTC Associate of Science in Education to HSU Bachelor of
Science in Education (Special Education K-12)
B. A transfer student who has not completed all of the courses specified within the Associate of
Science in Education degree plan at PTC, as stipulated on the above-referenced degree plan
checklists, before entering HSU, must work with an academic advisor to ensure timely
completion of degree program requirements.
C. Remedial course grades will not be computed in the cumulative GPA for purposes of admission
to HSU.
D. Due to state licensure requirements, HSU will not be able to apply the transfer of any “D” grade
credits toward any of the requirements for either the Bachelor of Science in Education Elementary Education K-6, Middle Level Education 4-8 or Special Education K-12.
E. Calculation of overall GPA for purposes of graduation and awarding of honors is left to the
discretion of HSU.
REQUIRED COURSE DEVELOPMENT
In order to make this Agreement work in the best interest of students, allowing for the most efficient
progression through the steps required to complete both degree programs, the following required
courses will need to be developed by PTC under the following conditions:

PHYS 1400 Earth Science (Approved internally but waiting on ACTS approval)
o This course will be designed to meet the HSU requirement for PHS 1053– Earth
Systems and Environment.
o HSU will assist in the development of this course by providing a course syllabus
and other materials, as requested by PTC.
o HSU will need to confirm that the syllabus developed for the new course will meet
the necessary requirements for the equivalent HSU course.
o This course will developed in time for students to enroll by the Fall 2015 semester.
ARTS 1202 Public School Art (Proposed for November Academic Affairs)

o This course will be designed to meet the HSU requirement for ART 1022 – Public
School Art.
o HSU will assist in the development of this course by providing a course syllabus
and other materials, as requested by PTC.
o HSU will need to confirm that the syllabus developed for the new course will meet
the necessary requirements for the equivalent HSU course.
o This course will developed in time for students to enroll by the Fall 2015 semester.
MUS 1202 Public School Music (Proposed for November Academic Affairs)
o This course will be designed to meet the HSU requirement for MUS 2402– Public
School Music.
o HSU will assist in the development of this course by providing a course syllabus
and other materials, as requested by PTC.
o HSU will need to confirm that the syllabus developed for the new course will meet
the necessary requirements for the equivalent HSU course.
o This course will developed in time for students to enroll by the Fall 2015 semester.
IMPLEMENTATION AND REVIEW
A. The Chief Academic Officers at each institution will implement the terms of this Agreement,
including incorporation of any mutually agreed upon changes into subsequent revisions of this
Agreement, assuring compliance with system policy, procedure and guidelines.
B. This Agreement will be reviewed on an annual basis; both HSU and PTC agree to notify one
another in a timely manner of any curriculum changes that would significantly impact the nature
of this Agreement.
C. HSU and PTC will work together cooperatively, in the best interest of affected students, to resolve
any issues related to the transfer of courses should changes to either degree program occur
while the Agreement is in effect.
D. Students will be subject to the terms and conditions of this Agreement in accordance with their
academic year of entry at PTC. A student may opt for a subsequent revision of this Agreement,
but must meet all of the requirements specified therein.
E. HSU and PTC will make every effort to inform students of this Agreement. This may include, but
is not limited to, inclusion within each institution’s website, university catalog, recruitment
publications, media announcements, social media engagement, and in-person information
sessions.
MISCELLANEOUS
A. This Agreement is effective upon execution and shall remain in effect even if persons, positions,
and/or titles change.
B. This Agreement may be terminated by either party with at least 90 calendar days written notice.
C. In the event that the Agreement is terminated, all students who have already been admitted to
HSU, in accordance with the terms of this Agreement, will be allowed to complete their approved
course of study under the terms contained therein.
