Comparative European Politics
Spring Semester, 2013
Professor Alistair Cole, Cardiff University (ColeA@Cardiff.ac.uk)
1). Aims and objectives
Comparison is one of the fundamental tools of political understanding and of political
research. This course introduces the concepts, theories and skills of the comparative
method, explicitly situating the field of analysis in an in-depth examination of
contemporary, mainly European, politics.
At the end of the course, students should have a close acquaintance with the vocabulary of
comparative political argument, and a good understanding of how these arguments apply
to central issues in contemporary European Politics.
The aim of the course is also to provide political science instruction through the medium
of English and to encourage students to participate as much as possible in class
discussions through expressing themselves in English.
2). Assessment: One examination of three hours, including a choice of essay
questions [TWO from at least SIX] or a text commentary
3). Lectures and Discussions
1. Cleavages and Political Parties in Europe
2. Institutions, Institutionalism and State Traditions in Europe
3. Studying Political leadership
4. The Left in Europe
5. Populism and post-Democracy in Europe
6. Political Identity
7. Regions and Territory in Europe
8. Europeanisation and National Politics
9. Whose Europe?
10. The Travelling Problem in Comparative Politics
11. Conclusions: Divergence and Convergence in Europe
12. Revision
4). Readings and Powerpoints
1
In most sessions, a text in English will accompany the core subject. All students are
expected to have read the text before the lecture and be prepared to discuss the content in
class. Texts will be e.mailed to the group in advance of meetings. Discussing the text will
take place in the second part of the session.
Each lecture will also be accompanied by a powerpoint presentation that students will
find useful to print off before the weekly lecture. This corresponds to the first part of the
session.
Many of the academic articles cited here can be downloaded (some for free) from the
journal websites.
5). General Readings
There is no single course textbook. However, the two general books that best cover the
subject matter are:
Jose M. Magone, Contemporary European Politics. A Comparative Introduction
London: Routledge, 2011 (**)
Tim Bale Comparative European Politics Basingstoke: Palgrave 2009 (**)
You might consider purchasing one of these books (for example, by ordering from
Amazon or a similar site).
Students will be guided mainly by the powerpoints, which serve as the equivalent to a
core text. However, students will need to read around the subject to get the best marks.
The function of the bibliography is not to provide for obligatory reading; rather, it is to
indicate a good cross-section of the literature on the subject and to provide a reference for
many of the classic works that are cited in the lectures. Most of these books and articles
will not be in the library; it is understood that you will not be able to consider all of them.
But efforts to demonstrate that you have read around the topic will be rewarded.

3). POLITICAL LEADERSHIP AND THE CORE EXECUTIVE
Questions for Discussion
Does the concept of Political Leadership allow meaningful cross-country comparisons?
Does it make sense to distinguish between presidential, semi-presidential and
parliamentary forms of leadership?
Is German Political Leadership Strong?
