Sheltering:
 Hurricane Ursula - a Cat 4 Hurricane has impacted 15 contiguous counties; resulting in
major and destroyed residences and businesses and widespread power outages. There are
approximately 55,500 displaced households. According to National Shelter System data and
your region’s Disaster Response Capacity Framework, Red Cross can shelter only 32,000 of
the 55,500 households requiring sheltering. Please answer the following questions:
o How would you structure the sheltering operation for 32,000 people?
o What would management of a 32,000 person sheltering operation consist
of?
o How will you resource (cots, blankets, services, food) those shelters
housing 32,000 people?
o What actions will you take to meet the 23,500 person sheltering short
fall?
o What agencies would you involve to strategize solutions for the 23,500
sheltering gap?
 The impacted states have received declarations for emergency assistance and FEMA will
soon begin supporting shelter operations. They are considering a variety of sheltering
options including tents, the TSA hotel program and temporary housing units:
o What information do you need from FEMA to continue supporting sheltering
operations?
o FEMA needs support managing those federal shelters – what will you do to support that
mission?
o How will you coordinate, collaborate and communicate with FEMA regarding the varied
sheltering operation?
FEEDING:
 There are approximately 187,500 people impacted by Hurricane Ursula:
o How will feeding be accomplished within the first 72 post landfall?

 It is 4pm and you receive numerous calls from elected officials about shelters and previously
inaccessible areas requiring feeding NOW!!!!!! What do you do?
 A dam is threatened and if it buckles it will impact a community of 10,000. There is an
immediate mandatory evacuation. How do you support and how many meals do you
anticipate needing?
 One of the workers complained about the safety of the operation. What do you do?

Safe and Well Injects:
o Because of the mandatory evacuations, high media coverage, power and phone
outages, and number of casualties associated with Hurricane Ursula, people from across
the country are calling chapters, local first responders and local and state emergency
managers to find out the status of their loved ones:
o What actions will you take to mitigate this burden?
o What additional agencies might you partner with to accomplish the reunification
mission?
o There are a large number of unaccompanied children in the shelters because they were
separated from their parents/guardian during the storm. What measures will you take
to manage this situation and keep the children safe? What partners might you involve to
support this issue?
Bulk Distribution Injects:
A few days post landfall, residents will start returning to their homes. They are in need of
supplies to clean up their damaged homes. You have asked your Bulk Distribution Manager to
start planning for a bulk distribution operation for the over 187,500 people that have been
impacted by Hurricane Ursula.
 What does the overall bulk distribution strategy for the Hurricane Ursula look like?
o You don’t have the necessary ERVs for bulk distribution? What do you do?
o You have 2 rental trucks for the bulk distribution operation. How many do you need,
how do you get more, How do you get them refueled

Shelter in ______________ at full capacity and media keeps telling clients to come to that

Independent shelter needs food, blankets, cots and comfort supplies for 200 clients. What is

A large pet population is arriving at a local shelter with affected clients. Support is needed with

Several shelters in the area are reporting the need for re-unification of family members. No
access to cell and computer connectivity. How can you support this effort?
A partner shelter is reporting several shelter residents have become sick with fever and

Several SMN residents have shown up at the general population shelters and are in need of
medical supplies and long life batteries for equipment. What is the best course of action?
Calls are coming in that general population shelter clients with functional need are not having

Independent shelters are popping up in several communities and requesting support. What is

hurricane conditions outside. There are several elderly individuals. The bathrooms are located at
the other end of the school from the main gym location where the shelter clients are staying. The
school is equipped with emergency lighting, but the custodian tells the shelter worker that these
will only last about 3 hours. What is the best course of action?

The need for disaster health workers is requested to support field activities and shelters and
MARC’s. The ARC has requested National Headquarters assistance, but it will be 48 hours before
