MINUTES OF THE MANGOOLA COAL
COMMUNITY CONSULTATIVE COMMITTEE MEETING
Mangoola Coal Operations
Wednesday 20th May 2015

INTRODUCTION
 The meeting commenced at 2:24 pm in the Mangoola Coal Conference Room on Wednesday the
20th May 2015.
 RB mentioned Robert Weir had been appointed by the Department of Planning and Environment as
an additional (alternate) Mangoola Coal CCC member.

ACTIONS FROM PREVIOUS MINUTES
8.3 – BC stated that rabbit control had started this week with oats and Pindone baited carrots under
blue drums being utilised as the method. RB asked if there was risk to other species. BC stated that
the method minimises risk to other species. General discussion about baiting strategies followed. JM
mentioned that 1080 bait is “bad news.” JM also said that Mangoola need to be careful about wedgetailed eagles eating baited rabbits. JM stated that he’d be interested to see the manufacturer’s
recommendations for Pindone.
CORRESPONDENCE
BC provided the Mangoola Coal exposed land assessment to the meeting for review.
7.
COMPANY REPORTS
Wybong Road Upgrade Update
 BC provided update on Wybong Road upgrade project; completion 17th March 2015. Letter of
practical completed received from MSC 18th May 2015.

TI explained that there are some minor defects from the previous road, approx.11 in total. A list
of defects will be completed in the coming weeks including additional signage and vegetation
works.

JM asked if there are issues with the road, do concerns go to Mangoola or the Council. TI
responded all concerns should be taken to the Council as it is a public road.
Mangoola Mine Update
 BC provided mining update.

RB asked about rehabilitation percentages. BC replied that Mangoola disturbed more than it
rehabilitated last year due to establishing a new pit.

PK referred to mine update slide, asking if the South Pit was as far South as it is going to go. TI
replied saying Mangoola surface disturbance will be heading to the North West.
Resource Definition Program

BC provided update on progress of resource definition program. Not currently drilling; looking to do
exploration. More information will be provided at the next meeting.
Environmental Monitoring
 BC provided Air quality overview – BC provided depositional dust update.

BC explained that the EPA wrote to all mines in the Upper Hunter asking for a exposed land
assessment and a report was generated and sent back.

BC presented the exposed land assessment with JM stating the slide would need to be made
more convincing as the general public would assume more dust would be generated. TI
explained dust in the pit is maintained and the dust is only aggravated by disturbance.

PK asked about the original mine approval and the ratios, and asked if the ratios change from
year to year. BC replied that mine assessments don’t look year to year but only at periods such
as year 2, 5 and 10 of mine development.
 BC provided Rainfall from January 2015 to April 2015.
 BC provided Depositional Dust from April 2014 to March 2015

JM asked what the reason was for March being the highest month for depositional dust with
BC answering it was the driest month so far. PK asked if this was around the time South Pit
was opened, TI explained South Pit was opened late November 2014.

BC explained that DG17 was the highest in recorded dust deposition and mentioned it could
have been influenced by something localised. JM added DG17 wouldn’t just pick up Mangoola
dust and that it could have picked up other sources localised in that area.
 BC: TEOM February 2015 to March 2015

PK mentioned National Parks was burning off between the time of 8th-15th March 2015 which
would have impacted recorded dust levels.
 BC: Blast Overview – 34 blasts conducted from February 15, 2015 to April 15, 2015 – all within
compliance levels.
 BC: Attended Noise Monitoring January 2015 to March 2015– Compliant.

BC explained Mangoola Coal complied with the relevant consent LAeq noise limits and LA1
noise limits where applicable at all sites excluding location NM14. NM14 is mine-owned and has
subsequently been removed from the Noise management Plan which has been submitted to
DP&E for approval. RB asked what the source of the problem was. BC explained there was a
train loading at the time which contributed to the higher recorded noise levels.

PK asked if noise monitoring is completed in the South Pit with BC answering, yes. PK raised
an issue of Roxburgh Road being monitored. BC said he would look into the problem and
investigate.

PK went on to explain the South pit operations have gotten noisier, asking if Mangoola still
provided a noise complaint line. TI explained that the Mangoola Coal complaint line is
advertised in the local papers.

TI explained noise has increased because of the occurrence of inversions during the recent
period. PK mentioned he would be interested to see noise levels as he has heard noise from
Mangoola since the beginning of South Pit.
 BC: Attended Noise Monitoring LAeq Results : January 15 – March 15

PK asked if the results were from day or night. BC explained they were night. BC also
mentioned Bells Lane is consistently the highest. PK asked what the proposal is if the noise
continues. BC explained that there is no compliance issue, respond if monitors alarms.
Monitoring is 24 hours.
Rehabilitation
 BC: Overview on mining rehab – 63.9 hectares is the target for 2015. In 2015 to date, 20 hectares of
topsoil has been spread with an additional 20 hectares ready for topsoil spreading.
 Mangoola “natural landform” design rehabilitation has been entered in the 2015 NSW Mineral Council
Awards.
Weed and Pest Animal Control
 Weed control on the mine rehabilitation is continuing, focusing on Galenia, Rhodes grass and Cotton
Bush.
 1080 dog baiting is currently underway, in collaboration with Wybong Wild Dog Association. All works
are undertaken in accordance with the Pesticide Control Order 2010. Target species will be wild dogs
and foxes.
 Pindone baiting for rabbits occurred in March 2015, targeting known locations of rabbit burrows
throughout the buffer land and offset area.
Environmental Incidents
 Clearing outside of ground disturbance permit area by mulcher. No environmental harm caused
and survey procedure updated to including improved GDP survey demarcation.
 Attended monitoring exceedance when Industrial Noise Policy 5dB penalty applied at Noise
Monitoring Location NM14.
 Whilst digging EX102 rubbed through a high pressure hose that runs between the work pumps and
the valve banks. The dozer driver noticed oil coming from centre of the digger and the digger
operator shut machine down.
 Clearing outside of ground disturbance permit by dozer pushing a dirt past the GDP peg limit. No
environmental harm caused and survey procedure updated to including improved GDP survey
demarcation.
 Shot 571 in Main Pit West was fired and subsequently produced moderate fume and dust that
travelled over the site boundary before dissipating. This resulted in 2 community complaints.
Following the event the EPA requested a formal incident report to be supplied, which Mangoola
Coal has supplied to the EPA.
 DR501 was walking back into the mine after routine maintenance, an o-ring failed on a hydraulic
relief block, causing a hydraulic oil leak

BC informed CCC that there are four properties remaining in areas listed with acquisition rights.
Complaint Analysis

BC provided complaints update – total of 77 complaints during period of 1 January 2015 to 31 March
2015, a 46% decrease from same time last year.

RB asked about the 20 complaints North West with BC responding they were because of Main
Pit. RB asked where they were coming from with TI explaining Post Office Road.
Donations
 BC provided update of Mangoola Coal donations and sponsorships. 2015 initiatives include Upper
Hunter Food and Wine Affair, Upper Hunter Education Fund, Muswellbrook Chamber of commerce
awards, Max potential program, Ovarian Cancer Australia.

GENERAL BUSINESS
JM announced how pleased he was with the new road.
JM mentioned on behalf of KC the concreate that is visible at Crushanks. BC explained how it has
been organised through a demolition program to be crushed and will be commencing later in the
week.
PK raised his issue about light spillage and the increased noise level. He asked how long it would
be until he could see changes. TI explained that within the upcoming months there should be less
activity in the South Pit as main focus will be in main pit. There will still be activity in South Pit but
very minimal. As for lighting plants, concerns have been raised for this and the Maintenance
Manager is investigating further to improve lighting used at Mangoola Coal.
BC presented the idea of changing blasting times between 7am and 9am to allow flexibility. BC
wanted to see opinions of community, but it is something that needs to be approved by the EPA.
JM was concerned it may interfere with school buses as they have a tight schedule and
requirements. TI explained the change is to reduce impact. RB asked what steps need to be put in
place for approval. BC explained a formal approval from the EPA is required.
ACTIONS AND/OR BUSINESS FOR NEXT CCC MEETING


PK asked about donations going to the community and if they were to continue. BC mentioned
Mangoola will be continuing to support the community. TI then explained Mangoola has been
providing funds on a monthly basis.
BC to look into any attended noise monitoring required on Roxburgh Road.
NEXT SCHEDULED MEETING
 The next meeting is scheduled for Wednesday 19th August 2015, with CCC meeting commencing at
2:00 pm in the Mangoola Coal Operations office.
