Job Title: Monitoring and Evaluation Officer Hierarchical Manager: Technical Adviser The Job Entity: Cambodia Department: Monitoring and Evaluation Department Date of commencement: 15th October 2015 Mission Under the overall guidance of the Country Programme Coordinator and direct supervision of the Technical Adviser, the Monitoring and Evaluation Officer will be responsible for monitoring and evaluation of all projects and programmes ensuring high quality and timely inputs, and for ensuring that all project maintain their strategic vision, and that their activities result in the achievement of intended outputs in a cost effective and timely manner. The Monitoring and Evaluation Officer will be responsible for designing and implementing the M&E activities of new projects, and overseeing the M&E aspects of ongoing projects; assisting the Project Manager in preparing Semester/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the database of the Project and will be responsible for the collection & analysis of different data in relation to project activities. The Monitoring and Evaluation Officer works in close collaboration with project teams and country office programme department managers, Government officials, private sector, non-government and civil society organizations, as required. Responsibilities Duty and Responsibilities The Monitoring and Evaluation Officer will have the following duties and responsibilities: Develop and strengthen monitoring, inspection and evaluation procedures Monitor all project activities, expenditures and progress towards achieving projects outputs Recommend further improvement of the logical frameworks and support new project development Develop monitoring and impact indicators for tracking project progress Monitor and evaluate overall progress on achievement of results Monitor the sustainability of project results Provide feedback to the Project Manager on project strategies and activities Suggest strategies to Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks Report monthly, quarterly, half-yearly and annual progress on all project activities to the Country Programme Coordinator/Technical Adviser/Project Managers 1 - - Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team and AEA Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports Support monitoring and evaluation of the effects and impact of the project Coordinate across the available components of the CCOSC Project to ensure effective implementation of M&E/MIS using the dedicated OP Tracker system, resolving technical issues in collaboration with the developer and keeping management informed Assist the project personnel with M&E tools and in supporting them in their use. Candidate Profile Education/Training University Degree preferably in Business Administration, Economics, Social Sciences or a related field. - Professional Experience At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government/private sector Experience in designing tools and strategies for data collection, analysis and production of reports; Proven ICT skills, especially in the development of MIS software using database software Expertise in analyzing data using statistical software Strong training & facilitation skills. Languages Fluency in written and spoken Khmer and English. Knowledge of French is a plus. Other Specifications This position will require regular field site visits across Cambodia.
