Job Description Cornwall Catalyst Programme Manager POST TITLE: Programme Manager RESPONSIBLE TO: For Cornwall Board RESPONSIBLE FOR: Programme Events and Research Officer SALARY: £40,000 per annum, pro rata HOURS: 0.5 FTE DATES: Fixed Term to March 2016 Purpose of the Post To manage the successful delivery of the For Cornwall’s, Heritage Lottery Funded , Catalyst Programme the aim of which is to increase the skills levels and fundraising capacity of the museums sector in Cornwall Principal Accountabilities General management 1. Create and deliver project work plans and revise as appropriate to meet changing needs and requirements. 2. Responsible for financial management preparing an annual budget; scheduling expenditures; analysing variances and initiating corrective actions. 3. Manage day-to-day operational aspects of the Catalyst programme. 4. Report to board on progress and finances. 5. To liaise with HLF and other funders as required and ensure that all required data is accurately collected. 6. Work closely with relevant stakeholders to ensure effective and efficient implementation of the Catalyst programme and add value where possible. 7. Ensures project documents are complete, current, and appropriately stored. 8. Manage and receive reports from evaluator. 9. Manage Press and PR strategy and liaise with any agencies working on behalf of the partnership. 10. To line manage the Events and Research Officer 11. General assistance in other related events as determined from time to time. 12. To take a reasonable share with other colleagues of various general office administration duties. 13. To undertake any other duties commensurate with the post that shall from time to time be determined by the For Cornwall Board. Mentoring Programme 14. Match appropriate mentors from pool of approved mentors to partners. 15. Monitor effectiveness of mentoring programme. 16. Provide induction and support for mentors. 17. Oversee contracting and freelance payments. 18. Manage contract with MDO team to deliver monitoring support to smaller museums. 19. Oversee development of fundraising toolkit including appointment and management of consultancy support. Training Programme 20. Liaise with partners and consult with sector re content of training programme. 21. Resource training programme. 22. Liaise with trainers re programmes requirements. 23. Liaise with other Catalyst programmes and South West Federation etc re joint purchasing and other arrangements which increase value for money. 24. Manage requests for subsidy to attend training courses. 25. Management of set up of website and oversee ongoing updates. 26. Oversee marketing strategy for training courses. Sustainability 27. Devise and implement sustainability strategy to ensure maximum impact of the programme. PERSON SPECIFICATION Essential Qualifications, Knowledge, Skills and Experience 28. Degree level or equivalent 29. Ability to demonstrate exceptional performance in a similar role, and ability to demonstrate understanding of importance of charitable income generation within the museum sector 30. Practical, successful experience in fundraising from a range of sources, including major gifts, corporate partnerships, and charitable trusts and foundations, and understanding of the importance of developing a powerful fundraising case for support for museums 31. Ability to build strong, effective, supportive relationships and networks in order to achieve the project’s objectives, helping to build each museum’s capacity while not increasing dependence on the project 32. Experience in project / programme management and effective financial management and time management skills, commissioning and managing external contractors and consultants 33. Excellent people management skills including the ability to provide feedback and develop staff 34. Ability to undertake analysis and apply a creative and innovative approach to produce relevant solutions for participating museums 35. Excellent communication skills at all levels, including facilitating, networking, oral, written, presentation, briefing and have an understanding of different communications needs of different audience types 36. Ability to work as part of a team but also to work on own initiative 37. Ability to create and maintain successful relationships with business, philanthropists and other stakeholders demonstrating excellent interpersonal skills, sensitivity and political awareness 38. Ability to provide fundraising support expertise, deliver training sessions based on own expertise as appropriate, and understanding of training, mentoring and skill-sharing landscape 39. Demonstrable understanding of and interest in museum sector, and its potential philanthropic supporters 40. Certificate or Diploma in Fundraising (Institute of Fundraising) HERITAGE LOTTERY FUND CATALYST PROGRAMME – FUNDRAISING CAPACITY BUILDING BACKGROUND INFORMATION For Cornwall Partnership The For Cornwall partnership was formed in 2012, in response to the needs and opportunities identified during the development of the Cornwall Museums’ Strategy 2012-17. For Cornwall exists to implement the strategic priorities of this strategy. It aims to deliver outcomes for all museums in our large, remote and rural region. To date the partnership has proved highly effective in driving up performance, promoting innovation and raising the profile of heritage in Cornwall. Heritage Lottery Fund Catalyst Programme The partnership has secured funding from the Heritage Lottery Fund Catalyst programme to deliver a two year package of measures to improve skills and capacity in fundraising across Cornwall's museum sector. The programme builds on, and is informed by our recent partnership work, and our extensive consultation with the sector, has a high level of buy-in and has been designed to effect a step change in museums' ability to fundraise. The programme is being led by the following seven museums Falmouth Arts Gallery Leach Pottery National Maritime Museum Cornwall Penlee House Gallery and Museum Porthcurno Telegraph Museum Royal Cornwall Museum Wheal Martyn Museum Employment information Two posts are being recruited: Programme Manager – part-time Events and Research Officer – fulltime These posts are part of the Heritage Lottery Funded project, being delivered by the For Cornwall partnership, with Cornwall Council as the accountable body. The partnership is currently going through a process to formalize its structure and will become a Charitable Incorporated Organisation (CIO) during 2014. The post holders will be employed by the new CIO once established. In the interim the post holder will be employed by Wheal Martyn Trust, which has been contracted by Cornwall Council as Interim Project Co-ordinator. It is expected that the post holder will be transferred to the new CIO within 4-6 months of their employment. Location The place of work is to be negotiated with the successful applicants depending on their situation, but is likely to be based in mid/west Cornwall. Post holders are likely to be required to work from home at times.
