SPECIAL EVENTS

PERRY STREET SHAKEDOWEN – FRIDAY, SEPTEMBER 11 – SUNDAY,
SEPTEMBER 13
The 2nd annual three day music festival is being held on private property and will
not have any street closures and no parking restrictions. Saturday, Seattle native
Sir Mix-a-Lot will be performing.

HILLYARD HIPPIE HAPPENING – SATURDAY, SEPTEMBER 12
The 6th Annual Hillyard Hippie Happening is this Saturday and will feature 1960’s
era music and vendors. Both Queen and Olympic Avenue will be closed
between Haven and Greene Street. During this event Market Street will remain
open.

GLOW IN THE PARK – SATURDAY, SEPTEMBER 12
The 5K run is in Riverfront Park and on the Centennial Trail. There are no street
closures scheduled; however, the north curb lane of Spokane Falls Boulevard
will be closed between Cincinnati and the Spokane River.

SPOKEFEST – SUNDAY, SEPTEMBER 13
The eight annual SpokeFest will feature four biking routes for bikers of all abilities
and ages. Closures for this event include:
o Spokane Falls closed at Stevens from 7 to 10 a.m.
o Post closed north of Spokane Falls 5 a.m. to 5 p.m.
o Howard closed Main to Spokane Falls 7 to 10 a.m.
o Monroe Street closed 8:25 to 8:50 a.m. and 9:25 to 9:50 a.m.
o Government Way closed northbound from Riverside 8:30 to 11 a.m.
o Riverside St Park Rd closed 8 a.m to 12 a.m.
o Aubrey White Parkway southbound from Rifle Club Road to Petit Drive
10am to 2pm.
o
SUNDAE SUNDAY 10 MILER – SUNDAY, SEPTEMBER 13
After runners complete a 10 mile run they will rewarded with an ice cream
sundae. The event will have no street closures but instead runner on road
signs throughout the course.


SCHOOL IS BACK IN SESSION - OBSERVE SCHOOL ZONE SPEED LIMITS
School 20 mph speed zones are in place.
The City of Spokane is asking drivers to slow down and obey the reduced speed
limit zones. Keep your eyes open for pedestrians and children walking to school.
Please stop for pedestrians at crosswalks and obey crossing guards. For more

OBSTRUCTION UPDATE

CSO 20/24 HIGH DRIVE & HATCH ROAD WILL REOPEN FRIDAY,
SEPTEMBER 11
This project will construct a storage facility for CSO Basin 20, with connecting
piping, interceptor inlet vault, flush systems, regulator and controls at 43 rd
Avenue and Garfield Street.
This work is part of the Combined Sewer Overflow program for a Cleaner River
Faster Integrated Approach to Street Repair.
Friday, September 11 the City is reopening 43rd Avenue from Scott Street to
Grand Boulevard. 43rd Avenue from Scott to Garfield Street will remain
closed for CSO work.
This project is funded with Wastewater funds, Federal and Local funds

ERIE STREET FROM 1ST AVENUE TO THE BNSF OVERPASS WILL BEGIN
MONDAY, SEPTEMBER 14
This work will pave the unpaved portion of Erie Street from 1 st Avenue to the
BNSF overpass, which marks the future Martin Luther King Jr. Way alignment.
This project will complete the paving at Sprague Way.
The $410,000 project is funded with Local Funds

FRONT AVENUE SEWER REPAIR FROM ERIE TO HELENA STREET WILL
BEGIN, MONDAY, SEPTEMBER 14
Improvements include installing 60 feet of new sewer main, spot repairs on
existing sewer main and lining existing sewer main with CIPP (cured in place
pipe) technology. This project will connect to a future CSO tank at approximately
Crestline Street and Riverside Avenue, scheduled for 2017.
There will be closures around the work zones for CIPP installation
equipment and bypass pumps.
This project is paid for with Sewer Department Funds.

FIRST AVENUE FROM HELENA TO ALTAMONT IS SCHEDULED TO
RESTART MONDAY, SEPTEMBER 14
A storm main has been added to this project. The project will resume once the
materials arrive.
This project is a residential grind and overlay pavement preservation project.
The work will include minor subgrade repair, crack sealing, ADA ramps, striping
and traffic control as necessary.
Closure of 1st Avenue will last until October. The corner of Napa and 1st will
be closed to thru traffic with a detour traffic route provided.
This $650,000 project is being funded with TBD funds

2015 RESIDENTIAL GRIND AND OVERLAY
There are three residential grind and overlay pavement preservation projects this
construction season. Work also includes subgrade repair, crack sealing,
modifying ADA ramps, striping and traffic control.
o Friday, August 28 till Friday, September 11
 Dakota Street from Montgomery Avenue to North Foothills
Drive
o Friday, September 11 till Tuesday, October 6
 F Street from Rosamond Avenue to 6th Avenue
The $691,000 project is being funded with Transportation Benefit District
funding.
PRIVATE CONSTRUCTION

URBAN OUTFITTERS
Walker Construction has set up construction fencing around 702 W Main. The
fencing is scheduled to be up until demolition and construction of Urban Outfitters
is complete in late June of 2016.

LARRY H MILLER
The redevelopment of the area for the Larry H Miller project will create an “Auto
District” with streetscape amenities. This project is in general bounded by
Monroe Street on the east, Adams Street on the west, 2 nd to the North, and
Freeway Avenue to the South.
Madison Street from 3rd Avenue to Freeway Avenue North is closed.
BRIDGE WORK
Bridge crews are working on the Maple Street Bridge. Bridge crews will be
inspecting Mission bridge starting Thursday, September 17 at 9 a.m. drivers
should expect lane restrictions.
OTHER OBSTRUCTION CLOSURES

Schimmels Construction will continue their sidewalk closure on the east side of
Division Street from Everett to Sanson Avenue until Monday, September 14.

CenturyLink will continue their 100% closure of the ally between Longfellow and
Rockwell west of Madison until Thursday, September 17 to place conduit, cable
and fiber.

Strata will continue their 100% closure of the ally between LaCrosse and
Rockwell west of Monroe until Friday, September 18 to dig power.

Terra Bella will be closing the northern lane of Spokane Falls Blvd west of
northbound Division until Sunday, September 20. They will be working on the
right-of-way triangle.

PHASE I OF RAY/THOR STREET FROM 29TH AVENUE TO 17th AVENUE
CONTINUES
Ray Street has been reduced to one lane of traffic in both directions, within
the project limits there will be no left hand turns permitted. Side streets are
closed to through traffic.
Improvements include the use of preservation treatments that include crack
sealing, grind and overlay and pavement rejuvenation techniques. Pedestrian
improvements include upgrades to ADA curb ramps and minor curb and sidewalk
repairs.
The $687,000 project is funded by the Federal Surface Transportation
Program

HARTSON AVENUE FROM ALTAMONT STREET TO FISKE STREET
CONTINUES
Hartson will be closed to through traffic with local access throughout the
duration of the project.
This project includes full depth roadway section of traveled way, fill sidewalk
gaps, replace curbing where needed and install ADA curb ramps. The project will
also include replacement of water lines.
The $830,000 project is being funded with City Wastewater and Water funds

FINCH ARBORETUM LOW IMPACT DEVELOPMENT PROJECT
This project calls for the expansion of the existing parking lot and construction of
a swale. The parking lot will be paved with pervious asphalt and the swale will
treat the stormwater from the existing parking. The project began Monday,
August 31st. Motorist will see intermittent parking restrictions on South ‘F’ St. and
West Woodland Blvd. for the duration of the project.
This $200,000 project is being funded with DOE and Local funds

WALL STREET AND MAIN AVENUE INTERSECTION WORK CONTINUES.
The intersection of Main Street and Wall Street has reopened. Motorist
should slow down and be cautious in this area keeping their eyes open for
pedestrians and bicyclist crossing the street.
Please note: The businesses along Wall Street and Main Avenue, including
Macy’s and Runners Soul, remain open during this construction work.

MONROE/LINCOLN STREET COUPLET, 4TH AVENUE TO 2ND AVENUE
CONTINUES
Work on Cedar Street between 3rd and 4th Avenue is complete and traffic access
is back to normal. Jefferson Street from 3rd to 4th is closed for mainline
installation. 4th Avenue from Jefferson to Monroe is also closed for mainline
installation. Lincoln and Monroe Street both have limited access along the east
half of the street from 2nd to 4th Avenue. Local access in these areas will be
maintained.
The work on the 5th Avenue water main installation has been delayed due to
complications.
The project includes reconstruction of the street from 2nd to 4th Avenues and will
replace the asphalt surfacing, including ADA ramps as needed.
The $4.52 million project is being funded by the 10-Year Street Bond,
Capital Programs, Storm Water Improvements, and Water Department

PHASE I OF ROWAN AVENUE IMPROVEMENTS FROM DRISCOLL
BOULEVARD TO ALBERTA STREET CONTINUES
Rowan Avenue from Driscoll Boulevard to Alberta Street will last until
October.
This project includes reconstruction of the street from Driscoll Blvd. to Monroe
Street. The project also includes installation of bike lanes, filling sidewalk gaps
and replacing water lanes.
The $2.7 million project is a City funded project

THE RESIDENTIAL CHIP SEAL PROGRAM CONTINUES
The project will be in three different district locations. District one, Regal Street
from Rowan Avenue to Francis Avenue; District two, 33rd Avenue to 36th Avenue
from Grand Boulevard to Perry Street; and, District three, Elm Street from
Broadway Avenue to Boone Avenue.
Chip sealing will consist of one-fourth chip repairs and a fog seal. This project
also includes minor pavement repair and crack sealing.
This $576,000 project is being funded with Transportation Benefit District
funds.

FRANCIS AVENUE – DIVISION TO EAST CITY LIMITS ITS DEVICES AND
COMMUNICATION INFRASTRUCTURE PROJECT CONTINUES
This project calls for installation of Variable Message Signs, Closed Circuit TV
systems, fiber optic cables, and other related miscellaneous items. Motorist will
see intermittent lane closures for the duration of the project.
This $650,000 project is being funded with Federal and Local funds

PHASE II OF HIGH DRIVE, BERNARD STREET TO GRAND BOULEVARD
CONTINUES
This integrated project includes pavement reconstruction, storm, sewer, 208
swales, and water main replacement from Bernard Street to Grand Boulevard.
Phase Two construction is expected last through the fall.
The road is closed from Bernard Street to Grand Boulevard with local
access only. Storm and sewer work is underway.
The $5 million project is being funded with Federal funds and various City
funds, including the 10-Year Street Bond

HAVANA STREET IMPROVEMENTS FROM GLENROSE ROAD TO 37TH
AVENUE CONTINUES
Glenrose Road from 57th Avenue to Havana Street is closed to thru traffic.
Work has begun at the intersection of Freya and 44th with traffic and
pedestrian improvements. Traffic will be impacted on both streets and will
be controlled by flaggers and signs.
Improvements include full width pavement replacement, complete sidewalk gaps
and pilot project porous asphalt bicycle lanes. This project will also include
installation of a 36 inch water transmission main between 37th Avenue and the
Brown Park reservoirs at 57th Avenue.
The $3.7 million project is funded with Local and State DWSRF funds

PHASE I OF INDIANA AVENUE FROM DIVISION STREET TO PERRY
STREET CONTINUES
Indiana is closed to thru traffic from Division to Dakota.
This project will include full depth roadway replacement and change lane
configuration to one lane each direction with bike lanes.
The $2.0 million project is being funded by the City

DIVISION STREET TRIANGLE CONTINUES
This project is for beautification improvements to the highly visible entrances to
the City. The right hand lane heading west on Spokane Falls Boulevard is
closed.
Work is scheduled for completion in October.
TRAFFIC CALMING AND SIDEWALK

CURB RAMP PROJECT
o 32nd Avenue – work on ramps at the interstation of Fiske St. and 32nd
Avenue is complete.
o Marietta Avenue – ramp work between Sycamore Street and Myrtle will
start this week with limited one lane access.

CONNECT TO TRANSIT, PHASE II, CITYWIDE IS SUBSTANTIALLY
COMPLETE, PUNCH LIST ITEMS REMAIN
New ADA approved curb ramps will be installed on Sinto from Pearl to Cincinnati
this week. There will be no lane closures.
This federally funded project consists of the construction of ADA accessible curb
ramps, sidewalk, pavement patching, utility adjustments, and other related items.
This $ 383,775 project is being funded with Federal Transportation
Administration funds

TRAFFIC CALMING PROJECTS ARE COMPLETE
This project construct crosswalks, sidewalks, curb ramps, and place signage
around the city.
The construction estimate for this project is between $500,000 and
$800,000.

DOWNTOWN PEDESTRIAN IMPROVEMENTS
This project will design and construct pedestrian improvement in the Downtown
Core consisting primarily of structural sidewalk repair/replacement. The project
also includes minor sidewalk repair, street tree infill, and replacement of
hazardous street tree grates and installation of bike racks, planters and garbage
cans.
This $1.4 million project is being funded with Federal, State and Local
funds
TRAIL/PATH

COMMUNITY DEVELOPMENT (CD) SIDEWALKS CONTINUES
Work this week includes the Emerson Garfield neighborhood on Knox and
Carlisle and the East Central neighborhood on Greene and 8 th. There are no
road closures but possible delays.
This project is the removal and construction of concrete curb, sidewalk and ADA
curb ramps.
This $300,000 to $400,000 project is being funded with Community
Development Block Grant funding.

ADDISON/STANDARD BICYCLE/PEDESTRIAN CORRIDOR FROM
BUCKEYE TO HOLLAND
This project will complete a major bicycle and pedestrian corridor. It will install
missing bike lanes and sidewalks along the entire corridor and make
improvements to existing bike lanes.
This project is being funded with Federal funds

DOWNTOWN BICYCLE NETWORK COMPLETION PHASE II
Crews will be removing striping on Main Street between Howard and
Bernard. This work will have lane closures and possible lane shifts. These
delays are from 7 a.m. to 3 p.m. daily and expected to end Friday,
September 11.
This project will include restriping roadways to include bike lanes throughout
downtown and appropriate signage.
This $224,000 project is being funded with local and Federal funds.
COMBINED SEWER OVERFLOW (CSO)

WALL STREET CLOSURE AND CSO WORK CONTINUES
From now to late October the following closure will be in place:
o Wall Street from Main Street to Spokane Falls Boulevard
Vehicle access and on street parking will not be available. Pedestrian access
will be maintained.
Work on Wall Street between Spokane Falls Boulevard and the Main Street
intersection includes installation of a CSO sewer main and clean water main.
This project is part of the Cleaner River Faster Project improving the overall
quality of our river.

CSO 6, CONTROL FACILITY AND INTEGRATED INTERCEPTOR, FROM
KIERNAN AVENUE TO NORTHWEST BOULEVARD CONTINUES
Columbia from Downriver Drive to H Street and H Street from Columbia to
Northwest Blvd is closed to thru traffic.
The project includes the installation of a 900,000 gallon tank. New water mains
will be added at H Street, Glass Avenue and Columbia Circle these lines will be
connected to the new main along Columbia Circle. Columbia Circle, H Street and
Glass Avenue will be repaved and sidewalk repairs will happen in select areas.
Many driveways will be replaced to match the new street grade.
The 9.5 million project is being paid for by the Water – Wastewater
Integrated Capital Fund

EAST SPRAGUE AVENUE CSO BASIN 33-2 CONTROL FACILITY
This project will construct a combined sewer overflow facility on City property
across from the City’s Sewer Maintenance Facility.
The $3.7 million project is being paid for by the Water-Wastewater
Integrated Capital Fund.

GARDEN PARK BOOSTER STATION REHABILITATION AT 2403 EAST 37TH
SUSPENDED
This project is to rehabilitate the existing booster station with a new building,
pumps, and motors. This work is for installation of a new transmission main and
connection to the new Booster Station.
The $500,000 project is being funded by City funds
STREET DEPARTMENT WORK

GRIND AND OVERLAY WORK CONTINUES
Work will begin on 32nd Avenue from Ray to Regal Street Monday, September
14.

SWEEPING CREWS
All arterial sweeping routes are finished.

RESIDENTIAL CRACK SEALING CONTINUES
Crews are continuing work on Lloyd bounded by 37th to 35th Avenue and east
City limits to Morrill Drive.

ARTERIAL CRACK SEALING CONTINUES
Work is finishing up on Milton Street from 16th to 17th Avenue with flaggers and
delays. Work is continuing on Government Way from Sunset to Greenwood.
Utility Crews
Work is on-going throughout the city for sewer and water repairs
Street crews are repairing potholes. Crews focus on the largest potholes on the
busiest streets throughout the City first. Please report potholes by calling 6257733. Include as much information as possible on the location and size of the
pothole.
Additional Work
Bridge crews are working on the Maple Street Bridge. Bridge crews will be
inspecting Mission bridge starting Thursday, September 17 at 9 a.m. drivers
should expect lane restrictions.
Skin patching work will also begin on Sunset Boulevard from F Street to
Assembly Road.
