SPEAKERS
John Aulbach, P.E., is the Director of the Office of Drinking
Water for the Virginia Department of Health.
Alan Roberson, P.E., is the Director of Federal Relations at
AWWA's Washington, D.C., office. He is responsible for
implementing AWWA's overall regulatory program with all
federal agencies such as EPA, DHS, CDC, USGS, and USDA. He
is a graduate of Georgia Tech and Virginia Tech.
Ben Stanford, Ph.D., is the Director of Applied Research at
Hazen and Sawyer and is involved in numerous projects
related to chlorine, chloramines, and Stage 2 DBP Rule
compliance.
Tom Frederick, P.E., is Executive Director of the Rivanna
Water and Sewer Authority, an organization responsible for
wholesale water supply and treatment for the City of
Charlottesville and urban areas of Albemarle County.
J.C. Davis is a Senior Public Information Coordinator for the
Southern Nevada Water Authority and Las Vegas Valley
Water District. In that capacity, he oversees outreach efforts
related to water quality, resource planning, environmental
issues, construction activities, conservation and other topics.
Davis is a long-time member of the American Water Works
Association and currently serves on its Public Affairs Council.
Zeno Bain has an environmental engineering degree from
MIT and is a senior scientist and project manager for the EPA
Office of Ground Water and Drinking Water. He has worked
on the development of the third Contaminant Candidate List
and the third Regulatory Determinations for previously
unregulated contaminants. Zeno has also worked on
evaluating contaminant groups and developing cumulative
risk assessments to support EPA’s Drinking Water Strategy.

Andrew DeGraca, Ph.D., P.E., has graduate degrees from
organizations, major consulting firms and water utilities. He
has co-authored and edited two AWWA Manuals of Water
Supply Practices: M56 “Fundamentals and Control of
Nitrification in Chloraminated Drinking Water Distribution
Systems” and M58 “Internal Corrosion Control in Water
Distribution Systems”, and participated in several Water
Research Foundation projects as a co-author and Project
Advisory Committee Member. He is a Senior Engineer at the
San Francisco Public Utilities Commission.
