Selwyn College Risk Management Procedure Permits to Work Policy Objectives Examples of tasks covered by this Permit to Work Procedure The College understands that hazardous works will be carried out within the College grounds by external contractors and that these hazards have to be effectively managed. Specific tasks require additional supervision to ensure safety of all. To ensure that all works are carried out to safe working methods, minimising risk to persons and property. Some tasks have specific Risk Management Procedures and Permits to Work: Work at Height Hot Works Evacuation Works Working in Confined Spaces Key Personnel Risk Assessments May 2012 RMP/14 Issue: 1 RMP/14a RMP/14b RMP/14c RMP/14d Heads of Department or their Deputies (where applicable) are responsible for issuing Permits to Work and ensuring that contractors adhere to the procedure and instructions contained within. The Head of Department (or their Deputy) is also responsible for ensuring contractors are suitably trained to carry out works. Heads of Departments or their Deputies (where applicable) may also issue Permits to Work to any contractor for tasks they deem necessary. Risk assessments are required according to health and safety legislation. Specific risks are highlighted within the Permit to Work and will be discussed with the contractor prior to works commencing. Any additional hazards that are identified during works may be added to the assessment at any time. Method Statements A job-specific method statement must be provided by contractors to detail planned and reactive maintenance works. Management of Permits to Work The Head of Department or their Deputies (where applicable) will issue the Permit to Work. Un-announced inspections of the work area may be carried out at any time during the works. The Permit to Work should be signed daily, with any inspection notes being made on the permit documentation and discussed with the contractor. The Head of Department or their Deputies (where applicable) is responsible for ensuring this procedure is implemented. Responsibility Selwyn College Risk Management Procedure Permits to Work Reporting and Record keeping Training Review May 2012 RMP/14 Issue: 1 All Permits to Work issued must be recorded on a central Register held electronically on a shared drive: Shared Space/R drive/File: Permits to Work Register (RMP/14(1). A copy of all completed Permits to Work must be held by the authorising Head of Department for 5 years after completion of the works. The Head of Department or their Deputies (where applicable) will be responsible for ensuring that all contractors’ staff are suitably qualified to carry out works. The Maintenance Manager will review this document bi-annually, or following and changes in legislation. All/any changes will be advised to the Health and Safety Working Group prior to publication.
