These changes are based on submitted recommendations made by I&RS participants. All enhancements were reviewed and approved by the I&RS Review Board. The enhancement requests can be found in the Participant Section of our website (http://www.dtcc.com/products/insurance) under Enhancements, and then Current Release. The enhancement numbers are listed (IPS00###) next to each request in this document. Important Information: Do not use the enhancement documents on the I&RS website for programming. The Draft Record Layouts and Requirements Document (this document) should be used for this purpose. The original enhancement request forms are provided to know the originator of the request and understand the business case for the change. AAP – Annuity Asset Pricing IPS00494 – AAP – Add Output Cycle (Mandatory) There is a need to align Asset Pricing with the Positions and Financial Activity Reporting 4am output cycles. Add a 4am Output Cycle to Asset Pricing in Production. New AAP Production Output Times: 4 AM, 6 AM, 9 AM, 12 PM, 3 PM, 6 PM & 9PM There is no change to the test region output cycles. 2. ATT – Attachments and Attachments Access IPS00496 – ATT - Add New Attachment Type (Optional) Pacific Life requested an additional code from the ACORD Attachment type code list “506” to uniquely identify any document(s) associated with the meta data of the e-signature signing ceremony. Currently there is not a unique code to identify this type of document and a generic code “1” is being used; which is named “Document” and could refer to any type of document. FAR – Financial Activity Reporting IPS00497 – FAR – Add New Qual Code Type (Optional) Add new item to IRS Qualification Code list#5023 80 - Roth 457 IPS00498 – FAR – Add Retirement Fields and Edits (Optional) When reporting the retirement plan financial transactions on FAR, the following changes need to be made to allow the identification of the plan and/or participant of the plan. 1) Add “Plan Number” field to the 43/01 Contract Record Item #5147 A/N Byte Location – 203-232 30 bytes Optional 2) Add new code to the Contract Entity Role #5030 PP - Plan Participant 3) Add new code to the Contract Entity Personal Qualifier #5039 PU – Provider User Defined 4) Add new edit: If Contract Entity Role #5030 = PP then Contract Entity Personal Identifier #5038 becomes required (Reject #481 – Contract Entity Personal Identifier Missing) IPS00505 – FAR – Add New Trans ID Codes (Optional) Life policies are charged for the costs of underwriting, issuing (including sales commissions), and administering the policy. It is imposed on the base Policy face amount. Currently there is no way to properly report these charges. IFT – IFT and IFT Access IPS00503 – IFT – Add New Carrier Reject Reasons (Optional) Pacific Life requested a new reject code to indicate that rep share percentages are limited to one decimal place. We can reject them with a “generic code” but this leads to phone calls and a bad customer service experience. By adding this code the Broker/Dealer would know to resubmit the transaction with the appropriate percentage without having to call. Add new codes to Transaction Status Reason #7036 in IFT and IFT Access General 802 - Carrier does not allow decimals 803 - Carrier only allows 1 decimal place 804 - Carrier only allows 2 decimal places 6. IPS00507 – IFT Web – Make Modal Amt and Pct Optional (Optional) Modal Amount and Percent are not always available to transmit. POV – Positions & Valuations IPS00497 – POV – Add New Qual Code Type (Optional) Add new item to IRS Qualification Code list#3031 80 - Roth 457 IPS00500 – POV – Add New Rider Sub Type Code (Optional) Add new item to Rider Sub Type Code list #3612 60 –Roll-Up Guaranteed Withdrawal of Life Benefit Definition: A "roll-up" provision will allow the Benefit Base to compound at a stated percentage modally for a stated period of time or the first withdrawal. This should be used in conjunction with Rider Type Code 215 - Guaranteed Minimum Withdrawal for Life Benefit (GWLB). IPS00504 – POV – Increase Looping (Mandatory) Increase the looping of the 13/04 Contract Band /Guaranteed Record from 999 to 1999 per 13/03 Underlying Assets Contract Record. PRP – Positions For Retirement Plans IPS00499 – PRP – Add New Edit (Optional) With the support of Retirement Plan reporting for both the plan and participant level as well as the development of the PRP (Positions for Retirement Plans), the new business edit will be needed. When reporting on the participant level, the participants must be unique on the file. On the 93/08 Plan Participant record, the Participant Identifier #8070 must be unique on each file between each Plan Number #8001 and Contract Number #8019. STL – Settlement For Insurance Processing DTCC Confidential (Yellow) Depository Trust and Clearing Corporation IPS00495 – STL – Add Pre and Post TEFRA Fields (Optional) This change is needed in order for the receiving carrier to obtain the correct information from the delivering carrier for tax reporting when processing a 1035 Exchange through STL. The cost basis is the total of the Pre and Post TEFRA Amounts. 1) Change the name of the Cost Basis Dollar Amount Field #2017 to Post TEFRA Amount. Also change the name of the corresponding reject #510. 2) Add “Pre TEFRA Amount” field to the 62/01 Contract Record #1 Item #2018 Numeric 9(14)v99 Byte Location – 211-226 16 bytes Optional Reject#511 3) Add “Cost Basis Not Passed” field to the 62/01 Contract Record #1 Item #2019 Code List Byte Location – 227-228 2 bytes Reject#512 Optional/Conditional - If the Transaction Type #2003 is FS or PS and both the Post TEFRA Amount field #2017 and Pre TEFRA Amount field #2018 are spaces then the “Cost Basis Not Passed” field is required. 4) Add “Cost Basis Not Passed” Code List #2019 01 - Cost Basis Will Be Sent Separately 02 - Cost Basis Is Unknown 03 - Cost Basis Is Not Applicable IPS00502 – STL MSD – Ceding/Receiving Carrier Contract Number (Mandatory) 1) Change the current Contract Number field for STL 1035 Exchanges to include the ceding carrier’s contract/policy number for a 1035 exchange. Currently it is populated with the receiving carrier’s contract/policy number. 2) Add a new field to the STL MSD that will include the “Receiving Carriers Contract/Policy Number” for a 1035 exchange.
