The Private Party shall be entitled to revise this SDP from time to time and within its sole discretion, provided that such revision shall not in any way detract from the Private Party’s obligations to provide the Waste Management Services in accordance with the provisions of clause 2.3.3 of Schedule 6 Part 1 B (Facilities Management Specifications). The Private Party shall, within 5 (Five) days of any revision of the SDP, provide the CoT with a copy of such revised SDP. 2 SERVICE DELIVERY PLAN 2.1 2.1.1 2.2 2.2.1 2.2.1.1 Scope of Service To provide Waste Management Services as contemplated in clause 2.3.3 of Schedule. Operational Elements General The refuse area will house the refuse bins, which will be clearly marked for each type of refuse. The refuse will be collected by independent refuse companies as per the Typical Service Schedule in Annexure 1. 2.2.2 2.2.2.1 Human Resources Cleaning staff will be responsible for keeping the refuse area reasonably clean and ensuring the refuse is correctly sorted into the relevant bins. The cleaners will be trained in the correct sorting of waste, and the importance this has on the environment. 2.2.2.2 The cleaners will ensure that the pre-sorted waste coming out of the building is placed into the correct recycling bins. In addition, all cleaning staff will be trained on the importance and procedures in recycling. 2.2.2.3 Performance of the Waste Management Services will be monitored on a scheduled basis against the requirements as per Schedule 13 (Performance Standards and Payment Mechanism). 2.2.3 2.2.3.1 SDP Equipment All equipment used on site is to be recorded on the FMS asset register. City of Tshwane 2.2.3.2 The following equipment may be provided on site: 240ltr bins; High pressure washer in waste area; Safety clothing; Cleaning fluid dispensers; Basic cleaning equipment (Brooms, mops and brushes); and Provision of Hazardous Materials Spill kits. (For spillage cleanup of paint or other hazardous materials). 2.3 Quality Control Quality control is measured in various ways, each of which is described below: 2.3.1 Planned inspections are scheduled into the FMS so that the inspection and the results are recorded and actioned accordingly. 2.3.2 Call centre concerns about the service are actioned and results recorded against the particular call. 2.3.3 Use of the facilities by the staff and visitors to the building through the use of informal surveys. 2.3.4 2.4 Feedback from the recycling companies. Training Training will be provided by a specialist waste recycling training institution. No formal qualification is required. 2.5 2.5.1 SDP Compliance to minimum standards National Environmental Management Act, 1998 City of Tshwane 2.6 Service Schedules From the items listed under the Service Output Requirements in Schedule 6 Part 1 B, and thereafter matching that to the Service Level Matrix, the Service Schedules are developed and included in Annexure 1. 2.7 Self Monitoring Plan Waste Management Services monitoring check lists will be generated by the Facilities Management System and will be aligned to the service schedules contained in Annexure 1. hereto. This will enable the managers to check and feed back into the system any noncompliance or service impact issues that may be identified. The Facilities Management System will be able to generate a report linked to rectification periods that will be used to monitor the performance issue identified.
