This application has been completed on behalf of
Simon Weldon (Regional Director of Operations &
Delivery, London) and Jane Cummings (Chief Nursing
Officer). Barbara Hakin (Chief Operating Officer) has
approved the collection. The collection will enable us
to further monitor and support the government’s
commitment to recruit 4,200 more health visitors by
2015 by supplementing the MDS collection. The
commitment features in the Coalition Agreement, the
NHS England Business Plan, the NHS Mandate, the
Department of Health's Section 7a agreement and the
Department’s Structural Reform Plan. A detailed action
plan “Health Visitor Implementation Plan 2011 – 2015
– A Call to Action” was published in March 2011.
Although this collection focuses on numbers, the key
aim of the commitment is to improve the service
offered to children and families. This collection will
give current workforce numbers and additional
intelligence which will be an essential part of
monitoring growth in the final phase of the project.
Regular reports with current up-to-date figures are
required by the Secretary of State in order that
progress of delivery against the Area Team level
workforce trajectories can be closely monitored. This
will allow for any issues / shortfalls to be flagged up in
real time and appropriate recovery action taken

This collection is essential to the monitoring of this
priority project in its final stage; it will provide up to
date accurate information. This includes the total
'actual number of health visitors (FTEs) in post' to
include those that have not been recorded on systems
e.g. due to be incorrectly coded on ESR, delays in
contract signing or NMC registration. Achieving the
target of an additional 4200 health visitors in post by
March 2015 will benefit patients by delivering service
transformation as set out in the NHS mandate. NHS
England has a commitment in the Section 7a Mandate
to maintain the additional 4200 health visitors until
transition of the 0-5years services to local authorities
in October 2015.

The results of the collection will be published on the
NHS England website. The collection will be reported
to the Secretary of State for Health on the
performance against plan to meet and maintain the
target of an additional 4,200 FTE Health Visitors by
September 2015.

There would be no access to current 'actual number in
post' numbers which will include those that have not
been recorded - e.g. due to being incorrectly coded on
ESR, delays in contract signing or NMC registration.
Accurate information is needed in order that there is
close monitoring of performance against plans in the
final stage of the project and recovery actions
identified where necessary - regular reports to the
Secretary of State for Health are required and this
data is needed in order to supply these. By collecting
accurate up-to-date information with additional
intelligence, issues will be flagged up at a regional and
national level rapidly allowing time for recovery
actions to be put in place. This is particularly
important due to it being the final phase of the project
with limited time available to ensure that the
workforce at the required number by September 2015.

Sampling is not being used because we need accurate
numbers to measure progress against the target and
detailed low level analyses will be required
