An Invitation to Apply for the position of Capitol Region Pathway Senior Specialist (Three positions available) Category: Full-time, Exempt Supervisor: Director of Workforce Development Services Date Created: 11/07/2014 Job Purpose: The Foundation for California Community Colleges is seeking individuals to join our team who have experience, dedication and motivation to support meaningful education reform in Sacramento. Our role is to support the existing efforts to bring relevancy and real-world experience to students in the Capitol Region through growing meaningful internship experiences and strengthening connections between high school and community college. We are building a team that will develop support services for work-based learning that are curriculum-aligned and regionally-organized for AB 790 Local Education Agencies (LEAs) and their partner community colleges. We are looking for individuals whose skills, abilities and relationships in the following areas will diversify our team and enhance our success: Employer engagement for statewide trade and industry associations – particularly in Agriculture, ICT, Health or Advanced Manufacturing Convene and attend meetings of Sector Coaches and Career Specialists engaged with Capitol region entities Regional data collection and analysis – of labor market, work-based learning, skills, program and performance data Skill certification - particularly of “soft skills”, digital badging, industry-relevant certifications The Senior Specialist will recruit and provide technical assistance for regional employers to engage with education and business collaborative to increase the number and quality of high school and community college internships and job training opportunities. The Senior Specialist will be involved in the feed-back loop to upgrade the matching platform being piloted for this purpose. The Senior Specialist will be available to facilitate groups of constituents for training in the use of the tool, and will work closely with the existing team to ensure that employer, school and college partners have the tools they need to create and support high quality internships. Essential Job Duties: Please note: Because we are growing a team, the following job duties will likely be shared across multiple team-members, and therefore will not be included in every job description. In the Capitol Region, increase high school and community college student access, participation, and completion of high quality, paid and unpaid work-based learning experiences (as described in Education Code Section 51760.1) which occur along a sequenced, grade appropriate continuum, aligned with the high school career pathways and work-based learning opportunities provided through programs at the community college level. 2. Recruit and support business partners to engage with regional consortia in at least 1 of 4 priority sectors: Health; Agriculture, Water & Environmental Technologies; Advanced Manufacturing; and ICT/Digital Media. 3. Support facilitation of professional communities of practice which bring together high school teachers and staff, community college faculty and staff, and industry professionals for growing the knowledge and capacity of these practitioners to cultivate and deliver quality work-based learning opportunities to students, within the Capitol Area Pathways (CAP) and Capitol Region Academies for the Next Economy (CRANE) consortia of Career Pathways Trust grantees. 4. Work with employers to identify appropriate entry-level and industry-relevant skills that could be assessed and then shared through a digital badging framework. 5. Identify and recruit high school and community college teachers for developing regional externship programs in the Capitol Region. 6. Support grant management, by ensuring that Workforce Development Department of the Foundation has the most updated information from the work being done by regional consortia in Capitol Region. 7. Think critically and problem-solve the barriers to increasing work-based learning across the Capitol Region in collaboration with Foundation staff. 8. Attend SB1070, AB 790 meetings across the region, as needed. 9. Other duties as assigned. Level of Supervision: Receives general direction as to organizational/departmental/individual goals as well as to the achievement of those goals. Evaluated annually based on the successful achievement of goals. Subject only to broad communications associated with the duties and responsibilities of the position. Knowledge, Skills, and Abilities: Must have knowledge of and experience within at least 1 of the 4 priority business sectors: Health, Agriculture, Water and Environmental Technologies, Advanced Manufacturing or ICT/Digital Media. Must be a self- starter and highly motivated and able to work independently. Must be a good communicator, able to build and maintain collaborative working relationships with highly diverse stakeholders across a number of involved systems. High proficiency with Microsoft Office Suite, database-related software applications, and other office equipment required. Ability to gather and analyze data for program and performance improvement. Education and Experience Experience engaging employers, and/or related industry groups required. 3-5 years program management and relationship-building experience required. Bachelor’s (or other advanced) degree in business or sector field required Working knowledge of Work-Based Learning, Linked Learning and Workforce Development preferred. Experience within California Community College system preferred. Student internship or work-based learning program management preferred. Knowledge of Career Pathways, Articulation Agreements and Dual Enrollment desired. Working Conditions and Travel Well-lighted, heated and air-conditioned indoor office setting with adequate ventilation. Daytime travel throughout the Greater Sacramento Region (up to 75% time.) Valid California Drivers’ License, good driving record, automobile insurance and reliable vehicle. Physical Requirements Ability to work at a computer workstation for periods up to 4 hours at a time and for up to 8 hours per day for up to five consecutive days. Ability to speak on the telephone for a total of up to 3 hours per day. Ability to sit for up to 3 hours without breaks at meetings.
