The Department of Public Works and Highways now invites bids for the above-mentioned projects.
Bidders should have completed, within (10) years from the date of submission and receipt of bids, a
single contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The
description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II,
Instruction to Bidders.

Bidding will be conducted through an open competitive bidding procedures using non-discretionary
pass/fail criterion as specified in the Revised IRR, RA 9184, otherwise known as
“The Government Procurement Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least
seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the
Philippines.

Contractors/applicants who are interested in the DPWH civil works are required to register prior to the
set schedule of submission of bid while those already registered shall keep their records current and
updated. Contractor’s eligibility to bid in the project will be determined using DPWH Contractor Profile
Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be
obtained at DPWH website www.dpwh.gov.ph or at the Department of Public Works and Highways,
South Cotabato District Engineering Office, Koronadal City from Monday to Friday between 8:00 A.M.
to 5:00 P.M.

A complete set of Bidding Documents maybe purchased by interested bidders from the address below
and upon payment of a non-refundable fee for Bidding Documents in the amount of Php 1,000.00
each for Item Nos. 1 & 2 and Php 5,000.00 for Item No. 3.
It may also be downloaded free of charge from the website of the Philippine Government Electronic
Procurement System (PhilGEPS) and the website of the DPWH, provided that the bidders shall pay the
fee for the Bidding Documents not later than the submission of their bids.

The DPWH – South Cotabato District Engineering Office will hold a Pre-Bid Conference on
September 28, 2015, 2:00 P.M. at the Conference Hall, DPWH-SCDEO, Alunan Avenue, Koronadal
City, which shall be open only to all interested parties who have purchased the Bidding Documents.

Interested bidders may obtain further information from the Department of Public Works and
Highways, South Cotabato District Engineering Office, Alunan Avenue, Koronadal City and inspect the
Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.

To afford sufficient time to update Contractors’ records in the Civil Works Registry (CWR), all
Prospective Bidders shall submit their Class “A” Documents and Financial Statements at least
seven (7) calendar days and their Technical Documents (Completed/On-going projects) at
least fifteen (15) calendar days before the deadline for submission of opening of bids to
the DPWH-Civil Works Registry (D.O. NO. 3, Series of 2015 – Prescribing the Minimum Period for
the Submission of Legal, Technical and Financial Documents to the DPWH – Civil Works Registry).
9.
Bids must be delivered on or before October 12, 2015, on or before 10:00 A.M. at the Conference
Room, DPWH-SCDEO, Alunan Avenue, Koronadal City. All bids must be accompanied by a bid security
in any acceptable forms and in the amount stated in ITB Clause 18.1.
Bids will be opened at 2:00 P.M. on the same day, in the presence of the bidder’s
representatives who choose to attend at the aforesaid address. Late bids shall not be accepted.
10.
The DPWH – South Cotabato District Engineering Office, Koronadal City, reserves the right to accept
or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract
award without thereby incurring any liability to the affected bidder/s.
