New York-Israel Innovation Program:
for Wireless, ICT and Advanced Energy Solutions

Preamble
The Israeli Industry Center for R&D (MATIMOP), on behalf of the Office of the Chief Scientist (OCS) in
the Ministry of Industry, Trade and Labor; the Stony Brook University (SBU) Advanced Energy
Research & Technology Center (AERTC) and the Center of Excellence for Wireless and Information
Technologies (CEWIT), are jointly announcing this new Request for Proposals, soliciting joint
submissions in the fields specified below. This new program offers access to SBU's AERTC and CEWIT
resources, services and know-how and enhances collaboration between Israeli and NY innovative
companies through joint industrial R&D and commercialization projects in the following fields:
Advanced Energy Track:
Renewable and alternative energies, fuel cells, hydrogen technologies, energy storage, liquefied
natural gas, smart grid power distribution systems, new polymeric materials, improved and highly
efficient combustion processes, efficiencies of conventional energy, monitoring of gases and
pollutants, energy policy, advanced energy efficient transportation and other energy-related
programs.
Wireless and Information Solutions Track:
Wireless networks, information systems, medical technologies, mobile and wireless health care,
medical devices and implanted sensors, distributed robotics, expressive and hybrid networks, mobile
computing, cyber security, computer vision and image processing, RF systems, microwave sensors,
wireless sensor networks, computational genetics and protein docking, computational neurobiology,
virtual reality, effective bandwidth utilization, wireless protocols, wireless ad hoc networks and
wireless gateways
This new initiative includes 2 collaboration modes:
a. Individual Opportunity: Israeli R&D performing companies may be eligible to utilize
SUNY's services and facilities
b. Bilateral Opportunity: Israeli R&D performing companies and NY companies affiliated
and approved by SUNY can collaborate on a joint R&D project
In the framework of this cooperation, invitation to submit Expressions of Interest (EOI) for Industrial
R&D Projects is now released

EOI for Industrial R&D Projects (individual or bilateral):
Eligibility
EOI for Industrial R&D project must be submitted by an Israeli R&D performing company that wishes to
collaborate with SBU R&D facilities and/or a SBU R&D partner. Participation of research
institutions/universities is welcome as subcontractors according to the applicable underlying funding
schemes regulations.
The EOI form for Industrial R&D Projects is attached in Appendix A.
Funding:
MATIMOP and AERTC/CEWIT will provide project participants in this framework with access to relevant
funding programs in Israel and New-York, respectively. In particular, Israeli companies participating in
this Program may qualify for financial support through the underlying OCS funding schemes (e.g. OCS
R&D Fund, Kidma, Magnet, Kamin, Magneton, Nofar etc.) and the bilateral US-Israel R&D funds (e.g.
BARD, BSF, BIRDF).
AERTC and CEWIT will work jointly with companies on a project and funding may be made available
through Federal, State (e.g. NYSERDA) and other funding sources, on a case by case basis.
Notes:
1. This EOI can be used either by individual companies wishing to conduct R&D activities in AERTC
or CEWIT facilities, or by companies wishing to conduct a bilateral R&D project with NY based
companies or research centers qualified by SBU.
2. Companies that seek R&D and commercialization partner for their project are also welcome to
submit the EOI, and indicate that they require partner matching assistance.
3. Each jurisdiction will fund its eligible participants in accordance to its own guidelines and
procedures.
Application Process
The submission and approval consists of the following:
1. EOIs will be submitted to MATIMOP and SBU as listed in the form (including partner matching
requirements).
2. Following the parties pre-screening process, the joint Program Management Team will convene
and mutually decide which EOIs will be invited to submit funding applications according to the
designated underlying funding scheme.
3. Final funding decisions will be made by the appropriate funding entities.

Note: A positive recommendation in the Phase I does not imply approval of the Full Proposal.
Submission of EOIs is open immediately and will be accepted and reviewed as submitted until March
20th, 2014
