1. Question: File Maintenance/retention what should be in file
Answer: There is not a mandatory list but a suggested list is located in the Certifying
Official hand book.

A school’s file for a VA student should contain:
• Copies of all VA paperwork
• The school’s transcript, grade reports, drop slips, registration slips (for those courses dropped during drop/add), tuition and fee charges, transcripts from previous schools with evaluations of same, student’s school application, records of disciplinary action, program outline, a curriculum guide or graduation evaluation form, and any other pertinent forms.

2. Question: How to find/receive proper chapter and/or disability rating.
Answer: The students should show the SCO the certificate of eligibility or letter of eligibility or you can request the information through Right Now Web.

3. Question: Yellow Ribbon requirements
Answer: The schools just need to complete a yellow ribbon agreement, which can be found on our website.

Additional responsibilities required of a Yellow Ribbon school:
• Certify in accordance with the school’s Yellow Ribbon agreement
• Maintain these additional records
• Track the number of students enrolled under Yellow Ribbon
• Track the annual amount of tuition and fees
• Develop and document a process for the first come-first served enrollment of students into the Yellow Ribbon Program.
4. Question: Covering cost for books & supplies
Answer: Ch33 Post 9/11 benefits are the only benefit that will pay for books and supplies if it is a mandatory fee and the books and supplies cannot be purchased outside that facility. The students also receive a book and supply stipend that may cover their cost.

Effective August 1, 2009 . The books and supplies stipend is a lump sum payment
(each quarter , semester or term attended) paid directly to the student when the school’s enrollment certification is processed. The stipend is prorated by the student’s length of service percentage. Active duty students are not eligible for the stipend. Students are limited to $1000 maximum per academic year.
5. Question: Application vs “I know I have benefits”
Answer: First ask them if they have submitted an application to the VA or applied and if so they should have a copy of their eligibility letter.

All VA students must file an application when they first start school. Students who haven’t received VA benefits before must file an original application (Veterans VA Form
22-1990; dependents VA Form 22-5490; ToE students VA-Form 22-1990e).
6. Question: Dependent Scholarship Program and GI Bill. What is the difference and how is it tied to the SCO?
Answer: The VA has a Dependent Education Assistance Program (ch35) which is a program for the dependents of a disabled veteran or veteran that died while on active duty or was a POW. The GI Bill is for military that has served on active duty. The SCO will need to know which benefit to certify them under. The Ch35 program the SCO needs to know the file number of the veteran or social security number of the veteran since the CH5 claim would be under the claim number or social of the veteran.

7. Question: How Come I Can’t Delete students (ie erroneous entries in VA ONCE.
Answer: To delete a student or to inactivate a student in VAONCE you will need to select student page. Highlight name of student. Go to top left and click on student, highlight delete and click student is removed from your current database.

Questions: How come I can’t use the preregistered but never attended comment or drop/withdrawal before the semester starts this is with explorer, Mozilla.
Answer: You can only use Internet explorer 9 or below the VAONCE system is not set up for the other programs.

9. VAONCE functions best with Microsoft Internet Explorer, IE 5.5 SP2 or higher, or
Netscape Navigator NV Version 6.02 or higher browsers.
Questions: Can there be standard remarks for bound out?
Answer: The schools can add to their standard remarks by going in the maintenance section of VAONCE and adding to your standard remarks.

Each quarter, semester, term, or session requires a new cert in VA-ONCE. If you have loaded your term dates in the maintenance section, you can select from a drop down box. When you select the enrollment period you want to certify from the drop-down list,
VA-ONCE will enter the Term Name, Begin Date, and End Date. Enrollment periods that aren’t stored in “Standard Terms” can be typed directly into a new Cert. (VA-ONCE will combine multiple periods when submitted to the RPO.)
10. QUESTIONS: As a flat Rate Tuition School, Do we still have to report withdrawals that still leave student full time for Chapter 33.
Answers: Yes and rep ort the tuition for the remaining hours even if it’s the same.

If classes are added to the student’s schedule that do not change the term in which the student reaches the number of hours required for full time status, no change to tuition amounts is required but the change in credit hours will still need to be reported.
11. QUESTIONS: How do you report the break so the veteran is paid i.e. Spring break and thanksgiving break pay?
ANSWERS: You can’t report the breaks just report the enrollment for the semester.
The breaks between the semesters are no longer payable, but they will not stop and restart benefits during term.

12. Question: What is a CELO?
Answer: The Chief Education Liaison Officer. They are the superv isor’s to the
Education Liaison Representatives and Education Compliance Survey Specialist
13. Question: Clarify if Chapter 31 does or doesn’t count towards the 48 months.
Answer: Yes it counts and the 2 or more benefits toward the 48 months of total entitlement.

The basic period of eligibility in which VR&E’s Vet Success services may be used is 12 years from the latter of:
• The date of separation from active military service, or
• The date the veteran was first notified by VA of a service-connected disability rating.
14. Question: Can a student take classes for two different programs at one time?
Answer: Dual Major – Page 83 of the SCO HB
Dual majors pursued under an acad emic policy that defines the dual major’s requirements can be certified if both majors are approved. Only courses required to complete the dual major can be certified. During VA site visits, or during compliance surveys, if VA reviews a case for a student who is pursuing dual majors, we should ensure the student is not enrolled in courses outside either major and that the courses are approved .
15. Question: Satisfactory Academic progress
– minimum requirements i.e. meet institutions academic only? GPA? Completion rate? Financial aid requirements?
Answer: The VA will require that the school report unsatisfactory progress based on the school’s policy.

The law requires that educational assistance benefits to Veterans and other eligible persons be discontinued when the student ceases to make satisfactory progress toward completion of his or her training objective. Benefits can be resumed if the student reenrolls in the same educational institution and in the same program. In other cases, benefits cannot be resumed unless VA finds that the cause of the unsatisfactory attendance, conduct or progress has been removed and the program of education or training to be pursued by the student is suitable to his or her aptitudes, interests, and abilities.
16. Question: Way to correct a termination?
Answer: If you terminated a student by mistake you should submit another enrollment certification VA Form 22-1999 for the correct enrollment and state in remarks why the term is being resubmitted after the 1999b was submitted.

If you terminate a student and the student is readmitted after your termination, certify the student as you normally would. If VA-ONCE terminated the term as described in the previous bullet, the term will have to be certified again.
17. Question: Does the 1995/5495 need to be sent to the RPO or just hold in file?
Answer: No the 1995/5495 does not need to be submitted to the RPO, but you must maintain it in the file for compliance.

A Request for Change of Program or Place of Training is needed for a VA student transferring to your school who has used benefits elsewhere. Get the request from the student and keep it in the student’s file at your school.
18. Question: What is the difference to students between non-punitive and punitive drop in hours.
Answer: If the drop or withdrawal is non-punitive (does not count against the GPA), then this could affect the student’s payments from beginning of term. If it is punitive
(count against the GPA) we would stop the award on the last date attended.
punitive grade is a grade that doesn’t count as earned credit and isn’t considered in progress standards for graduation. A withdrawal after the drop period is nonpunitive if it isn’t calculated into the student’s GPA or it isn’t considered in academic progress criteria like probation and suspension. Non-punitive grades have the same effect as an audit. They don’t apply to the degree and they don’t affect academic progress.

• Non-punitive repeat grades do not have to be reported under some circumstance.

19. Question: How is a “Period of Service” reenlistment, enlisted, or totally new – got out and went back in measured?
Answer: Period of service is the length of time a member served in the military. If they reenlist or reenter their date of discharge would change and so would their delimiting date for VA benefits. eBenefits

20. Question: Break pay
– Semester has one week break within semester – should that be listed as well?

Answer: The break within the semester can be reported but it will not affect the payments. We will not pay the breaks between the terms or semester, but it does not affect the break within the semester or term such as holiday break. The holiday breaks would only be an issue if the course is under quarter hours and without the breaks being removed it would make the student less than full time for 12 hours or more based on the course is over 10 weeks.
21. Question: When you say “unsatisfactory conduct: does that mean legal or behavioral under the institutions policy? Please discuss the covered facets.
Answer: The VA does not have conduct policies but schools must report situations where students are suspended due to violating the school’s conduct policies.
Question: Should (Se06) school specific match be subtracted from tuition before certification?

Answer: All grants and scholarships that are not under Title IV and is tuition specific must be subtracted from the tuition before certifying.
Aid or assistance that is designated for the sole purpose of reducing a student’s tuition and fee cost should be deducted from the net in-state charges reported to VA. Page 44
22. Question: When splitting between two colleges (like summer) how does that affect
BAH and Book stipend?

Answer: If we are talking about concurrent enrollment, we would most likely pay the rate based on the address of the primary school.
VA can pay benefits for courses taken at secondary schools. If the student is only enrolled at the secondary school (supplemental enrollment), VA will pay for the credits taken at the secondary school. If the student is enrolled at the primary school and the secondary school at the same time (concurrent enrollment), VA will pay for the combined credit, taking overlapping enrollment dates into account. Page 59
23. Question: For 8 week summer term what is rate of pursuit? Does Student get full
BAH if 6 hours (our ½ time)?

Answer: If rate of pursuit is more than 50%, BAH is paid. It is pro-rated based on training time, but must be over 50% to receive. Six hours for an eight week summer term is considered full time.
24. Question: Veteran saved on benefits for Grad school. So they didn’t use benefits last year. How do I report that they graduated on VAONCE when no term to connect it to?
Answer: Currently, there is no process for reporting a graduation during a term that was not certified. If this changes, the procedures will be sent to all SCOs.
25. Question: What happens to students pay if we report standards of progress as unsatisfactory?

Answer: It depends on the date that is provided. If it is end of term no penalty. If it is during the enrollment then it may create a debt.
26. Question: If a student goes from chapter 33 to VOC Rehab, doesn’t the student have to have some remaining Chapter 33 when they switch over to VOC rehab?
Answer: No. The chapter 33 can be exhausted but the student must have remaining entitlement for the total 48 months of benefits for two or more benefits. For example if they use 36 months under Chapter 33 they would have 12 months of VOC Rehab they could use.
However, if a student wants to receive the higher BAH rate instead of the Voc Rehab monthly stipend rate, they must have at least one day of Ch 33 entitlement remaining when they transition into Voc Rehab.
27. Question: Is it required to have signature page of Certificate of Eligibility (will it be an issue on compliance audit)?

Answer: No, we have access to all VA correspondence and the certificate of eligibility would not be an issue even if it was not in the file.

28. Question: How does academic probation impact student for voc rehab and VA benefits?

Answer: Academic probation will not impact student benefits. If they are subsequently suspended, their benefits will be interrupted.
29. Question: VAONCE – Do we need to input time student missed? If so how? (less than a leave of absence amount) We are a vocational school, certificates only)
Answer: If the student’s attendance drops below your required attendance policy you must report the date their attendance became unsatisfactory.

All schools are required to maintain an academic record for each student which includes, for a veteran or eligible person, the credit allowed toward the student's current program due to previous training and experience. The record must also show the results of each enrollment period, to include the unit courses or subjects undertaken and the final result (e.g., grade, passed, failed, withdrawn, test results).
30. Question: If I adjust a semester for a student and enter distance hours in error, submit it, then realize my error, what is the best practice to correct? Such as: (1) should I reenter correctly, thus having two entries, which could be confusing to
ELR;(2) Contact ELR; or (3) other?
Answer: Do an adjustment (Va Form 22-1999b) inputting zero in distant learning hours and the correct number of hours in the correct column such as resident hours; remedial hours, etc.

Question: Why aren’t we notified when a student changes chapters from 30 to 33?

Answer: Our system is not set up to generate a letter to send a notification to the school’s when they change benefits. The student should give the SCO a copy of letter of eligibility or Certificate of Eligibility. I t’s up to the student to decide which benefit they wish to use and to notify the SCO to certify them under that benefit

32. Question: Will VOC Rehab student files be audited like the other chapters? ( We are a vocational school-certificate only)

Answer: VOC rehab is separate from the other VA programs such as chapter 30, 33, etc. It is up to the regulations set forth by that agency to conduct their review of the VA student records.
For additional information about VR&E contact the Regional Office in the state of the veteran. (RPOs do not process VR&E claims).
33. Question: Hybrid - Approved by VA?

Answer: Yes. Hybrid courses can be approved by the VA but they must be certified as either wholly resident or distance. If the course meets all criteria to be considered resident, all hours would be certified as resident. Otherwise, all hours would be reported as distance. Questions about resident course requirements should be addressed to your ELR.
Any course (including a hybrid or blended
VA regulations defining residence training can be found at 38 CFR 21.4267(d). If a course does not meet the definition of residence training it must be considered distance training.
34. Question: Please explain 38 CFR 21.4267(d)?

Answer: CFR 21.4267(d) Approval of Independent study (d) Undergraduate resident training. Courses such as internships or medical residency programs, or hybrid courses, which are courses in which portion of the course is taken on line, by telecourse, etc. and the other portion is taken in a class room.
35. Question: “SAVE” option on VAONCE *prevents multiple terms certs – prevents option to save cert in order to come back later for completion?
Answer: The save option is only saving what you have input on the current screen you are currently working on when you click save. If you want to input the information and come back later you cannot click complete which takes you to the next step which would be submit. If you enter and save the information you should be able to come back later and open the file and click on completion once all the info is entered.
36. Question: “Withdrawal before beginning of term” option. Does not allow LDA to be entered by SCO. VAONCE will say that LDA must be within term dates, but if they withdrew BEFOE the beginning of the term, the LDA should be a date previous to the term start date.

Answer: If you show withdrawal before beginning of term the VAONCE system 1999b will submit the correct information so that the processor knows to stop the date before so that no payment is paid or that it creates a debt based on beginning of term.
Terminate is used to report a complete withdrawal from an enrollment period, or to report graduation or program completion. If a student certified for multiple enrollment periods completely withdraws from one enrollment period, then terminate the enrollment period from which he withdrew. VA-ONCE will give you the option to terminate any subsequent enrollment periods or to leave those periods as certified.
37. Question: If a student is receiving loans, scholarships, or other funds for tuition, do they receive any VA money? Explain!

Answer: Yes the student may still receive BAH and books and supplies stipend. If there is a tuition and fee balance once all the grants and funds have been deducted, VA will pay the balance based on the student’s eligibility rate.

38. Question: If a student receives an “F” and does not repeat the course, do we report?

Answer: If the grade is punitive (counts against the GPA) then no you do not report it.
If it doesn’t count against GPA then it is non-punitive and you would report the date the grade became non-punitive.
39. Question: Reporting Fees- How do we address the fact that the institution/college does not comply with the use of the money for training/conference?

Answer: This issue must be addressed to your ELR.
40. Question: If VA is not involved in VOC Rehab, is it a responsibility of SCO’s?
Answer: Yes, even though Voc Rehab claims are not processed by education processors, SCOs are still responsible for certifying the enrollment data of Voc Rehab students.
41. Question: If a student runs out of benefits, can they receive only yellow ribbon to supplement or pay for education?
Answer: No, they must have Ch 33 eligibility in order to pay Yellow Ribbon.
42. Question: Is a private loan included in the net amount for VA? No hope scholarships? State grant?

Answer: No. Private loans are not included. Unless the hope scholarship is Title IV or can be used for expenses other than tuition and fees it must be deducted. Yes the state grant would need to be deducted unless it meets the criteria below.
Effective October 1, 2011 . Individuals pursuing an approved program at an NCD school will receive the lesser of the following:
• The actual net cost for in-state tuition and fees after the application of any waiver, scholarship, aid, or assistance [other than loans and funds provided under section
401(b) of the Higher Education Act of 1965], or $17,500 for the academic year beginning on August 1, 2011.
43. Question: Change of entitlement. How does a soldier change benefits? Or

ANSWER: If the student wishes to change the GI Bill program they are using, they would need to submit an application (VA Form 22-1990) for the new program. If they wish to change how their Ch 33 benefits are allocated between dependents, they just need to send a signed letter to the RPO with the changes.
44. Question: Clarify scenario where vet has 3 months of chapter 30 remaining. Is it more beneficial for student vet to finish 30 then apply for chapter 33, or apply for chapter 33 while some benefits left under chapter 30?
Answer: If the veteran switches to Chapter 33 while there is remaining entitlement under chapter 30 they will only have 3 months of entitlement under Chapter 33. If they transfer to ch33 after exhausting chapter 30, they may have up to 12 months under
Chapter 33 for a total of 48 months for dual eligibility.
45. Questions: Can you explain how the National guard/reserve individual becomes available for chapter 33 or chapter 30 vs just 1607? As a new SCO which resources do I direct student to?

Answer: Guard/Reserve personnel must have 90 days of qualifying title 10 service to be eligible for ch33 or 1607. They must elect the benefit by completing a VA Form 22 —
1990 to choose ch33 benefits or chapter 1607. Direct the student to the GI Bill website so that they will have the information on each program to decide which benefit to use.
Question: What is a dual objective and how is it objective?

Answer: A dual objective – VA students may pursue a dual major or minor as part of single objective or program. The courses certified must be under the two objectives if courses are found to be outside either of the majors then it should not be certified for VA benefits.
Dual Objectives
A student may want to pursue a dual objective. For example, a student may want to concurrently pursue two different degrees or pursue a degree and a certificate. A program of education may lead to more than one educational, professional, or vocational objective if all objectives pursued are generally recognized as being reasonably related to a single career field. The objectives do not necessarily have to be on the same professional or technical level.
46. Question: Does VA apply to tuition and fees first then the Pell grant?

Answer: The Pell grant is under Title IV and is not deducted from the amount of the charges on a ch33 claim.
46. Question: Does VA pay the student first then the school?
Answer: Chapter 33 is the only benefit where the tuition and fees are sent to the school but under all other benefits the student receives a flat monthly stipend and it is their responsibility to pay the school.
47. Question: How can a student change from one benefit to another one??

Answer: The student must request the change on the VA Form 22-1990, Application for
Education Benefits.
Students applying for CH
33 in lieu of (or relinquishing) another benefit should complete a VA Form 22-1990.

48. Question: Is it possible for a student to use multiple benefits at the same time?
Answer: No. if eligible for dual benefits they must choose which one to use.
49. Question: How is BAH here?

Answer: You should visit the website and input your zip code and it will let you know the BAH for the area your school is located.
Monthly Housing Allowance payment amounts are based on the Department of

Monthly Housing Allowance amounts are prorated based on a student’s benefit level and may be further reduced based on the rate of pursuit rounded to nearest multiple of

50. Question: How do other schools do change of schedules?
Answer: You would need to network with the other school SCO’s to find out their system. It may vary depending on the school.
51. Question: Rounding Out definition in the SCO HB mean degree or program?

Answer: Degree and program is the same. Whatever degree program or goal the student is enrolled or receiving at your facility, they can only round up to full time once for that program and that is when they are in their last semester before graduation.
Rounding Out
A VA student can round out a schedule with non-required courses to bring his/her course load up to a full-time schedule in his/her last term only. This allows students to continue to receive benefits at the full-time rate in their last term of enrollment, even though fewer credits are required to complete the program.
This procedure can be done only once per program.
In rounding out a full-time schedule, VA students may use any credit hour unit subject, including a subject that has previously been successfully completed (received a passing grade)
52. Question: Ch30 Finishing benefit before ch33.

Answer: If the student exhaust entitlement under ch30 and used 36 months, they may be entitled up to 12 months under ch33. If they switch benefits before exhausting ch30, they would only be entitled to the amount remaining under the ch30 program when they switched.
Servicepersons who participate in Chapter 30 contribute $1,200.00 towards Chapter 30.
The contribution is non-refundable, with one exception. Chapter 30 (category 1 only) students who elect and then exhaust their Chapter 33 entitlement and are receiving a monthly housing allowance will receive a refund of the $1,200.00 contribution proportional to the amount of 35 unused chapter 30 entitlement at the time of election for chapter 33. The refund is included in their last monthly housing allowance payment.
Servicepersons may contribute up to $600.00 more into the program. The maximum
$600.00 additional contribution will increase the basic full-time Chapter 30 benefit by
$150.00 per month. Additional contributions are not refundable for those who elect
Chapter 33.
53. Question: Processing time for benefits – How soon should the veteran apply for the new benefit? Start date? How/where does the veteran get the info on the date?

Answer: The student can apply asap. On their application they would state the date they wish for their benefits to begin.
The start date of an enrollment period determines the academic year the enrollment period belongs to.

Answer: You would need to network with other SCO’s since their system may vary with each school.
56. Question: If a student has defaulted on loan prior to entering the military, then they apply to use their benefits, will the VA flag them or allow them to use their benefits?

Answer: The VA will still process the award. If there is a debt owed to the government, any government payments, such as education, compensation and pension, etc. the debt management center may deduct that debt from these payments, but the award will be processed.
57. Question: Military Duty in the Middle of the semester? Planned vs surprise?

Answer: Whether the student knows they have scheduled duty such as reservist during their two week training each year or if they unit is suddenly called to active duty, the student should receive orders in which a copy should be given to the SCO and the school takes the necessary drop procedures based on the school’s policy and then report that to the VA. The only way we are finding out is we don’t receive payment, however, if it’s a benefit that pays to the student we never know. Example – we had been certifying a student every quarter up to current quarter and they ran out of benefit in 2012. They were chapter 30. I found this out during my compliance survey.

Answer: There is a system generated letter to the veteran when entitlement has exhausted. It’s up to the student to inform the school or SCO that they do not have any further benefits. All of the Chapter benefits with the exception of CHAPTER 33, have enrollment in data in VA-ONCE which shows from the last term processed, the remaining entitlement. If you go into VA Data tab in VAONCE you can view this information if the latest term has been processed. It automatically takes the entitlement for the term processed even if the end of term has not occurred. It takes it off the top once the term is processed.
59. Question: Is it possible to have the home state be the one that handles everything when the school is centralized? This would be after the school is approved initially.
The home state ELR would handle WEAMS, and Compliance surveys.
Answer: No, the school must meet and maintain the approval criteria for the state the campus is located in. Centralized certification is intended to facilitate the certification of
students at schools with multiple schools across multiple states but it does not change
ELR or SAA responsibilities in regards to approvals or compliance surveys.
60. Question: How long do spouses have to use transferred benefits?

Answer: Spouses can use transferred benefits up to 15 years after the service member’s last separation from active duty.
61. Question: When do veterans get the $1200.00 that was contributed to the MGIB when they transfer to CH33? How do they do this, what is the process? Must they apply to receive?

Answer: Individuals can request a refund when all of the Post 9/11 GI Bill benefits are used. Individuals must have had entitlement remaining as of the date of relinquishment of Chapter 30; must have made contributions to receive refund; and must be receiving a housing allowance at the time entitlement exhaust to receive refund. The amount of the refund will be equal to the number of months and days the individual had remaining under chapter 30 divided by 36 months multiplied by $1200.00. They can send their request in writing to the Regional Processing office jurisdiction of their claim.

Answer: If the claim has been processed and it is in VAONCE the SCO can look at the
VA Data column and it would be on the award. The SCO can also obtain this information from the letter of eligibility or certificate of eligibility from the claimant.
