This paper explores the Chinese path of urbanization as well as modernization based on
international comparison. The main point of this paper is that China’s urbanization and modernization
shares some similarities with other developing countries, but reveals differences as well. The institutional
arrangements in China shaped by the new-democratic revolution and socialist revolution have led China
to a different path of modernization. These institutions not only contribute to the achievements of
China’s Reform and Opening up, but also provide “institutional dividend” which avoids China from
“middle-income trap”, and brings China from the periphery of the world system to the core. It is an
important guarantee for the great rejuvenation of China to take full advantage of the superior
institutions and to take the modernization path driven by three wheels.

Rural Public Service Decision-making Optimization: Structure of the Goal System, Interaction Mechanism
and Effects

The development trends of public service decision-making optimization are to pursuit the combination of
scientization, democratization and efficientization. However, their relationship has rarely been explored
from the system perspective, and few empirical researches which put the relationship into a specific field
existed. Based on the theory of public service decision-making optimization, the paper uses surveying
data of 1125 questionnaires and analyzes the explanatory power, interaction mechanism and effects of
scientization, democratization and efficientization in the field of rural public service decision-making. The
results show that, firstly, the structure of the goal system consists of scientization, democratization and
efficientization, they form an organic unity, and the fracture of any relationship chain have negative
impact on rural public service decision-making optimization; secondly, there is a significant covariate
effects between scientization and democratization; thirdly, scientization and democratization play a
significant role in promoting the rural public service decision-making optimization. Thus, to promote the
comprehensive optimization of rural public service decision-making, measures should be taken to make
rural public service decision-making be more scientific, democratic and efficient, meanwhile, most
importantly, overall planning, systematic design and integrated promotion should be given a highly
priority.

The paper is a reflective review of the studies of the relations of the state and peasants in china.
This special topic can due back to the model of the relations between the state and the society. This topic
is the main field of the research practices of the model of the ‘state-society’ relations, at the same time,
it also does much progress to overcome the dilemma of the ‘binary opposition’ in the model itself.
However, the researches until now fall into a new dilemma of ‘domination-resistance’. In fact, the
relation of the state and peasants is a stereoscopic practice of many dimensionalities and hierarchies, the
following researchers should pay more attention to this problem.
