The main point of this paper is that China’s urbanization and modernization shares some similarities with other developing countries, but reveals differences as well. However, their relationship has rarely been explored from the system perspective, and few empirical researches which put the relationship into a specific field existed. Based on the theory of public service decision-making optimization, the paper uses surveying data of 1125 questionnaires and analyzes the explanatory power, interaction mechanism and effects of scientization, democratization and efficientization in the field of rural public service decision-making. The results show that, firstly, the structure of the goal system consists of scientization, democratization and efficientization, they form an organic unity, and the fracture of any relationship chain have negative impact on rural public service decision-making optimization; secondly, there is a significant covariate effects between scientization and democratization; thirdly, scientization and democratization play a significant role in promoting the rural public service decision-making optimization. Thus, to promote the comprehensive optimization of rural public service decision-making, measures should be taken to make rural public service decision-making be more scientific, democratic and efficient, meanwhile, most importantly, overall planning, systematic design and integrated promotion should be given a highly priority.
