VACANCIES PURPOSE STATEMENT DAWASCO is a Public Corporation which was established to provide water and sewerage services to the City of Dar Es Salaam and some parts of Coast Region. It has vacancies which has to be filled immediately. Applications are now invited from suitable internal candidates to fill in the position of Finance Manager, Plant Manager, and Plant Operations Supervisor. POSITION: FINANCE MANAGER (1 Post) CORE FUNCTIONS The Finance Manager shall be responsible in assisting Chief Finance Officer in accounting for the revenue and expenditure of the Corporation Reporting: Shall be reporting to Chief Finance Officer Main Duties and Responsibilities Produce the weekly financial statements and monthly management accounts. Produce the management accounts for Board meetings Monitor actual performance Vs budget Make monthly projections of Revenue Expenditure Budget Authorise suppliers’ invoices for payment Authorise payments to creditors Keep various books of accounts as per IFRS Ensure compliance of the PPRA 2004 Supervise subordinates to conform with laid down financial policies and regulations Bachelor of Finance and Accounting/Accountancy Qualification and Experience The Ideal Candidate must possess a Bachelor of Commerce (Finance, Accounting), holder of CPA or similar positions must be registered as a practitioner. Competencies The holder of the position should be able to apply knowledge, skills and understanding in a wide and unpredictable variety of contexts with substantial personal responsibility, responsibility for the work of others and responsibility for the allocation of resources, policy, planning, execution and evaluation Salary and Remuneration A competitive salary as per DAWASCO scheme and benefits will be offered to the right candidate. 1 POSITION: PLANT MANAGER (2 Posts) CORE FUNCTION The Plant Manager shall be responsible for heading Plant Operations Routines including planning, overseeing maintenance and engineering activities within the Plant. Reporting: Shall be reporting to Chief Operations Officer Main Duties and Responsibilities Organise all plant activities Plan daily plant activities Control quality and usage of chemicals Ensure water production is at maximum level. Prepare plant budgets. Advise the management on matters relating to plant performance Ensure smooth operation and good utilization of manpower in the plant. Prepare and submit periodical reports timely Making preliminary investigation of water works for rehabilitation of systems for future development. Prepare and plan maintenance schedule also maintain the O&M module. Carrying out emergency water repair/rehabilitation works in the plant. Ensure strict adherence of the Occupational health and safety (OSHA) in all Sub-section works/activities Qualification and Experience The ideal candidate must have a Bachelor of Science in Mechanical/Water and Civil Engineering with a minimum of four (4) years Experience in water production sector or equivalent qualifications. Experience in water supply industry will be an added advantage. Competencies The holder of the position should be able to display mastery of a complex and specialized area of knowledge and skills, employing knowledge and understanding to conduct research or advanced technical or professional activity, able to work autonomously and in complex and unpredictable situations Salary and Remuneration A competitive salary as per DAWASCO scheme and benefits will be offered to the right candidate 2 POSITION: PLANT OPERATIONS SUPERVISORS (2 Posts) CORE FUNCTION The Plant Operations Supervisor shall be responsible for supervising all operations activities of the Plant. Reporting: Shall be reporting to Plant Manager Main Duties and Responsibilities Supervision of the operators Monitor chemicals consumption as per established Standard Operating Procedures Ensure the reliability of water treatment plant Ensure 100% Hygienic compliance Ensure clarifiers are timely de slugged and no water loss is incurred during the process. Ensure all plant operations are carried out as per established Standard Operating Procedures Develop performance and quality indicators and ensure that all of them are within specifications. Ensure strict adherence of the Occupational health and safety (OSHA) in all Sub-section works/activities. Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees. Evaluates and verifies employee performance through the review of completed work assignments and work techniques. Identifies staff development and training needs Drive and maintain harmonious working relations Maintains records, prepares reports, and composes correspondence relative to the work. Checks daily logs to determine proper operation of equipment. Instructs shift operators in changes in daily water treatment operations. Qualification and Experience The ideal candidate must have a Bachelor of Science in Water and/or Chemical Engineering with a minimum of three (3) years experience in water production sector and should be computer literate.
