BUSINESS ADMINISTRATOR: As Chief Administrative Officer for City, candidate will be responsible for overseeing departmental operations. Municipal budget of approximately $185 million. Supervises and assists in preparation of budget and administering budgetary control. Advises on policy matters, personnel issues and administrative problems. Liaison between administration and governing body.

Experience negotiating collective bargaining agreements. Prepare reports. Must have excellent organizational skills; outstanding written and verbal communication skills; understand New Jersey municipal finance and New Jersey Civil Service

Rules. Bachelor’s degree from an accredited college or university required, MPA or other relevant advanced degree preferred. Minimum of 5 years NJ municipal management in similarly sized municipality which shall have involved setting organizational goals, setting policy, developing operating guidelines.

DIRECTOR, DEPARTMENT OF PUBLIC WORKS: Directs a department of approximately 400 individuals. Programs include road, sewer, water line construction, repair and maintenance; sanitation operations; traffic signal installation, maintenance, and repair; landscape and tree maintenance; water/sewer treatment; prepares annual capital improvement budget; Directs studies of public works functions; supervises use of equipment; maintains records/files; prepares reports and correspondence. Department budget of approximately $14 million, plus the combined water and sewer utilities budgets of approximately $60 million. Excellent written and verbal communication skills. 6 years of experience in development, administration and implementation of public works or similar programs, 4 years of which shall have included management responsibilities. Bach elor’s degree from an accredited college or university required, MPA or other relevant advanced degree preferred. Certified Public Works Manager preferred.

POLICE DIRECTOR: Prior to his/her appointment, the Police Director shall have at least 5 years of experience in a responsible/supervisory capacity in public administration and policing. Department budget of approximately $32 million with roughly 400 total employees - uniformed and civilian. The preferred candidate, while not required, will also possess the following: bachelor’s degree from an accredited

college or university in public or business administration, criminal justice or related field. Completion of FBI National Academy, West Point Leadership or similar program a plus.

FIRE DIRECTOR: Prior to his/her appointment, the Fire Director shall have a minimum of 5 years of public administration experience in a supervisory/managerial capacity in a fire department. Will be responsible for the efficient and day-to-day operations of the department. Knowledge of: current technical issues, ideas and technology relating to the fire service; fire suppression, incident management, emergency management; National Fire Protection Association (NFPA) standards, Incident Command System (ICS), HAZMAT; budget preparation and policy/procedure development. Department budget of approximately $22 million and roughly 235 total employees.

Bachelor’s degree and certifications and training in fire safety and disaster preparedness preferred.

DIRECTOR, LAW DEPARTMENT: Provide legal services and advice for Mayor,

City Council, and municipal departments. Must have knowledge of appropriate federal, state and local laws, regulations and ordinances related to municipal operations. Department budget of nearly $2 million. 5 years New Jersey municipal law experience required. Member of NJ Bar in good standing.

DIRECTOR OF FINANCE: The successful candidate must have a minimum of 5 years of experience supervising government finance in a large multifaceted government agency. Can prepare and manage a complex and multifaceted budget of substantial size. The Director of Finance shall be experienced in all financial operations of the city including reviewing expenditures for compliance; developing budget and financial policies; verifying accuracy of processed fiscal actions; estimating revenues and expenditures; monitoring internal financial controls and developing budgeting systems. In addition, candidates should be knowledgeable about contract and grant administration, as well as relevant NJ statutes. Prepares annual debt statement and other statements and reports as necessary. Experience with Edmunds system. Trenton’s annual operating budget is approximately $185 million and a department budget of $1.9 million. Preferred candidate would possess a valid certification as a Chief Municipal Finance Officer (CMFO) issued by the New

Jersey Department of Community Affairs or a CPA license, but is not required.

Bachelor’s degree, from an accredited college or university, in accounting, finance, budgeting, economics or related field preferred.

DIRECTOR, DEPARTMENT OF RECREATION, NATURAL RESOURCES AND

CULTURE: Five (5) years of supervisory experience in relevant field, such as parks or natural resource management. Maintain the City's natural resources, parks, trees and open spaces; coordinate the development and operation of cultural activities,

programs and facilities; and develop and operate recreational activities and programs. Prepare reports and departmental budget. Administer and operate the following cultural institutions, including: Ellarslie, the Trent House, the Mill Hill

Playhouse, the Eagle Tavern, the Douglass House and the Artworks

Building. Oversee the summer food, pool and recreation programs. Work with and provide assistance to federal, state, and local agencies, City staff, consultants, organizations, and individuals. Department budget of just under $ 1 million.

Excellent written and verbal communication skills.

Bachelor’s degree from an accredited college or university preferred.

DIRECTOR, DEPARTMENT OF INSPECTIONS: Knowledgeable in prevailing construction code, regulations, laws, Housing and Zoning ordinances. 5 years of supervisory experience enforcing municipal codes and ordinances. Department budget of just under $2.3 million. Construction Code official license preferred.

Excellent written and verbal communication skills.

DIRECTOR, HOUSING AND ECONOMIC DEVELOPMENT:

Prepares City’s overall economic development plan. Coordinates City services necessary for economic development projects. Prepares analyses and makes recommendations for economic development and planning. Provides staff assistance to Planning Board in matters under its jurisdiction. Studies operation and effect of land use controls. Develops and administers programs for the rehabilitation of housing, neighborhood conservation and renewal. Divisions under this department include the Division of Economic Development, Division of Planning and the Division of

Housing Production. Department budget of approximately $425,000. Bachelor’s degree from an accredited university in economic development, urban planning, or related field preferred. Five years professional or administrative experience in land use or commercial property development programs.

DIRECTOR, HEALTH AND HUMAN SERVICES: The Director of Health and

Human Services will oversee the Division of Health, Division of Community

Relations and Social Services and Division of Economic Opportunity. The preferred candidate will have a minimum of 5 years of managerial experience in New Jersey public health environment in a similarly situated municipality. In addition, the ideal candidate will have general working knowledge of: immunization programs, communicable disease monitoring, disease outbreak planning, emergency response procedures, Federal Qualified Health Centers, hospitals/public health, government budgeting. Department budget of roughly $2.2 million. Educational requirements:

Bachelor’s degree in Public Health, Master’s degree preferred.
