Maine Military Authority Core Capabilities Overview Maine Military Authority’s (MMA’s) current employment level is fifty-seven (57). In 2008, employment exceeded 400 workers. All MMA personnel are employees of the State of Maine who receive highly competitive wages and exceptional benefits. With the exception of senior leadership, MMA workers are represented by MSEA-SEIU Local 1989. MMA employees average more than ten (10) years of service. Production workers generally fall into two classifications: 1. Automotive Mechanic; or 2. Allied Trades Technician. All production workers are thoroughly crossed trained within their respective classification and can fluidly move from one station to another without slowing production or diminishing quality. NGB’s program directs discarded (scrap) vehicles to MMA for comprehensive refurbishment, upgrades, and model conversions. MMA completely disassembles these vehicles to the frame and comprehensively rebuilds all parts, assemblies, and components. This scope of work restores vehicles to “like new” condition at one-third (1/3) the cost of a new vehicle. To date, MMA has performed its “enhanced refurbishment” scope of work on more than 16,000 vehicles and pieces of equipment, including but not limited to: High Mobility Multi-purpose Wheeled Vehicles (HMMWVs), Various 5 Ton Cargo and Tractor Trucks, M109 Self-Propelled Howitzers, Various Engineer equipment including D-7 Caterpillar Bulldozers, 621B Horizontal Road Scrapers, 130G Horizontal Road Grader, Compact Vibro Rollers, Utility Cargo Trailers, MKT99 Mobile Kitchen Trailers, Mobile Laundry Units, and BMK-1 & 2 Bridge Erection Boats. In addition to work performed for NGB, MMA has executed numerous contracts which include 1,674 Recapitalized HMMWVs for United States Army Tank and Automotive Command (TACOM), 200 HMMWVs restored to Fully Mission Capable status for Communications and Electronic Command (CECOM), Refurbishment and upgrading of Communications Shelters for Maine Military Authority Core Capabilities Projects Cont. CECOM, and five (5) Foreign Military Sales Contracts with allied countries for M109A5 Howitzers. MMA employees are highly skilled and experienced. MMA has confirmed that the skills developed executing military work load transfers easily to other civilian vehicle types, including school buses, para-transit buses and mass transit (fixed-route) buses. Existing Facilities and Equipment: MMA’s production facilities in Limestone, Maine, are located approximately 400 miles from Boston, MA. MMA occupies two primary buildings known as Buildings 7220 and 7230. Each building is approximately 122,500 square feet in size (approximately 750’ x150’) and is divided into three (3) equal bays. In 2011-12, MMA substantially renovated its facilities, tripling production capabilities by creating an integrated facility capable of executing numerous large scale linear production lines simultaneously with minimum ramp-up and equipping requirements. In addition, the renovation substantially decreased MMA’s overhead costs, improved environmental compliance, and dramatically expanded MMA’s ability to refurbish any vehicle up to 120’ in length. Our renovated facilities are specifically designed to support four (4) major production lines simultaneously. In addition, MMA has immediate access to more than 250,000 square feet of additional production space if required. Due to its high production levels from 2007-2011, MMA already possesses the equipment necessary to execute four (4) simultaneous projects. Building 7220: Primary Production Facility: Building 7220 is MMA’s primary production, component refurbishment, and assembly facility. This building contains MMA’s parts and materials warehouse and space for at least four (4) simultaneous large-scale projects with a linear production line up to 750 in length. Integrated overhead cranes canvas 37,500 square feet of production space supporting production requirements. This building also contains numerous portable lifts, a welding/fabrication shop, wheel alignment stations, and mechanical component/assembly refurbishment stations for rebuilding engines, transmissions, differentials, brake and suspension systems, alternators/starters, fuel pumps, and transfer cases, and other components and assemblies. MMA refurbishes most of its components, assemblies, sub-assemblies, and parts in-house. This allows MMA to maintain production schedules, control costs, and maintain high quality. MMA mechanics and technicians average more than ten (10) years of experience and have extensive expertise in power train, component and subcomponent refurbishment capabilities. Building 7230: Primary Allied Trades / Body Shop Facility: Building 7230 is immediately adjacent to Building 7220 and houses MMA’s Allied Trades/Body Shop Facility. This building is where the majority of School Bus, Para-Transit Bus, and MassTransit Bus Rehabilitation Activities are conducted to overhaul, repair, modify and upgrade project equipment. MMA’s linear production flow, 80’ blast booth and 120’ paint booth achieve this goal. MMA is fully capable of executing MBTA’s project while simultaneously executing other major projects. MMA body technicians possess more than ten (10) years of experience restoring substantially damaged vehicle bodies and frames.
