City of Pinellas Park Hurricane Response Plan 2015 Police Department RESPONSIBILITY Review the pre-established department emergency response plan, track storm, implement response teams and plan, track operations and track progress, with the goal of returning to normal operations. Protect people and property. All Police personnel will be pulled from normal patrolling when wind speeds sustain 40 MPH. Maintain coordination with all departments and agencies involved in the emergency/disaster operation on State, county, and local levels. Participate in the City-wide radio communication system for on-duty personnel. This will be used for dispatching calls for service, exchanging information, tracking progress, and tracking personnel. Cell phones should be used as a secondary communication system, however, due to the radio system being out; this may become a primary communication method; to include the use of a SAT phone. Assist in the notification of citizens as to weather conditions warrant a mandatory evacuation notification. The use of the public address system by police and volunteer personnel should be the primary method of notification. Maintain traffic control at designated key evacuation control points until it is no longer safe (40 MPH). Coordination of traffic signals along evacuation routes with County traffic. Deploy police personnel at designated disaster shelters within the City limits. Provide enforcement of state and local laws, prior to and post storm/event. Maintain a comprehensive record reflecting the Police department’s activity, post storm/event, such as calls for service, accidents, criminal investigations, and arrests. Maintain an accurate record reflecting the utilization of police personnel and equipment, time worked, equipment requested or purchased, meals and housing provided, out of area requests for personnel or equipment used, supplies used to include vehicle expenditures. This is in the event of federal assistance or reimbursement will be required. To include will be needed in an after action report. The State Identified Evacuation routes throughout Pinellas County will be prioritized to coordinate and facilitate the flow of traffic North and East. It is NOT anticipated that positioning of law enforcement personnel at intersections will be necessary, while signals are in service or for a Category 1, 2, or 3 storm events. Depending upon the storm event, this may change. The change will be determined by the City of Pinellas Park Hurricane Response Plan 2015 Pinellas County Response Operations Coordination Group (ROC) for the County as a whole or by a local law enforcement agency for a specific intersection should the situation arise. Such a situation may include but not limited to: Signal Out of Service (supporting structure down, power lost, fixture damaged and inoperable, etc…..); intersection blocked or flooded; traffic is rerouted; and danger ahead. Should a storm event be of such a magnitude or overall conditions that the Pinellas County Response Operations Coordination Group (ROC) determines there exists a need for law enforcement personnel to be positioned at specific intersections along Evacuation Routes, then the specific intersections controlled by law enforcement personnel will be determined jointly by City and County traffic and law enforcement personnel. The following intersections are anticipated as possibly requiring law enforcement personnel to control traffic flow: Park Boulevard and Belcher Road Park Boulevard and 66 Street Park Boulevard and 52 Street Park Boulevard and 49 Street Park Boulevard and 43 Street Park Boulevard and US Hwy 19 Park / Gandy Boulevard Bryan Dairy Road and Belcher Road Bryan Dairy Road and US Hwy 19 Bryan Dairy road and 49 Street CONDITION 5: Tropical Weather Outlook – Monitoring Tropical Activity Review Disaster Plan with Command Officers, including specific duties and responsibilities and possible alternatives in the event of an emergency. Initiate collection and storage of water, non-perishable food, bedding, and other supplies for on-site emergency operations. Police Public Safety Communications to monitor weather conditions CONDITION 4: Hurricane Alert – Advisory Indicating Potential Threat Provide assistance and information to the public. Review Disaster Plan. Identify specific problems and solutions. Initiate check of equipment availability and readiness. Review evacuation routes to coordinate with Public Works necessary equipment needs for a clear open traffic flow. Re-check all communications equipment. Communications: Notify all on-duty supervisors. City of Pinellas Park Hurricane Response Plan 2015 CONDITION 3: Hurricane Watch – Landfall Minus 48 to 36 Hours Begin to secure all Police Department facilities to protect records, equipment, and supplies from potential water damage. Where possible, store records in a safe location to reduce the threat of water damage. Have method of communication with field supervisors for proper dispatching or receipt of assessment information - cellular telephone, police radio. Notify all on-duty personnel of specific assignments. Fuel all vehicles and top off all tanks. Begin dispatch plan for high ground areas for partial relocation and distribution of Police vehicles. Initiate plans for obtaining sufficient police personnel to provide traffic control on designated evacuation routes. Initiate plans to provide Police personnel at designated shelters within the City limits. Assist with the notification of citizens in low areas, mobile homes, etc. Provide assistance and information to the public. Initiate plans for obtaining four wheel drive or high setting vehicles. Communications: o Notify all on-duty supervisors of upgrade to Condition 3. o Notify the Communications Supervisor. o Notify Police and Fire Administration. o Notify all off-duty dispatchers of specific assignments. o Check all Communications Center equipment. CONDITION 2: Hurricane Warning - Evacuation Order - Landfall Minus 36 to 24 Hours Representative from Police Department to EOC to review/assess needs. Notify off-duty personnel and make necessary adjustments. Families of employees needing relocation, go to designated shelter. Initiate collections of food (non-perishable), bedding materials, etc. Re-check fuel supplies, communications, batteries, etc. Officers assigned traffic control on evacuation routes. (Come off road at winds 40 mph.) Provide updated evacuation route information and assistance to the public. Communications: o Notify all on-duty supervisors of the upgrade to Condition 2. o Schedule and advise the dispatchers on standby. o Initiate collection of food, bedding, and water for Communications Center personnel. o Set up Communications Center for emergency operations. City of Pinellas Park Hurricane Response Plan 2015 CONDITION 1: Landfall Minus 24 to 12 Hours Man departmental EOC on 24-hour basis. Continue to provide Officers for traffic control on evacuation routes. All accidents and/or obstructions on evacuation routes should be removed from the roadway immediately. Assure Police personnel are at designated shelters within City limits. Coordinate communications between the Pinellas County Sheriff's Office, City’s EOC, and County’s EOC. Relocate and distribute some of the assigned Police vehicles to strategic high ground locations for shelter during storm. Place in service four-wheel drive or high setting vehicles. Complete collection of essential supplies. Re-check communications equipment, batteries, fuel supplies, etc. All off-duty personnel to relocate families and report for duty at assigned area. Communications: o Notify all on-duty supervisors of the upgrade to Condition 1. o Notify the EOC of the upgrade to Condition 1. o All scheduled Public Safety Dispatchers are to be in the Communications Center. o Re-check all equipment, batteries, and back-up systems. o All essential personnel will report to assigned shelters upon sustained winds of 40 mph or upon recall. LANDFALL MINUS 12 TO 0 Hours All Police and Fire responses will be coordinated with the EOC by priority of call. Emergency police personnel will be taken off the road at 40 mph sustained winds. Emergency response team members are to be housed in their assigned shelters. POST STORM / RE-ENTRY Assess current conditions of respective personnel, equipment, and property and report same to the EOC. Maintain control of personnel and equipment. Request outside assistance, if necessary. Begin clean-up and search. Initiate repairs. Provide security patrols in stricken areas. Control area ingress and egress. Provide for the investigation of crimes and enforcement of State and local laws. Continue to maintain a comprehensive record system. Release personnel on a rotating basis after recording all pertinent payrolls and other necessary information, and collecting personnel and expenditure forms. Communications: o Assess damage to the Communications Center or any equipment. o Relieve all on-duty personnel. o Return to normal operations as conditions permit. If Points of Distribution (PODs) are required, begin staffing plans pending National Guard deployment, after the first 48 hours.
