DEVELOPMENT ASSISTANCE FACILITY FOR AFGHANISTAN DAFA III Call for Expressions of Interest DAFA III EOI No 001 Third Party Monitoring and Verification of DFAT-funded activities in Uruzgan Organization: IRD – DAFA III Assignment Title: Monitoring and Evaluation Assignment location Uruzgan Province Date of Issuance: February 27, 2014 Closing Date for submission Expression of Interest: March 17, 2014 - 2:00 PM General Introduction The Government of Australia is committed to providing continued development support to Uruzgan in the infrastructure, health and education sectors in 2014 and 2015. To assist with the oversight of these efforts after the closure of the Uruzgan Provincial Reconstruction Team, the Australian Department of Foreign Affairs and Trade (DFAT) has requested the DAFA III program to establish and support third-party monitoring and verification activities in Uruzgan. The DAFA III program (Development Assistance Facility for Afghanistan Phase III) is managed by IRD subsidiary, IRD Solutions LLC, on behalf of the Australian Government. The goal of DAFA III is to develop the leadership and capacity of women and men in Afghanistan required to achieve sustainable economic and social development. DAFA III has four (4) objectives: 1. Support the GIRoA, NGOs and private sector organizations to improve leadership and the operation of Government ministries and organizations in Afghanistan; 2. Improve classroom teaching practices and learning outcomes for students, especially girls; 3. Quickly and effectively provide GIRoA, as represented in Kabul and Uruzgan, with capacity development assistance required to fulfill its core functions; and 4. Recognition by the GIRoA and other development partners that Australia is an active and responsive contributor to the economic and social development of Afghanistan. Purpose 1 DAFA III has been requested to solicit, award, manage and administer continuation of verification activities for Australian-funded programs active in Uruzgan province. The purpose of these verification activities is to provide the Australian Government with assurance that its programs in Uruzgan are delivering the planned outputs at the required standard, so as to be capable of contributing to program outcomes, and in accordance with do no harm principles. These verification activities are not intended to assess the impact of programs. Statement of Scope of Work The Subcontractor will be expected to collect and report verification and monitoring data for three continuing programs identified by DFAT: the Rural Access Road Program (roads program, activities scheduled to conclude in December 2015) the National Area-Based Development Programme (small infrastructure program, activities scheduled to conclude in July 2014) Children of Uruzgan (health and education program, activities scheduled to conclude in June 2015) The Subcontractor will be expected to travel to Uruzgan province project site locations, including remote districts, to verify program reporting. The selected Subcontractor will work closely with DAFA to finalize a Monitoring Plan and Schedule that covers the three programs. As part of the Monitoring Plan, the Subcontractor will be required to outline the steps to collect both quantitative and qualitative data required. Possible means of information collection include but are not limited to: visual inspection; engineering assessments; geo-tagged photographs; stakeholder interviews; local media coverage; and remote sensing tools, including satellite and radar imagery. The technical requirements for the verification data for each of the three programs will be specified in the formal Request For Application. Not all components of the three programs will be subject to verification. Infrastructure and health facilities will be targeted and fulfilling the technical requirements for those components will likely require some level of structural engineering and health/social welfare expertise. Further information will be provided during the RFA process to the selected applicants. Activity outputs will include 6-monthly formal verification reports on each targeted program, noting the different conclusion dates for each of the three programs. Other minor verification tasks and reports relating to DFAT’s development program may also be added throughout the life of this program. Verification activities undertaken in the field should be done with a spirit of independence from the implementing partners that are the subjects of verification; however it may be necessary to request cooperation from implementing partners as determined by security requirements at the time of each verification exercise. 2 Period of the Performance Estimated duration of the total Period of Performance 18- 24 months, with an estimated start date in April 2014. Estimated Contract Value The value of the services over the duration of the proposed contract is not expected to exceed 1 million Australian Dollars. Eligibility Requirements Both international and Afghan institutions may provide an Expression of Interest. Bidders are required to read the eligibility requirements carefully and provide exactly the following information in order to be included in the shortlist for next step: All materials must be submitted in English as a formal requirement. Financial Capacity and Financial Business Integrity information, including: o Company Details and General Corporate History and Capability information, as well as corporate Management Structure. o Identification of Principals, and AISA License, Type of Institution, Statement on the tax withholding requirements etc. o Evidence of relevant policies and procedures o Accounting system details o Certified financial statements for the past 3 years o Anti-terrorism Required Certification, Anti-corruption Required Certification Up to five (5) Technical Past Performance information summaries with detailed data for reference checks, (including updated point of contact information,) size, funding source and duration, etc. especially in difficult and remote locations outside of the Kabul metro area. Illustrative resumes of up to 5 current employees including their immediately relevant experience, level of education. General Narrative Response Statement of no more than 5 pages on o Methods tools technologies and approaches that the respondent uses or has used to provide monitoring and verification services on past and/or current work o General discussion of safety and security issues for monitoring and verification in remote areas.
