MORELAND PLANNING SCHEME 22.15 --/--/2012 C134 BRUNSWICK MAJOR ACTIVITY CENTRE POLICY This policy applies to all land located within the Brunswick Major Activity Centre as identified in Map 1: Brunswick Major Activity Centre. 22.15-01 Policy basis --/--/2012 C134 The purpose of this policy is to implement the vision and objectives of the Brunswick Structure Plan (August 2010). This policy is consistent with the objectives and strategies of Clause 11 of the State Planning Policy Framework (SPPF) and Clause 21.04 in Council’s Municipal Strategic Statement, which identifies the Brunswick Major Activity Centre (BMAC) as a focus area for change. 22.15-02 --/--/2012 C134 Objectives Objective Objective Objective Objective Objective Objective 1 To strengthen the economic role of the activity centre to ensure a robust, diverse and competitive economy that supports local employment opportunities. 2 To ensure ground floor uses that activate the public realm and contribute to the creation of vibrant streets. 3 To retain and enhance a diverse network of community facilities that responds to the needs of the local residents, are appropriately located and are easily accessible by pedestrians, cyclists and public transport. 4 To ensure housing within the activity centre caters for all residents’ needs at various life stages and for diverse income and cultural groups. 5 To maintain a diverse building stock suitable for a broad range of uses throughout the activity centre. 6 To appropriately manage the interface with established residential areas adjacent to the activity centre. Encourage the adaptive re-use of existing building stock. Ensure that buildings containing new residential uses within the activity centre are appropriately protected from any commercial, business or night-time entertainment activity through appropriate siting and/or noise attenuation measures. 22.15-04 Activity Corridors General strategies Encourage commercial activities and residential uses at upper levels. Discourage residential uses from occupying ground floor premises. Sydney Road Activity Corridor Sydney Road Activity Corridor North (Precinct 1) Encourage a mix of larger format retail, showrooms and office uses at ground levels between Tinning Street and Davies Street. Lygon Street Activity Corridor Lygon Street Corridor Central (Precinct 2) Support the establishment of a range of office uses (e.g. professional and creative services) at ground levels subject to the incorporation of an active frontage in accordance with the requirements set out in the Moreland Higher Density Design Code. Lygon Street Corridor North (Precinct 3) Support redevelopment of larger properties on the western side of Lygon Street for more intensive and larger retail, office uses and showrooms with a strong employment focus. Nicholson Street Activity Corridor Nicholson Street Neighbourhood Activity Centre (Precinct 4) Support the establishment of a neighbourhood activity centre on the western side of Nicholson Street generally bound by Glenlyon Road and Albert Street and John Street in accordance with any approved development plan. Support office, showroom and commercial development along the western side of Nicholson Street between Miller Street and Glenlyon Road with complementary residential uses at upper levels only. Nicholson Street Activity Corridor North (Precinct 5) Strengthen the local retail activity around the intersection of Nicholson Street and Blyth Street with complimentary small-scale office uses at upper levels. 22.15-05 Off-Corridor Precincts General strategies Support and facilitate the ongoing operation of established businesses, warehousing and industrial activity within these areas. LOCAL P LANNING POLICIES - CLAUSE 22.15 PAGE 3 OF 4 MORELAND PLANNING SCHEME In areas zoned Business 2: o Discourage developments that are wholly residential. o Support developments of a mixed-use nature that provide opportunity for employment generating uses including office accommodation and professional/business services. o Discourage retail activity (other than day-time cafes/restaurants and convenience shops). In areas zoned Mixed Use: o Encourage provision of home based businesses and office uses at ground and upper levels. Sydney Road Local Area Support food-and-drink premises (such as cafes and restaurants) that provide for outdoor dining areas to activate key east-west pedestrian linkages connecting Sydney Road to the Upfield Railway Corridor and train stations. Lygon Street Local Area Gale Street Precinct (Precinct 6) Encourage the provision of a broad range of home business, community and medical services compatible with residential uses on Victoria Street. Retain the mixed-use character of Gale Street by supporting existing light industry and manufacturing and encouraging new office and business uses with residential uses at upper levels. Support ground floor office and showroom/display areas fronting the street.
