Home Repair Construction Manager Housing Assistance Corporation Hendersonville, NC Reports To: Works With: Hours: Executive Director Works with homeowners, staff members, volunteers, subcontractors, board members, and suppliers. Full time, 40 hrs per week. Seventy percent of time is spent on the construction site, 30% of time on planning, preparing, and office meetings. Job Description: Serve as the Home Repair Construction Manager for the Housing Assistance Corporation’s Home Repair program. The Home Repair Construction Manager will be accountable for managing and meeting all of the construction functions of a repair project. Primary duties include inspecting projects, determining scope of work and budgets, scheduling, directing and training skilled and unskilled volunteers, bidding and scheduling subcontractors, ordering materials, completing minor repairs, and assuring compliance with building codes. The Home Repair Program serves low income households with health and safety home repairs that improve a client’s ability to live independently, successfully, and safely. Major Duties/Responsibilities Management (planning/scheduling) Develop and maintain a good relationship with Home Repair clients. Inspect homes to determine if work requests fit the parameters of the program, scope of work, safety and health concerns, and required resources. Coordinate with the Home Repair Coordinator and Volunteer Coordinator to select home repair projects. Prepare scopes of work detailing the extent of contracted and/or volunteer built work. Establish a budget and schedule for the project, track and ensure cost controls, quality standards. Prepare cost estimates, solicit bids, and place material orders. Coordinate any required architecture and engineering, submit building permit applications. Fulfill reporting requirements and paperwork for both the organization and funding partners. Determine how the Home Repair Team will handle construction questions. Communicate scheduling adjustments to staff. Seek funding and in-kind donations in support of the Home Repair Program. Construction Site Management Manage site safely adhering to OSHA and Lead Based Paint requirements and in compliance with organization’s risk management policies and procedures. Inspect existing site conditions for required repairs. Complete project on budget and on schedule. Inspect completed repair, ensuring quality construction. Complete minor home repairs including carpentry repairs to flooring, porches, stairs, broken windows, walls, minor roofing repairs. Complete minor home repairs associated with broken water pipes, toilet replacement, faucet replacement. Track money spent on each house/quantity of materials consumed using the tools and procedures provided. Track and document home repair projects based on existing conditions, the homes worked on, the work completed, money spent, etc. Ensure compliance with all Federal, State, and Local laws, codes and ordinances. Manage subcontractors. Minor Duties/Responsibilities Skills Volunteer Management Coordinate with the Volunteer Coordinator to prepare materials, tools, and work hours on volunteer job sites. Communicate and document standard procedures so volunteer groups can work to industry standards and best practices. Conduct safety orientations with Volunteer Coordinator. Be present at volunteer staffed worksites with ability to supervise multiple sites. Prepare list of construction tasks to workdays. Teach non-skilled volunteers how to use tools and train them on the day’s construction tasks. Provide safety talk and be aware of safety hazards throughout the day. Monitor the work done by volunteers and subcontractors to ensure construction quality Maximize volunteer usage; improve volunteer skills to increase effectiveness. Ability to work with volunteers, donors, clients, and sponsors and ensure they have a good experience Ability to read construction drawings Knowledge of all phases of construction Lead Based Paint Certification Ability to work effectively as a member of a diverse team in a manner which retains supporters Ability to plan, organize, and delegate Ability to communicate in both written and verbal form Site work requires broad mobility, ability to climb ladders to roof level and into foundations, ability to lift at least 100 pounds Ability to drive .
