It is noted that Victoria has now dropped from a leader to a follower behind NSW and ACT in this sector policy development. Wind Pacific exclusively represents Ming Yang Wind Power in Australia and New Zealand. They are the #3 wind turbine manufacturer in China and #8 globally. In addition, we also represent Jereh Combined Energy for bioenergy and waste to energy projects and Clou for PV & Storage hybrid inverters. As such we are actively seeking viable projects and investment opportunities in the renewable energy industry. Establishing a Renewable Energy Target In measuring success from the Road Map objectives and priorities, we believe it is fundamental for the Victorian Government to establish and meet their own renewable targets for government electricity use. This is proposed as: 20% by 2020 25% by 2025 50% by 2050. Using the Government’s electricity purchasing power The Government is a large user of electricity and some agencies like the Health Department are large users of electricity with over 1881 TJ’s consumed. However, generally there is an absence of publicly available data on electricity use by the Government Department and Agencies. It is nearly 10 years since the decision for the $2.2 billion investment and installation of interval meter infrastructure. There has been little tangible benefit from their use by consumers and the government agencies from this undertaking. It would provide leadership and assistance for the renewable energy industry and for a smartgrid to set up a publicly available real time website with all government departments and agencies having their interval meter data fed into this with their use of renewable energy displayed. Removing Barriers Where the government seeks to remove barriers it also requires their accountability. Too often, there is no appointed government representative that is recognised as a leader in this Priority Sector. It is proposed that the government appoint renewable energy coordinators like NSW, where a person can be contacted with their name, phone number and email published on the website. Energy Storage An important consideration in the energy storage equation is the role of electric vehicles (EV’s). We have seen many technologies be rapidly adopted within a 10 year timeline. EV’s will be the same. There is little or no recognition by the Victorian government of the imminent changes this will bring due to the increased use of electricity and bi-directional storage opportunities integrated with the grid. It is proposed the government set a target for EV charging infrastructure and fleet purchase of EV’s. Business Models Large scale wind farm project development continue to be constrained from the lack of long term offtake agreements. The initiative to source renewable energy certificates is a great starting point for project development. This would need to be offered on a long term basis.
