Present – Reeve R. Sager, Deputy Reeve T. Bruce, Councillors R. Rowe, C. Smith, L. Blackburn

Reeve Sager called the meeting to order at 5:33 pm,
Blackburn-Bruce – that the agenda be approved as circulated. Carried.
Councillor Rowe asked for amendment to the minutes of the last meeting to indicate that he
did not participate in the solar discussions and that he did not vote on the resolution regarding
the solar installation.
Blackburn-Smith – that the additions to the minutes be approved and, from this point in time,
any member declaring a conflict will leave the meeting entirely. Carried.
Treasurer C. Mitchell presented the voucher for the month in the total amount of $168,874.72.
She reviewed the highlights of the month with Council and pointed out various payments that
were included in the voucher.
Blackburn-Rowe – that the voucher for the month of June be paid as presented. Carried.
Smith-Bruce – that the unpaid $80.00 invoice for Dylan Trotter be added to the tax roll.
Carried.
Bill Rogers attended Council to report on the activities of the Roads Department. He advised
that he had completed the calcium. He is about 50% completed in gravelling dead-end roads.
He provided further input into the proposed construction projects.
Bruce-Rowe – that Council approve the report of the interim Road Supervisor. Carried.
The Clerk advised that there are no more circuits available for the building and it was hoped to
add a couple in the roads department and the only way to do that is to enlarge the existing
panel box. Estimated cost of about $1000.00.

Blackburn-Smith – that staff proceed with the replacement of the electrical panel to facilitate
additional circuits for the municipal building as presented to Council. Carried.
Blackburn-Bruce – that, further to the quote from WSP, that our structure inspections for 2015
be completed by WSP. Carried.
Rowe-Bruce – that the contract for winter sand be awarded to Kevin Ramsay at the quoted
price of $8.95/tonne (winter refill $9.95/tonne) Carried.
Blackburn-Smith – that the Township of Madoc award the paving of St. Lawrence St. W and
Atkinson Road (north) to Coco Paving at the quoted price of $101,881.72. Carried.
Blackburn-Bruce – that the contract for surface treatment of Deloro Road from Empey Road to
Highway 62 be awarded to Greenwood Paving. Road Supervisor should obtain estimate for
intersection of Mill and O’Hara easterly, to top of hill. Carried.
Rowe-Smith – approve report of the Animal Control Officer as submitted. Carried.
Blackburn-Smith – that Council receive the report of the Chief Building Official as presented.
Carried.
Blackburn-Rowe – receive and file report of the By-law Enforcement Officer, making note that
the occurrence reported was on Scotch Settlement Road, not Cedar School Road. Carried.
Bruce-Blackburn – that the report of the Fire Chief be received as submitted. Carried.
Blackburn-Smith – that, further to the observations of the Fire Chief and subsequent actions of
Electrical Safety Authority and the complete absence of permits issued for changes of use or
construction/demolition, the Chief Building Official be asked to attend the property at Lot 27,
Concession 10, 225 Graham Road, to ensure compliance with Building Code. Carried.
Mrs. Lois Embury attended Council regarding the costs of the fire at her residence. Mrs.
Embury provided Council with her version of events regarding the fire at her property requiring
the Fire Department to attend. She admitted that she had been burning during the day when
not permitted. She asked if there was not some way that Fire Bans could not be better
publicized. She thanked Council for the opportunity to offer her explanation.
Blackburn-Smith – receive and file the items of correspondence as presented. Carried.
Blackburn-Bruce – that staff research the water requirements and regulations for Hart’s Riggs’
WI Hall and, if prudent, arrange for water pump repair or replacement. Carried.

Blackburn-Bruce - that the annual payment in support of the Arena be made in the budgeted
amount of $30,000.00. Carried.
Rowe-Bruce – that Mr. O. Lynn Reid be hired on a probationary basis as the Municipal Facilities
Manager for the Township of Madoc. Carried.
Blackburn-Smith – that Council move into by-laws. Carried.
1374-2015 – three readings and passed to permit ATV/UTV to travel on municipal roads.
Rowe-Smith – that Council resume. Carried.
Bruce-Rowe – that Council adjourn at 6:35 p.m. Carried.
