Regular Meeting MADOC TOWNSHIP COUNCIL ` 5:30 p.m. November 4, 2015 Present – Reeve R. Sager, Deputy Reeve T. Bruce, Councillors C. Smith, L. Blackburn, R. Rowe Also attending: Acting Road Supervisor Bill Rogers Treasurer Christine Mitchell Dianne Sherman (Central Hastings News) Mr. Paul Walsh, Planner, County of Hastings Reeve Sager called the meeting to order at 5:30 p.m. Rowe-Bruce – that Council approve the agenda as presented. Carried. There were no disclosures of pecuniary interest. Bill Rogers addressed Council regarding the activities of the Roads Department. He advised that he is busy preparing for winter and has a number of smaller projects that require his attention prior to freezeup. He would rather wait to perform brushing activities until next year. Council supported him in scheduling his work. Councillor Rowe suggested that he contact Coco Paving Ltd. regarding the asphalt joints on the portion of St. Lawrence St. W. that was completed this year as there seems to be a ‘bump’ at the joints and, with the amount of heavy truck traffic on that stretch of road, it may become worse over time. Blackburn-Rowe – that the acting Roads Supervisor contact Coco Paving to attend to inspect and correct the deficiency in the pavement prior to releasing the holdback for the contract. Carried. Smith-Blackburn – that the minutes of the October meeting of Council be approved as circulated. Carried. Blackburn-Rowe – that the Township of Madoc donate $100.00 to the Madoc Santa Claus parade. Carried. Blackburn-Bruce – that the voucher for the month of October be paid in the amount of $221,143.53 as presented. Carried. Smith-Blackburn – that the Township of Madoc pay an additional $10,000.00 to the Municipality of Centre Hastings for the deficit in arena operations and provide a letter to indicate that it is the final payment for 2015 and, again, seek a Credit Note for the additional $63,000.00 billed to Madoc Township for arena operations deficit for 2015. Carried. Rowe-Blackburn – that the report of the Animal Control Officer be approved as presented. Carried. Blackburn-Smith – that the report of the Chief Building Official be approved as circulated. Carried. Rowe-Bruce – that Council approve the report of the By-law Enforcement Officer. Carried. Regular Meeting MADOC TOWNSHIP COUNCIL Pg. 2 November 4, 2015 Mr. Paul Walsh, Planner, County of Hastings, attended the meeting to review with Council, the Source Water Protection zone overlay prepared for the municipal zoning by-law. The overlay area will require owners of the property in the overlay area to obtain additional permits for construction of buildings or Risk Management Plans approved by Quinte Conservation in order to protect the drinking water sources for the Village of Madoc. This program is mandated and funded by the Ministry of the Environment. Council thanked Mr. Walsh for his presentation and information. Rowe-Smith – that the minutes of the Centre Hastings Public Library Board be approved for the June and September meetings as circulated. Carried. Blackburn-Smith – that Council approve the minutes and proposed 2016 budget for Quinte Waste Solutions as provided. Carried. Blackburn-Bruce – that Council approve the minutes of the Quinte Conservation Board meeting. Carried. Rowe-Blackburn – Council receive and file the minutes of the CPAC meeting. Carried. The Clerk advised that he had been contacted by Mr. Edgar Storms regarding the upcoming Hastings County Plowing Match. He suggested that a meeting be held to review the requirements and procedures for the event. The Clerk advised that he would arrange a meeting to proceed. Blackburn-Smith – that Council move into by-laws. Carried. 1378-2015 – 3 readings and passed – long service 1379-2015 – 2 readings – Source Water Protection overlay 1380-2015 – 2 readings rezone Pt.
