CAREER JUMP WORKSITE AGREEMENT
This agreement between Click here to enter text., the EMPLOYER, and TRAC Associates, the
AGENCY, is entered into for the purpose of providing training in accordance with the
requirements of the Department of Commerce. The purpose of TRAC Associates is to establish
a mutually beneficial program matching an unemployed individual in need of job training with
an employer willing to provide the needed training and continued employment. The individual
is to receive specific, practical on-site training while earning wages and working toward
becoming an employee of the EMPLOYER providing the training. The EMPLOYER can
participate in the direct design and conduct of a specific training program for the individual
while TRAC Associates pays for the extraordinary costs associated with the training of the
individual during the contract period.
The EMPLOYER agrees to train in the individual in accordance with the training outline in
Section 4, Training Outline. The EMPLOYER agrees to hire this individual as his or her own
employee upon satisfactory completion of the training. (See attached Intent to Hire form)
The TRAINEE will be certified eligible for the program by the AGENCY. The AGENCY has also
determined there is a legitimate need for the training. The EMPLOYER agrees not to place the
TRAINEE into employment prior to the contract start date or before this agreement is signed by
both parties.

Section IV.
Provisions, Agreements and Assurances
a. TRAC ASSOCIATES, in accordance with the guidelines established by the State of
Washington Department of Commerce agrees to:
1. Refer to the EMPLOYER an eligible TRAINEE who is in need of work experience,
training, and mentoring as a part of their preparation for permanent employment.
2. Provide orientation and training to supervisors and employees prior to TRAINEE’S
start date, which includes reviewing the Supervisor Handbook.
3. Provide face-to-face support, counseling, and follow up contacts with the TRAINEE
and the supervisor, at least monthly, or more, as needed.
4. Provide the EMPLOYER and TRAINEE with orientation to our payroll system along
with complete information on how and when payroll is to be completed and
submitted.
5. Provide payment at minimum wage to the TRAINEE; according to the monthly
schedule and the hours worked and provide worker’s compensation insurance
coverage through the Washington State Department of Labor and Industries.
6. Include the TRAINEE on their quarterly earnings report to the Washington State
Employment Security Department for hours worked and wages earned while TRAC
Associates is the employer of record.
b. The EMPLOYER agrees to:
1. Provide adequate supervision and training utilizing qualified personnel.
2. Provide an acceptable model of work behavior, emphasizing punctuality,
responsibility, performance and appropriate dress with the TRAINEE.
3. Comply with all federal, state and local laws governing employment and civil rights.
4. Be responsible for keeping accurate time and attendance records which reflect the
time actually worked by the TRAINEE.
5. Complete a monthly worksite evaluation for the TRAINEE and discuss participants
progress with the designated TRAC Associates Employment Associate.
6. Notify the designated TRAC Associates Employment Associate in the event of any
problems relating to the TRAINEE or any departure from the terms of this
agreement.
7. Notify TRAC Associates if they’ve had a record of anti-union activities.
8. Complete the Worksite health and Safety Agreement with the TRAINEE prior to the
placement at the host worksite.
c. The TRAINEE agrees to:
1. Provide a Good Faith Effort toward accomplishment of the Training Task Outline,
Job Description, Employer Expectations, and this TRAC Associates Worksite
Agreement.
2. Attend all scheduled work shifts, be at work on time, take only regularly
scheduled breaks, and follow other attendance policies and practices.
3. Participate in all formal and informal surveys, evaluation and other data
collecting activities of TRAC Associates.
4. Abide by all EMPLOYER policies, procedures, and safety practices.
5. Contact their Supervisor and TRAC Associates Employment Associate if they are
to be absent from a scheduled work shift and/or prior to terminating this Career
Jump Worksite Agreement.
d. It is further understood by all parties that:
1. The TRAINEE will work between 20-40 hours per week as indicated by this
contract. The trainee will not work more than 40 hours per week at ANY time.
2. Time records will be verified mid-month and at the end of each pay
period by the TRAINEE and the EMPLOYER, whose verifications will
certify its accuracy. (The time for the TRAINEE’S lunch period will not be
reported on the time record as time worked.)
3. The TRAINEE will not work on any state-recognized holiday while participating in
the Career Jump program, but will be compensated for the hours scheduled to
work that day.
4. In the event of an accident on the job involving a TRAINEE, which results in any
degree of medical attention, the EMPLOYER will notify TRAC Associates
immediately.
5. All parties with responsibilities in the operation of any activity covered by this
agreement will not discriminate because of race, creed, color, religion, sex, age,
national origin, marital or veteran status, sexual orientation and/or because of
sensory, physical, or mental handicap or political ideology or any other legally
protected status.
Section V.
Contract Operations
a. Collective Bargaining Agreements/Contracts for Services – The EMPLOYER
attests that no activities, work or training under this contract are in conflict with the
terms and conditions of an existing collective bargaining agreement or contract are in
conflict with the terms and conditions of an existing collective bargaining agreement or
contract for services. The EMPLOYER further ensures that nothing under this contract
shall impair any aspect of an existing collective bargaining agreement.
b. Maintenance of Effort – The EMPLOYER shall ensure the following:
1. That no currently employed worker shall be displaced by any TRAINEE (including
partial displacement such as a reduction in hours of non-overtime work, wages, or
employment benefits). No jobs shall be created in a promotional line that will
infringe in any way upon the promotional opportunities of currently employed
individuals.
2. That no TRAINEE shall be employed or job opening filled: (a) when any other
individual is on layoff from the same or any substantially equivalent job; or (b) when
the employer has terminated the employment of any regular employee or otherwise
reduced its work force with the intention of filling the vacancy so created by hiring a
TRAINEE under a TRAC Associates worksite agreement.
3. That the EMPLOYER shall, at the time of occurrence, notify the AGENCY of any work
stoppages involving labor disputes or any layoffs affecting regular employees.
c. Modifications – Terms of the contract can only be changed through a formal
modification and any changes requested or required shall be accomplished through
completion of a modified TRAC Associates Worksite Agreement signed by both parties to
the contract prior to the change occurring.
Section VI.
Concurrence
a. When an apprentice or construction trade training or subsidized employment is to be
provided by, or at the worksite of, an EMPLOYER whose employees are covered by a
collective bargaining agreement, written concurrence must be obtained from local
representative of the union or their designate before training begins.
