BY MRS. JO MILLER: 29144 Holland Brock Rd. Mt. Herman, La. 70450. I am here for the
Museum at Cassidy Park and we are starting our membership drive and I just gave each of ya’ll a form. I also wanted to point out there is three parts and for 2013 it shows the number of people from
Louisiana that came through the museum which is 4,326 and the number of residents from
Bogalusa was 2,945. So you can see that about 41% of our visitors for 2013were from Bogalusa and the other 59% are from the rest of the state out of town. The other two shows the break down of the Pioneer Museum for the first quarter of 2014 and the second one shows for the first quarter in
2014 the Native American Museum. So its broken down I will go over the Pioneer real quick for
Louisiana we had 550, Mississippi 33, Other States 10 and from Bogalusa we had 414. That is just for the first quarter for the Pioneer and the same thing but a little different in the numbers. What we are seeing there is a lot of people that are coming from other states to our museums. I also just wanted to tell you that we have been going around through out the State and we are talking about our museum as Native American Pioneers and we are having a lot of people come to the museum.
We are offering paper making baskets weaving classes and we are getting ready to offer pottery classes. We have garden accessories to plant our flowers used by our Native Americans as well as the Pioneers. We also have our quilt squares on the outside of our Pioneer and Native American
Museums. I don’t know if you are familiar with the quilt trail but what it is an autistic block and it is on the outside of the Museums and people go by and if you know about the quilt trail you can go through and you can be able to stop and can see them as you go through Kentwood going to
Franklinton coming up through Bogalusa. We also this far this year we’ve had our eight annual cook off barbeque and that is a fund raiser and we’ve also had our Native American Blessing of the
Bogalusa Creek. Coming up we are going to be part of the Bogalusa Centennial Celebration and

we are going to have Pioneer Day which will be on June 30 th
. We will have activities and games for the children and etc. This year our largest event will be on November the 8 th
and that is going to be the Native American Ultra Day and what we are going to do is we are going to have some rides come to Cassidy Park and we are going to try to make it into for when you go into the park you will feel like you are visiting an Indian village. It will be comprised of several tribes and each tribe will display their bead work, the basket work, the traditional dress and unique which sets them apart from each tribe and that is going to be in November. I just wanted to come before ya’ll today to tell ya’ll thank you for letting me come to speak on behalf of the Museum and just to invite you to the
Museums. I would ask if you would consider joining because we are a non profit and run by volunteers. The Museums are just great when you go in there the articles will be changed out exhibitions. Thank ya’ll so much.

BY MAYOR MIZELL: Thank you. Certainly I do want to comment Ms. Miller. I thank you for what you are doing for the Native American Day and I am looking so forward to this with the five tribes is that what I am understanding? Six great so I am looking forward to that great weekend in
Cassidy Park. Our Supervisors will report tonight and we will start off with our Fire Chief, Richard
Moody.
BY CHIEF MOODY: Good evening. We had something happen that we hadn’t since I’ve been
Fire Chief. We’ve had no structure fires this month. I don’t think that has happened since I tried to research it as far back as I could. We have been doing a lot of fire preventions so maybe that is a sign that it is working. We had no grass fires either, had 1 vehicle fire, 9 motor vehicle accidents,
59 medical calls, 11 service calls, 11 false alarms, 5 hazardous conditions, and 3 animal rescues, a total of 99 calls for the month. I’m going to do a little more research but I know we haven’t had one
I know we’ve had at least one house fire since I’ve been Chief and I will look back to see how long it has been.
BY COUNCILMAN DRUMMOND: It’s rained for three days.
BY VICE-PRESIDENT PERRETTE: It’s like we are in Seattle.
BY PRESIDENT RITCHIE: Everything is too wet to burn. Thank you Chief.
BY MAYOR MIZELL: Chief Culpepper see if you can top that.
BY CHIEF CULPEPPER: Good evening. For the month of May, 1155 complaints, right around
200 arrests, we worked 44 traffic accidents, right at 33 escorts, 9 DWI arrests, Community Service hours is 33, bags of trash picked up 227, and 39 community service workers. I don’t know how many of ya’ll came to our softball tournament the Police Department hosted about two weeks ago but this afternoon we were able to get the check to the Willis Family for about $6300.00. The money we raised for those kids of that really tragic accident in Bush they are local from Bogalusa. We feel really good about that. Thank you.
BY PRESIDENT RITCHIE: Thank you Chief.
BY VICE-PRESIDENT RITCHIE: Chief I have a question. Go ahead.
BY CHIEF CULPEPPER: I know the turtle races. I’ve been trying to call Ms. Lucy and I get all turned around. We are having turtle races on the fourth of July in the park. I need everybody to find their fastest one and their best ones because we are going to do better this year. It had us scared to death last year that we didn’t have anybody show up and we had about 75 turtles and I was not prepared, this year I will do better. I will be more prepared for more people to participate and enjoy it like they did last year. Just remember gambling is still illegal so you can’t be betting on the turtles.
BY VICE-PRESIDENT PERRETTE: I was going to ask are we having four patrolmen out on duty or whatever because I got a call yesterday and I said I would ask you. Are we short handed as in the sense that we are suppose to have four patrolmen out on duty and we only have three?
BY CHIEF CULPEPPER: On some days we use the deputies and myself, Gene, Assistant Chief to supplement only on day shifts.

BY MAYOR MIZELL: Down Town Develop Manager, Robin Day.
BY ROBIN DAY: Hello, first of all I would like to thank everybody for coming out to our last
Rendezvous on the Road. It was so successful we were so elated and was actually hugging in the streets myself and my volunteers looked down Columbia Street and we were beside ourselves it was just wonderful. I have to give a bit of gratitude due to our newest volunteer Mr. Matt Parker he is a fireman at the Bogalusa Fire Department and he put that car show together at the last minute and got everybody involved and he did just a fabulous job. He enjoyed it so much that he has joined us full time and he is getting the car clubs in the surrounding areas to become part of every
Rendezvous on the Road from here on out. So that is wonderful. With that being said I would also like to let everyone know that our Rendezvous on the Road for June 27 th , the merchants, myself, and our board has decided that we are going to participate in a once in a life time celebration with our city and we are going to take ourselves down to the opening ceremonies and not do our Rendezvous this month but will continue from here on out. So everyone should look forward to those who are coming down town to celebrate our hundredth birthday at Cassidy Park. I’d also like to announce that we have two new businesses that will be opening on Columbia Street. One is going to be a ladies boutique who will offer anything from size 1 to plus sizes, she will have all different kinds of purses, belts and shoes and lots of things to offer. We will be getting a fine dining restaurant. Our boutique will be opening hopefully early part of July and the restaurant will be opening in August.
So we are just thrilled about that. We have a couple of other businesses that are in the Penny Mall that are in search of a bigger building down town because they have out grown small places. So we are moving right along down there and hope to get the community support.
BY PRESIDENT RITCHIE: Thank you Ms. Robin.
BY MAYOR MIZELL: Good job Robin. Airport Manager, Louis Busby.
BY LOUIS BUSBY: Good evening. I would like to thank the council for passing the Drainage
Project and we are moving along with that and it is going on really well. We are hoping at the end of July to start actual work, ground breaking dirt on that. Just let everyone know there are cars, weed eaters, lawn mowers on municibid and there should be more coming in the next couple of days so basically more on there so check it out municibid.com/bogalusa that is our store front and it will bring up everything we got listed. There is still a lot of stuff to go through and a lot of stuff to list so keep an eye on that site. Also I would like to mention that hasn’t been mentioned yet we had the play in the park. That was a lot of fun and a blast it was a great time and different. If ya’ll didn’t come out you missed it. Thank you.
BY MAYOR MIZELL: Thank you Louis. Sandy Bloom, Director of Personnel.
BY SANDY BLOOM: To tag on what Louis said about municibid we have put a link to that on our website on the home page. We also put a link to it on our facebook page so people can access that directly and if you click on the link that is provided it will takes you right to Bogalusa store front. We are also having a tax sale tomorrow and we put that on our website where you can go in and directly to the site of the property tax interest are on sale. I’ve given out to most of people in the audience and to the council members the schedule for the centennial and we have a lot of things planned and I prefer to think of Rendezvous on the Road to moving and have Rendezvous in the park on the 27 th because that is going to be a very special event. One of the highlights will be a precession of one hundred children representing our bright future. We have also been working very hard on our Comprehensive Plan and we have another public meeting planned for June 17 th . This one will be at the Senior Center it will be at 6:30 p.m. so I encourage you all to come and if you can’t come there are multiple opportunities to put your comments on line at the facebook page or the Bogalusa Comprehensive Plan. There are also several buildings in town that have posters on them. You can write what you would like to see in that building. There are three on Columbia
Street.
BY ROBIN DAY: The Church building, the old theater, and Snowdens Drug Store.

BY SANDY BLOOM: You can still make comments on the facebook page as to what you would like to see in those buildings. That will be used as we continue with our planning process. This is a plan not only for the people that work for the city and not for people who may not live to see the plans in place, it is a plan for our youth. So please take that into consideration become involved and encourage youth to come involved and let us know. One of the things they have done and I am happy to have is going to technical college at Technical Community College and gathered input from students there. There are a lot of opportunities to get involved in Bogalusa and if you have nothing to do it is your own fault.
BY ROBIN DAY: (Inaudible- speaking out in audience).
BY MAYOR MIZELL: James Hall, Director of Public Works.
BY JAMES HALL: Good evening Council. I would like to start by addressing Mr. Johnny
Williamson about the drainage problem on Avenue B. I want the citizens and the council to know for every Monday morning my RCC crew starts at Avenue B bridge all the way to West 4 th by the football stadium. There is not a drainage problem, the legislative and the state has declared that pine bark and chips is not litter. There is nothing we can do about that being cleaned. The last two times it has been clogged I went personally to see what the problem is and it was about an inch of bark laid on there just as pretty as if someone placed it there. You simply put your foot on it which is eighteen inches of water if you put your foot on it and move it was running. Now the only result I see is I called the state because it is a state highway and what they are going to do is try to find us a sign warning people during heavy rains it will flood.
BY VICE-PRESIDENT PERRETTE: Signs can’t help rain sometimes.
BY JAMES HALL: When they do that they will do right around Willis with the same thing. When we get rid of the tree bark we won’t have that problem enough about that. With thirteen inches of rain that we have had in the last six days it has really had a wear and tear on my streets. Asphalt, pot holes everywhere drainage problems everywhere.
BY VICE-PRESIDENT PERRETTE: Would it cause trouble with your house? I mean with the drainage, somebody called me. To make washing machines back up.
BY JAMES HALL: It could. This has been six days it ran off in New Orleans they had thirteen in two hours and it flooded houses. It can when the ground gets saturated it can cause drainage problems. That is the thing on my drainage we’ve been checking on those. Now of course it has put me behind on grass cutting you can’t cut the grass you will tear the ground up but we are going to keep on top of it. Did you cut yours yet you talked about cutting you’re the other day?
BY PRESIDENT RITCHIE: I did before the rain.
BY JAMES HALL: Like I said the grass cutting and the water sewer we are still working on that every day with weather like this it causes lines to collapse or break. We are starting a creek cleaning project it was suppose to have started last Tuesday and the creek is up too high to do it which may be good or may be bad it may bring more debris now that the contractors has to get out and going to start when it is dry enough to get on the bank without tearing the creek banks up. In my code enforcement Mr. Rodney wrote eight citations this month, twenty six came into compliance where we had to write them, and towed six vehicles from the right of way. If ya’ll are wondering where Mr. Landon is he is up in Arkansas probably lost on a hiking trip I can see that. He wanted me to tell you the splash pad will be open in about two weeks and getting close with that. The
Southeastern play like Louis brought up it was a really good play. Some of my people got involved and really helping build the set and everything and next year the same little group will do the play for free and won’t cost the city anything. We invested a little money in the last two years but the third one is free. That ought to help and he’s got a soccer camp starting July 7 th – 11 th so people can sign up on that. Thank ya’ll.
BY COUNCILMAN DRUMMOND: James I got a feeling when the sun comes out that grass is really going to need cutting.
BY MAYOR MIZELL: Ok, thank you James. Jerry Bailey, Director of Administration.
BY JERRY BAILEY: Well I’m happy to announce the sales taxes look like they are still going up which is a very good sign. It kind of tells me our economy must be doing well right now. I think the call center decided to stay out there for at least another year. That has six hundred people still at work and they are spending money. I was told this afternoon from a friend of mine the new Salvage

Store that opened was doing very well. So you can see an increase here in sales taxes so that is very good. You can see we collected $113,361 more than we did last year in April. For the year cumulatively we are still at -3.9% but remember I told you at the last meeting that basically in
February last year we had about a $250,000 from Temple Inland that is a one time purchase that would not happen again but if you look at it we are right at a hundred thousand dollars still behind last year at this time. If we keep collecting at the rate we are we will more than meet our goal here?
I would like to repeat what Sandy told ya’ll about the tax sale tomorrow and to let you know we will have a computer for those who want to use it here at City Hall in our conference room down the hall. If you know anybody that you know is interested you can come over here and look and guide them through it. I’m working on revising the budget right now hopefully by the next council I will be able to introduce it. Thursday and Friday of this week I am meeting with our auditor to try to complete finalize the audit and go through the completion process and it should be definitely ready for June 30 th which is required. I’m still working with the legislative auditor you know as I said they are trying to help us overcome our deficit problem in addition to working with our retirement system problem. I’ve been working with them and it is pretty regular speaking with them and communicating. You know we have cut back a lot of our expenses as part of the plan to eliminate the deficit and one of the ways is I judge whether we are doing any good through the purchasing division. The purchasing agent tells me she had 270 purchase orders last month which is almost half as what it has been over the past year so it has cut back a great deal. With that I leave it to the
Mayor.
BY MAYOR MIZELL: Thank you Jerry. Well you know we have had a great weekend with the
Rendezvous on the Road, the play in the park, and a lot of activity going on in our park. I am excited for the announcement on all the activity that we are continuing with baseball, soccer, and the parks open every day all the parks are. I believe there has been one small change and that is over at the
Avenue B complex one of the fields that had been open you will have to be reserved. Somebody needs to be in charge of that and there is no charge for that but it being opened to the public it created some issues with litter and other problems. We just need to make sure we have someone that is in charge of the field when you are using it so we think that has helped a lot in the past. We have spent a lot of time working with making sure had a plan in place with a full compliment of members on the retirement board. So they actually met yesterday and they will be working through this and making some recommendations to us and of course when they make them recommendations the city will comply the best of our ability. I want to thank every department because I think we gave the council a pretty aggressive means to rid ourselves of the deficit this year. I’m proud to tell you tonight that we are on schedule. I’m expecting the numbers for this past month when they are completed to show us again ahead of schedule on the deficit reduction.
Without any great tragic overtime losses that we’ve got on our patrol I can see us maintaining this reduction and it is not easy maintaining when you have cut thirteen jobs but I believe it was eighteen percent total something like that. There are some areas some people are pulling a little extra on but not in cost. These are people that work for you and I just want to let you know that they are doing a good job. Council I thank you again tonight you did a good job and look forward to the great celebration of the Centennial and our Centennial Jubilee going on the next month. I ask everyone that—who said that a while ago if you didn’t have anything else to do its your own fault now? We’ve got celebrations so get involved. Thank you.

BY COUNCILMAN DRUMMOND: Yes I just would like to say Robin’s Rendezvous on the
Road was a hit. I hate I missed the play. Robin and Landon will have to get their calendars in sync so you can do both of them. It was good to see Matt and his little boy out there his little boy took every step he took. It is good to see responsible parents because it seems like short supply these days. I would also like to agree with the Mayor about the open field you do need to keep the field open so the kids can have some clean wholesome fun. The neighbors shouldn’t have to put up with the litter and loud music and we do need to work on that because I did get a complaint about it.
With that being said that is all I have.

Also I would like to comment on the-- don’t forget about the tax sale in the morning. Also the play in the park was great; it was a lot of adult humor in it. It was like Shrek very funny I laughed a lot and
Rex enjoyed it too but some of the jokes went woo over some but it was really a good play and I enjoyed it. The kids loved it and it is something the kids look forward to. Now that I know a little girl that went with us last year came back with us this year and it was the second play she had ever seen.
So many children in Washington Parish which aren’t exposed to the art and it being here it’s just great to bring it back. I would like to thank Robin for the Rendezvous on the Road it will be in July for Rex, Lord help us all for the pain situation to display his art. Soccer Camp is the 7 th through the
11 th at Bogalusa High School. It is a really good camp but people not the United States but British, that very good English but the kids learn so much like my kid in the past wasn’t even a good soccer player and he went to soccer camp last year and he learned a lot and this year he dominated the field which is very impressive we fall down just walking. So it’s very good and he learned a lot is what I’m meaning and he enjoyed it and is going back again. I look forward to seeing it and I hope the rain is finally out of the way and hope to catch some fish and go fishing. That is all.

Robin, I enjoyed the Rendezvous again I stayed there for a little while and zipped over to the play and then caught that it was very nice. They had a nice crowd and nice weather and I look forward to what they have for us next year. As James said we have a lot of things going on city wide going on with the rain so let’s show a little patient and what have you. I know he is working real hard on it and I happen to catch him and the Mayor out on the street yesterday discussing drainage problem that we have and I think they have come up with some good ideas to how to remedy that. It just takes working together to make it work it can’t any one person do it so we have to work together and be diligent and support our city and support our people in the streets doing the job.
