JOB TITLE: Assistant Superintendent for Academic Services

REPORTS TO: Superintendent of Schools

SUPERVISES: Building/District administrators, Title I, II, VII and VIII staff, Nursing Staff

NATURE AND SCOPE OF JOB:

The Assistant Superintendent for Academic Services assists the Superintendent in providing educational leadership for the District and in managing the District policies, regulations, and procedures that directly impact students, the learning, social, emotional and academic programs to ensure that all students have a supportive learning environment that meets the approved curricula and mission of the school and district. Achieving academic excellence requires that the Assistant Superintendent of Academic

Services supervises building based administrators and Title I, II, VII and VIII staff and works collaboratively to direct and nurture all members of the school staff hired by the Board of Education.

The academic programming component of the district falls under the daily supervision of the Assistant

Superintendent where it is essential to communicate the academic goals and objectives of the district effectively with staff, students, parents, colleagues and the community at large. Inherent in the position are the responsibilities for scheduling, curriculum development, professional development, extracurricular activities, personnel management, emergency procedures, and facility operations.

QUALIFICATIONS AND CREDENTIALS:

1.

Possess appropriate New York State Education Department certification as a School

District Leader or other commensurate and appropriate certification.

2.

Leadership ability in PK-12 school administration, instructional strategies, assessment, curriculum development, professional development, grant management, program evaluation and improvement, supervision and evaluation and technology.

3.

Command and comfort in assuming the role of Instructional Leader within the district.

4.

Extensive knowledge of NYS and Common Core Learning Standards for PK-12 age students.

5.

Ability to effectively communicate using multiple modalities including oral, print, social media and electronic to all constituent groups.

6.

Understand the academic, social/emotional, developmental and cultural needs of adolescent learners in a secondary school setting.

7.

Understand the academic, social/emotional, developmental and cultural needs of primary and intermediate aged learners with extensive literacy skills.

8.

Display exceptional advocacy skills that promote learning, achievement and instructional exploration, creativity, curiosity and rigor.

9.

Possess successful documented building and district-based leadership experiences and aptitude.

JOB GOALS

Assist the Superintendent in all matters as defined by the Superintendent, and act in the absence of the Superintendent.

JOB FUNCTIONS AND RESPONSIBILITIES:

The school Assistant Superintendent shall:

1.0

LEADERSHIP & ADMINISTRATION

1.1

Acts as the direct supervisor of building and district-based (directors) administrative staff,

Title affiliated staff, school nurses, and instructional staff.

1.2

Supervises the effective and efficient implementation of the educational and instructional programs ensuring compliance with local, state, and federal regulations and the provisions of the district's collective bargaining agreements.

1.3

Assumes responsibility for the development of annual goals and action planning for the teaching and instructional program.

1.4 Assists in the creation of all reports, records, and other paperwork as required by the New

York State Education Department and the federal government, or paperwork that may be appropriate to the district's administration.

1.5 Keeps the Superintendent informed and works cooperatively with all other administrators in school and district-related matters.

1.6

Leads appropriate professional meetings and committees.

1.7 Establishes and maintains efficient administrative procedures to support the teaching and learning functions of the district.

1.8 Performs other leadership and administrative duties and assumes such other responsibilities as may be assigned by the Superintendent.

2.0

ACADEMICS

2.1

Acts as the direct supervisor of building and district based (directors) administrative staff,

Title affiliated staff, school nurses, instructional staff in the daily implementation of academic programming and other academic responsibilities as warranted and directed by the Superintendent

2.2

Assumes responsibility for the implementation of curriculum aligned with state frameworks, student and teacher performance objectives, curriculum standards and proficiencies in all subject areas.

2.3

Directs the development, evaluation, and revision of curriculum and instruction and assumes responsibility for the implementation of approved programs. Coordinates and articulates curriculum among and between the grades.

2.4

Assumes responsibility for the formulation, planning, and implementation of the professional development program for professional staff (teachers and administrators).

2.5

Works with administrators in the evaluation of instructional materials, including textbooks, digital resources, library/media acquisitions, and other instructional materials.

2.6

Provides leadership in developing plans for instructional research, piloting studies for curriculum, instruction, and technology, and considering new courses of study.

2.7

Assumes responsibility for assessing results of programs and addressing areas in need of improvement.

2.8

Seeks and applies for appropriate competitive grants.

2.9

Assumes responsibility for the formulation, planning, and implementation of federal grants.

3.0

PUPIL SERVICES

3.1

Acts as the direct supervisor of building and district based (directors) administrative staff, and indirect supervisor of other members of the pupil services departments in the daily implementation of pupil service programming and other academic responsibilities as warranted and directed by the Superintendent.

3.2

Works with building administrators, directors and pupil service staff to develop plans for assessing and monitoring the progress of all students.

3.3 Coordinates and articulates New York State assessments (grades 3-8, Regents commencement, etc…) among and between grades for promotion or retention purposes.

3.4 Oversees the planning and delivery of all state and federally funded compensatory education services.

3.5 Creates and monitors the system to maintain individual student records and reports of pupil progress.

4.0

PERSONNEL

4.1

Acts as the daily direct supervisor of building and district based (directors) administrative staff and as an indirect supervisor of all other school personnel (in the absence of the

Superintendent), and other personnel responsibilities as warranted and directed by the

Superintendent

4.1 Assists the Superintendent in ensuring that the District remains compliant with local, state, and federal law and the policies and procedures of the school district related to employment and personnel matters.

4.2 Assumes responsibility for developing and directing the orientation and induction program for new staff members, including assigning mentors.

4.4 Promotes effective communication and cooperation among administrators in the supervision of all staff and personnel.

5.0

FINANCE

5.1

Assists building and district administrators with the development of site-based budgets and other financial responsibilities as warranted and directed by the Superintendent.

5.2

Assists in the development of budgets including staffing needs, instructional materials and resources, textbook allocations and provisions for the activities of the district.

5.2 Coordinates the preparation of department and program budget requests through the improvement planning process.

5.3 Develops, monitors, and maintains New York State, federal and competitive grant budgets.

5.4 Creates and monitors the development, implementation and review of the professional development budgets for the buildings and district.

6.0. SCHOOL-COMMUNITY ENGAGEMENT

6.1 Promotes and assists the Superintendent and building and district administrators in the coordination of effective communication with the community and other engagement responsibilities as warranted and directed by the Superintendent.

6.2 Promotes effective communication among all members of the school community.

6.3 Develops and maintains good relations with the school community, Seneca Nation of

Indians, and municipal officials.

6.4 Seeks talent and support from the community to further the educational goals of the district.

6.5 Works cooperatively with colleagues within the district and from other school districts.

6.6 Participates in various professional organizations on a local, regional, state and national level to promote the continued improvement of the district.

6.7 Serves on district committees, participates in district activities, and represents the district as warranted, or as directed by the Superintendent.

7.0. PROFESSIONAL GROWTH & DEVELOPMENT

7.1 Assists the Superintendent and building and district administrators in the coordination and scheduling of building and district oriented professional development opportunities for staff and other professional growth and development responsibilities as warranted and directed by the Superintendent.

7.2 Sets goals for self-improvement; carries out district and building based strategic planning initiatives.

7.3 Maintains a high level of competence in the field of education, remaining current in issues related to areas of responsibility.

7.4 Maintains a high level of personal integrity and a strong work ethic.
