ACTION PLAN FOR IMPLEMENTATION 2015 – 2017 OF THE NATIONAL
PROGRAMME ON EQUAL OPPORTUNITIES FOR WOMEN AND MEN 2015 – 2021
CHAPTER I
GENERAL PROVISIONS
1. Action plan for implementation 2015–2017 of the National Programme on Equal
Opportunities for Women and Men 2015–2021 (hereinafter referred to as the Action Plan) defines
measures to be applied in the period 2015–2017 in order to fulfil the tasks of the National
Programme on Equal Opportunities for Women and Men 2015–2021 (hereinafter referred to as the
Programme), period of the implementation of measures, assignments, responsible operators and
other implementing institutions, task assessment criteria and their values. Annex to the Action Plan
contains Action Plan Implementation Outline.
2. Implementation of measures receives funds from the general assignments approved in the
respective year for budgetary institutions and enterprises of the Republic of Lithuania in charge of
implementation of the measures, European Union funds and other funds received by the procedure
established by the laws of the Republic of Lithuania. Responsible operators plan funding demand
for implementation of measures, assessment criteria and their values in their strategic planning
documents.
3. It is recommended for responsible operators to implement measures in co-operation with
women's non-governmental organisations, social partners (trade unions and employers'
organisations), gender studies centres of universities, municipalities, by organising project selection
procedures for the implementation of the Action Plan measures.
4. Implementation of the Action Plan is coordinate by the Ministry of Social Security and
Labour of the Republic of Lithuania (hereinafter referred to as the Ministry of Social Security and
Labour). The course of implementation of the Action Plan measures is discussed and yearly
information on the outcomes, problems, challenges of measures implementation, achieved
numerical values of tasks implementation criteria is introduced at the meetings of the Commission
on Equal Opportunities for Women and Men (hereinafter referred to as the Commission).
Responsible operators of the Action Plan measures submit their annual reports on the
implementation of Action Plan measures to the Ministry of Social Security and Labour by 31st of
January, every year. Annual reports on the implementation of Action Plan measures are drawn by

responsible operators and enclosed as an annex to the activity report of the Ministry of Social
Security and Labour.
5. Responsible operators inform the Commission and society about the events planned to
take place in the course of Action Plan implementation, inform society about implementation of
certain measures by placing annual information on their website, Information portal for women,
through electronic network of women's organisations, etc.

1.8. Once a year, to carry out subject-based inspections,
including wage auditing, regarding enforcement of the
Labour Code and Law on Equal Opportunities for Women
and Men in the field of legal labour relations, considering
the European Commission's recommendations 2014 to
strengthen the principle of equal pay for women and men
through increased transparency. To notify employees'
representatives and social partners about the outcomes of
such inspections.
