DELIVERING VALUE BASED AND POPULATION HEALTHCARE: TRAINING FOR INNOVATION
An opportunity to develop skills in value based and population healthcare for healthcare scientists
who deliver services to patients presenting with symptoms of breathlessness, dizziness or abdominal
pain
WHY? INNOVATION TO SECURE THE FUTURE
1. The vision of the Five Year Forward View is to transform the delivery of healthcare by replacing our
current models of delivery with innovative high quality models of care powered through clinical and
organisational systems and networks:
“increasingly, we need to manage systems, networks of care – not just organisations.”1
2. This transformation in healthcare delivery is needed to manage five outstanding problems we face:
• unwarranted variation in access, quality, cost and outcomes of care
• patient harm, even when the quality of care is high
• waste – anything that does not add value to the outcome of treatment for patients, or uses
resources that could give greater value if used for another group of patients
• inequity of provision
• failure to prevent the diseases that healthcare can prevent such as stroke in atrial fibrillation.
3. Value based and population healthcare aims to design and deliver health services that focus
primarily on populations in need. It maximises value and equity by focusing not on institutions,
specialities or technologies but on populations. These populations can be defined by a common
symptom such as breathlessness; by a condition such as arthritis; or by a characteristic such as
being frail and elderly.
WHAT? APPLYING THE PRINCIPLES OF VALUE BASED AND POPULATION HEALTHCARE
4. The systematic search for and implementation of innovation in health is now a skill which all
clinicians must master and apply: innovation is a discipline and not a fad.2 New organisations which
can deal with complex and complicated challenges are needed to deliver the new healthcare,
organisations which operate like ant colonies and networks. They are quite different from a
bureaucratic organisation with its hierarchical command structure.
5. BetterValueHealthcare in partnership with the CSO Office, NHS England is offering 20 healthcare
scientists who deliver services to patients presenting with symptoms of breathlessness, dizziness or
abdominal pain an opportunity to join a training programme to develop skills in value based and
population healthcare care. The training programme builds on a work programme with the CSO
Scientific Leads which was rolled out from 2012 to 2014.
There is no charge to you for this programme but you will have to cover your travelling and
subsistence costs, and any backfill arrangements.

HOW? DEVELOPING THE SKILLS TO APPLY VALUE BASED AND POPULATION HEALTHCARE
6. Successful participants will:
• attend the “Hellish Decisions in Healthcare Forum” on 7-9 December 2015 which introduces the
principles of population healthcare and triple value3
• through online e-learning training resources, access and learn the key concepts and skills of
population healthcare to improve the triple value of the services they provide. This ten hour
programme is approved for continuing professional development
• attend a one day face-to-face workshop to reflect on learning on 28 January 2016
• access the BMJ value e-platform to support their learning
• put these concepts and skills into practice in a project to improve the value of the services they
deliver to the population they are accountable to
• have access to real time mentoring to develop their project. When projects are completed,
they will be submitted for peer review and if accepted, published on BMJ Value, a new
publication recently launched as a partnership between BetterValueHealthcare and the BMJ.
WHO? AN OPPORTUNITY FOR HEALTHCARE SCIENTISTS
As healthcare scientists, you have already developed many of the skills of value based and population
healthcare and are well placed to lead the development of transformed healthcare delivery systems:
• you understand how research impacts on innovation and how innovation drives sustainability
and ongoing business success
• you have skills in evidence based decision making, and have forensic analytical skills to interpret
data easily
• you are strategic thinkers, and as scientists, have experience of professional leadership
• you have good problem solving skills, making you excellent at scrutiny and challenge.

20 places are available on the training programme. Acceptance on the programme will be through a

Allocative value: how resources are distributed to different subgroups in the population.

Technical value: how well these resources are used for all the people in need in each subgroup.
•
Personalised value: how the delivery of services is informed by what matters to the individual.
