Assignment Description At the 69th session of the United Nations General Assembly in September 2014 the World Bank Group and Governments of Canada, Norway, and the United States announced the creation of an innovative Global Financing Facility (GFF) to mobilize support for developing countries plans to accelerate progress on the health-related Millennium Development Goals (MDGs) and bring an end to preventable maternal and child deaths by 2030. The GFF, in support of Every Woman Every Child, is being developed in close collaboration with a broad range of stakeholders, including partner countries; the H4+ agencies (UNICEF, UNFPA, WHO, UNAIDS, UN Women and the World Bank Group); civil society organizations; bilateral and multilateral development partners; foundations; private sector and others working in the areas of reproductive, maternal, newborn, child and adolescent health. The GFF will support countries in their efforts to mobilize additional domestic and international resources required to scale up and sustain essential health services for women, children and adolescents. Based on the Concept Note developed, the GFF is now in its Business-Planning phase, with an expected launch in the summer of 2015. Through a process of consultation it is envisioned that the Vision, Goals, Objectives, Scope, Governance and institutional structures of such a Global Financing Facility (GFF) will be fleshed out . A cross organization team has been loosely organized as a Business Planning Team to progress this conceptual thinking and to arrive at a Business Plan that will be used to operationalize the GFF concepts and garner buy in from a broader range of stakeholders including development financiers, governments and civil society.. The Objective of this consultancy is to support the Global Financing Facility (GFF) Business Planning Team lead by the Bank to support the Development and Launch of the Business Plan for the GFF through a consultative process involving several front runner countries, development partners and interested Reproductive, Maternal, Neonatal, Adolescent and Child Health (RMNCAH) stakeholders. It is anticipated that this Business Plan will be launched at the Financing for Development Conference in July 2015. Key Outputs to be produced as part of this consultancy will include: (i) support the development of a business plan for the GFF for RMNCAH; (ii) Support the development of Guidance Notes to support country engagement process on the GFF; (iii) Support to Business Planning Team in engagement with Frontrunner Countries including the Business Planning Team meetings; (iv) Providing background work , analytical support and technical input for different aspects of the Business Plan development ;(v) support for launch of Global Financing Facility at the Financing for Development Conference in Addis Ababa, Ethiopia in July 2015. A firm is being sought to carry out this consultancy. The firm will draw on there /four expert consultants with vast management consulting, organization, and financing expertise. The firm will bring expert skills in the area of development aid in the RMNCAH focusing on (i) analysis and synthesis of the information critical for strategic decision-making and in the development of strategy, policy recommendations (ii) content and process expertise (iii) rigorous evaluation methodology, strong knowledge of international development issues, and cross-cutting strategic and organizational skills (iv) ability to link rigorous evidence and practical policy making in global health and development. Qualification Criteria 1. Provide information showing that they have vast experience in the field of Reproductive Maternal Neonatal Adolescent Child Health and understanding of development architecture in this area 2. Provide information on the qualifications of key staff. * 3. Provide information on the technical and managerial capabilities of the firm especially management consulting, organizational behavior, and health financing expertise 4. Provide information on their core skills especially international development issues, cross-cutting strategic and organizational skills and practical policy making in global health and development.
