Perth Institute of Western Australia Member Expression of Interest - TAS placement of students Thank you for your expression of interest in placing students affected by this closure. Instructions 1. Please read the TAS Placement Rules for Providers and complete the form on the last page to indicate that you have read and understand the rules of receiving TAS students. 2. Complete the ‘TAS placement capacity’ table with the vacancy numbers and commencement dates relevant to your college. 3. All pages should be returned to ACPET by 2 WORKING DAYS FROM E-CIRCULAR. 4. If all pages are not initialled, signed and/or the table is incomplete this document will be returned to you for completion before it can be entered as a genuine placement offer. From the ACPET Membership Kit – What the TAS Scheme provides ACPET will arrange for any overseas student who has not withdrawn from the provider and requires placement due to: the course not commencing on the agreed starting date; the course ceasing to be provided after it has started; or the full course not being delivered because a sanction has been imposed on the provider; To be offered enrolment in a suitable comparable course with minimum disruption to studies and no financial disadvantage to the student. The member receiving the overseas student will make no additional tuition charge for the portion of the previous course for which full payment has been received by the member provider who is no longer able to continue that course. The new provider is entitled to charge the normal tuition fee for any portion of a course not previously paid for by the overseas student. Please note that participation in placement of displaced students does not alter or discount membership fees or Tuition Assurance Scheme fees. Placing students under the TAS is part of the agreement for becoming an ACPET member and being part of the Tuition Assurance Scheme. Allocation Please note that an expression of interest does not guarantee an allocation of students as ACPET may receive more offers of places than students displaced. Student allocation is calculated on an equal percentage basis. Due to difficulties gaining student records (records are usually incomplete or inaccurate), student enrolments may vary from student allocation numbers. If there are only small numbers of students to be allocated the equal percentage calculation will serve as a guide but location will also be used to make an allocation. If ACPET allocate students to your college, your nominated college contact will receive a Letter of Allocation informing you of your allocated number and ask for Enrolment/Information Meeting details. The Enrolment/Information Meeting details are then added onto the ACPET Letter of Offer sent to students. A list of allocated students, their academic & financial records (where available) will be sent to you prior to your Enrolment/Information Meeting. Once the placement process is complete ACPET will ask that you provide a list of students who have been enrolled in your college. Student Information ACPET will supply to each college, the academic information and financial information as supplied to us for each student given a letter of offer to attend your college. These records must be accepted as ‘bona fide’. If no records are available students must be provided with RPL/Challenge Testing at no cost to them. TAS Placement Rules for Providers All students are entitled to a credit free tuition period based on the pre-paid tuition fees they have lost due to the closure of the College The new course must be similarly comparable to the costs and duration of the courses held at the closed college, so relocation colleges must be prepared to make amendments where necessary to be able to take students. The displaced students cannot be charged an admission or enrollment fee The ESOS Act 2000 states that a displaced student cannot be financially disadvantaged twice Students finishing their qualification must be given their Certification/Diploma from the new college, recognizing their entire studies, not just what they have completed at the new college Students must be given the offer by the new college in writing, which includes costs, payment schedules/schemes and duration of the course RPL cannot be charged for but must be available to each student ACPET do not give refunds to students ACPET do not have student’s funds from the closed college ACPET do not transfer any fees to member colleges to accept students ACPET do not pay member colleges to accept students from ACPET funds The TAS arrangements (as managed by ACPET) cover the cost of lost tuition only The TAS arrangements (as managed by ACPET) cover the same course, the same outcome, the same costs TAS placement capacity Please complete the ‘vacant places’ and ‘commencement date’ columns next to the course for which you are interested in taking TAS students. Note: This may be a full list of courses on the scope of the closed college. There may be no enrolments in some courses, thus no placement required, however this information cannot be confirmed until students have completed their forms for ACPET.
