SHIPBOARD REM/ENERGY MANAGER SERVICES - Pearl Harbor, HI. (Security, criminal background checks and drug testing required for this position.) SALARY $75K - $100K (DOE) The Pacific Fleet is the world’s largest fleet with an area of responsibility (AOR) stretching from the West Coast of the United States to the eastern shore of Africa. The selected candidate will work onsite at the Commander, U.S. Pacific Fleet facility in Pearl Harbor, Hawaii and provide comprehensive energy management services. The primary focus of this position is to provide leadership guidance for the development and implementation of a shipboard energy program for the Commander, U.S. Pacific Fleet (CPF). Duties include identification, development, and implementation of cost saving measures and projects to reduce energy consumption and cost of ships while in port. Optimizing energy use through proven conservation practices and methods, oversight, and streamlining plant and facility operations are some of the approaches that must be managed to lower overall utility consumption and reduce CPF utilities costs. REQUIREMENTS INCLUDE (1) Develop and implement standardized procedures for required ship utilities services in port. (2) Expand the use of energy management systems to track quantities and costs for all commodities supplied to and extracted from fleet assets including vessels undergoing shipyard maintenance. (3) monitor utility metering and billing practices to ensure proper utility invoicing to CPF. (4) extensive facilitation and partnering efforts with region, station utility, and CPF comptroller personnel to identify, develop, and implement plans to lower cost of delivered commodities. (5) as directed by CPF, attend Navy and Department of Defense energy conferences and training in support of this program. (6) perform utility audits of operational units to improve efficiency improvement opportunities. (7) develop comprehensive energy programs and projects specifically focused on gaining greater efficiencies and savings, and will implement these initiatives through coordination with Navy commands throughout the Pacific AOR. (8) responsible for developing, implementing and leading the energy program for all CPF activities within the AOR, (9) serves as the point of contact for energy issues, problems and costs. QUALIFICATIONS: Qualified candidates should possess excellent verbal and written communication skills, analytical, interpersonal, and presentation skills with the proven ability to conceive, develop, and implement projects or briefings on energy programs, and execute a major energy and/or energy awareness program for a large activity/command. This position requires knowledge of utility information systems, energy management technologies and metering. Additional requirements for this position include: Proficiency in word processing, spreadsheet and related database applications. BS degree (Engineering preferred but not required) or 15 - 20 years of strong technical background in an energy-related field is required. Military or civilian experience working in Navy or other Federal installations and/or experience in energy-related fields is a plus. Successful candidates will have 10 plus years of experience in energy management/industrial services; HVAC; strong technical background, energy auditing, project development, life-cycle cost analysis, commissioning, and facility/system optimization. Qualifications considered to be of extra value are current CEM (Certified Energy Manager) or LEED certification, and energy management experience involving federal (military) facilities. SPECIAL REQUIREMENTS: Selectee may be required to successfully complete a probationary period. Must able to obtain and maintain a SECRET Security Clearance as a condition of employment. Must be US Citizen and pass drug testing. A security clearance is a requirement of this position.
