Welcome & Introductions Minutes Cllr Douglas welcomed residents and introduced Ward Councillors 2. Question: Janet Bowstead- Clifford Road E17 Notes of Last Meeting and Actions Point 3. At the last CWF meeting on 25/3/15- Rebecca Yee( Head of Planning Policy and Strategy), gave an update on Section 106. However, the issue of Health Provision, the level of strain and pressure already on the McDonald Rd GP surgery, were not addressed. I would like this matter addressed and a briefing note forwarded to me please. Answer: Cllr Douglas I will look into it. Neighbourhoods Model Gareth Jones- Deputy Head of Neighbourhoods and Area Manager of the North Team. Why are front line Services Changing? Cleanliness & Community Safety-Top priority for residents and the Council Street Cleaning & Waste-(Over 80% of Consumer Complaints relate to these issues and have the biggest impact on people’s lives). The Council are making a lot of investment into street cleansing and this is reflected in residents satisfaction levels being 80%. To improve quality of life for residents. To support growth inwardly To provide efficient and streamlined Services that offer value for money. Waltham Forest is a diverse Borough and it has been identified the need to deliver bespoke services. The Neighbourhoods Model is led by Members and residents How is this going to work? At the moment the services are being delivered on a central basis. The change will mean that the services will be delivered from new Neighbourhood Teams in each area. There will be a dedicated Ward Officer and Specialist Officer support. The Neighbourhood Ward Officer for Chapel End is Terry Finney. Officers will spend a lot more time on the Streets. Each Team consist of Officers specialising in the following: Street Cleansing Noise Enviro Crime Waste Anti Social Behaviour Grounds Maintenance. Each Area will have 1 Ward Manager who will be working in partnership with residents, Police, Landlords, Community Groups etc There will be 4 Area Managers. Each will manage the following areas: North Central South East South West The North Team will cover the following wards: Chapel End Chingford Green Endlebury Hatch Lane Larkswood Hale End & Highams Park Valley What will we deliver? Key Local Contact Named Person Visible Improving joint working with Community Groups & Police Better Responsive Services Issues will be dealt with quicker More Pro Active The Council have completed the process of recruiting Officers to deliver these services. There are 4 hubs within each of the areas. The North hub is based in Chingford Library and Station Rd. Publicity of the new Neighbourhood Model is being rolled out to residents. The Neighbourhood Model has gone live in May 2015. During daytime duties, Officers can be identified by their uniform. (Charcoal grey jacket and purple T-shirt) However, during night time duties, Officers will be out of uniform because they may be dealing with Noise & nuisance issues, which will require them to ensure their health and safety is protected. Residents were encouraged to continue to report issues via Waltham Forest Direct on 0208 496 3000. Tasking day 14th May 2015 Resources were pulled from across Neighbourhood Teams and other Enforcement Services to identify and take action on non-compliance in the North Neighbourhood Team. 269 Actions across the wards 42 Actions in Chapel End Ward including the following:- 19 Trade Waste notices served 4 Flytips reported for removal 4 Test purchases for underage sales- (None sold) 1 Housing Standards inspection for disrepair. Occupants were referred to Adult Social Care Question: Cllr Mitchell Please report any issues to Waltham Forest Direct or through us, your ward Councillors. Answer: Gareth Jones Yes, Officers should update residents with actions taken. Answer: Terry Finney –Neighbourhood Officer for Chapel End Ward I am the Neighbourhood Officer for Chapel End Ward. I have worked for the Council since 1987 in a different role. However, I have experience in dealing with environmental issues. I am aware and familiar with the Parks in the Chapel End ward. I am also aware of the issues relating to the area. Question: Resident I have noticed cars driving over curbs in Everston Rd and Winchester Rd. Drivers are obtaining access over curbs, in order to park in front of shops. Who deals with this? Answer: Gareth Jones Curbs are a problem in the Borough. The legislation relating to this means that the Council would have to prove that a particular car crosses the curb and causes damage to the footway. This has proved difficult, However , I have spoken to Highways requesting a resolution in relation to an issue with cars crossing over curbs by Chingford Rd and Billet Rd. Question: Cllr Douglas There are lots of driveways in Chingford Rd which are not big enough. Answer: Gareth Jones We have tried to address this issue, however there are legislative problems Question: Norman Roach-St Johns Rd A car drove across a curb outside my house and pushed the wall back. Also a Tesco van broke down in front of the curb. The van was on the pavement for 4 hours. Answer: Gareth Jones We cannot deal with breakdowns. Question: Margaret Willis- Cheshire Close The road on Kitchener Rd has been done nicely. Thank you. Question: Anne Murphy- Kitchener Rd I would like to report a trolley and hair products being stuck up a tree in Kitchener Rd area. Also, there are individuals setting fire to bins Answer: Gareth Jones We will look into it. However, there are no rough sleepers in the area now. Answer: Margaret Willis- Cheshire Close You have done a brilliant job with that. Question: Anne Murphy- Kitchener Rd I got mugged down Brookscroft Rd last week at 10 am. I reported it to the Police. Answer: Gareth Jones I am glad you reported the matter to Police. We have had problems with individuals walking with buggies and searching through peoples bins. If you see this happening, please report it to us. Question: Margaret Willis- Cheshire Close Cheshire Close has not been swept for 3 years. Answer: Gareth Jones Contractors should be picking up litter up to a metre into that land. They should also be using blowers. I will look into it. Question: Margaret Willis- Cheshire Close Children are throwing bottles and cans on grass area where I live. Can we request that a ‘No Ball Games’ board be erected or can we have permission to independently erect a board ? There are also individuals taking drugs and leaving dog mess in Kitchener Rd Park. I would like leaflets to be dropped in the Kitchener Rd area, to deter littering, dog mess and ASB in area. Answer: Gareth Jones Yes, we will look into leafleting the area. Question: Resident We have Kitchener Rd Park next to our house but we cannot use the park because of the drug taking. Answer: Gareth Jones Our Anti Social Behaviour Officers will look into it. Question: Resident Will there be an advert about the Neighbourhood Teams in Waltham Forest News? Answer: Gareth Jones Yes, there will be information about Neighbourhood Teams in the next issue of Waltham Forest News. There will also be adverts around the borough. Question: Resident-Garner Rd At the last meeting, the Police talked about 20 mph zones being disregarded. Lots of areas will not implement 20mph zones but other boroughs are implementing them. Also, I have noticed more terraced houses being converted into flats. The increase of flats will have an impact of the quality of life in the area. What is the Council’s policy? Answer: Gareth Jones If you are aware of someone converting a house into flats and suspect they do not have permission to do so, please report it to us. I do not deal with policies but I know the Council prevents it as much as possible. Answer: Cllr Douglas We have planning applications sent to us every week. We reject some of them. However, we have a lot less power to reject applications. Residents were invited to indicate problem areas on maps of the ward, which were available during the meeting. This information will be analysed and actioned by the North Neighbourhood Team.
