Project Description
A planning study has been recently completed for Bridge 9090, which
carries TH 2 over the Red River of the North between Minnesota and
North Dakota. The next phase of the project is to procure a consultant
to use the planning study findings to determine a preferred
rehabilitation alternative and carry it through detail design. A
Qualification Based Selection will be utilized.
POSTED IN SWIFT – 10/14/14
Rehabilitation design for the 3rd Avenue Bridge over the Mississippi
River in downtown Minneapolis. The bridge is on the National
Register of Historic Places. It is anticipated that the pre-qualification
program will be used to select a consultant to complete the rehab
design.
Five consultants will be selected to complete load rating analysis and
load posting recommendations for selected bridges on the local
transportation system. A multi-award Pre-qualification Letter of
Interest solicitation is anticipated to procure consultants.
Scoping and load rating analysis to determine retrofit needs for fracture
critical pier caps on Bridges 69101, 69102, 69839, and 69840. The
Bridge Office anticipates that detail design and plan preparation will be
a second phase of this contract. The pre-qualification program will be
utilized to select a consultant.
A consultant will perform an independent review of the design for
Bridge 69129. Selection will be made through the Pre—qualification
Letter of Interest process, with an anticipated posting date of late
November 2014.
A final design plan for CPR, ADA, and storm sewer improvements on
Mesaba Avenue in Duluth from Jct. I-35 to Central Entrance. A prequalification announcement is anticipated in late Spring 2015.
A final design plan for a potential roundabout in Hibbing, Minnesota.
A pre-qualification announcement is anticipated in the Summer 2015.
Review long term options for replacement of Bridge 9030 (Blatnik
Bridge) over the St. Louis River between Duluth and Superior, WI.
Assist District staff with FTR and Direct Purchase on multiple
projects, Districtwide.
Selected consultant will complete an environmental assessment along
Trunk Highway 1 in Lake County

A consultant will be hired to provide a project manager, design
review, construction administration, bridge, roadway and plant
inspectors, and administrative staff for the Highway 53 relocation
project. An RFP will be used to select a consultant.
Two consultants will be selected for this project, one to conduct an
Independent Cost Estimate (ICE) and one to complete an Engineer’s
Estimate (EE). In addition, the EE will act as the owner’s estimator up
until the project estimate is turned in. The consultants will provide
cost estimating and scheduling services needed to develop
independent cost-based (contractor-style) estimate at various design
milestones and at the time of bid.
A consultant will be selected to assist State personnel with grading and
base inspection on TH 70 and also on projects in the Duluth area.
A corridor assessment is needed that identifies and prioritizes
improvements that would increase the safety and mobility along a 56
mile portion of Trunk Highway 11 in District 2 from Greenbush to the
Roseau/Lake of woods County Line. It is anticipated the selection will
be through a Pre-Qualification Letter of Interest Process to be
announced in December 2014.
An Intersection Control Evaluation is needed at the intersection of TH
71 and CSAH 15 in Park Rapids. It is anticipated the selection will be
through a Pre-Qualification Letter of Interest Process to be announced
in January 2015.
Detail design for the reconstruction of a portion of TH 2 in Deer
River. The project also includes bituminous mill and overlay and
ADA design and will also include design survey services. It is
anticipated the selection will be through a Pre-Qualification Letter of
Interest Process to be announced in January 2015.
The District will need qualified staff to perform contract
administration, construction inspection, and material inspection duties
on the combined US10/I-94 mill and overlay project during the spring
& summer of 2015. Letting for this project occurred on 10/20/2014.
The District will need a qualified person to perform construction
inspection and material inspection duties, under direction of the
State’s Engineer and head inspector, on SP 8680-160 (I-94 Bridge
rehab, 2015) and SP 7103-58 (TH 24 Bridge Replacement over the
Mississippi river at Clearwater, 2015-2016). Services are expected to
be required for the majority of two construction seasons, and possibly
through the winter of 2015-16.

Monticello). Services are expected to be required for the majority of
the 2015 construction season.
TH 28, TH 29, TH 104 in Glenwood, ADA, drainage, signal and
reconstruction. Anticipated contracting method will be Letter of
Interest with an estimated Notice to Proceed in the summer of 2015.
The scheduled letting date is 10-27-2017.
TH 29 in Parkers Prairie from Jct. CSAH 38/46 to 0.1 Mi. N. of W.
State St., 0.8 Mi.- Mill/Overlay, ADA”. Anticipated contracting
method will be Pre-Qual.
The State has identified the need for a consultant for the detailed
design activities for the Red Wing Bridge Project (SP 2515-21). The
project includes replacement of the US 63 bridge over the Mississippi
River (Bridge 9040) in Red Wing with a two-lane steel box girder
structure. The project also includes construction of the approach
roadways in Wisconsin and Minnesota, with two new bridges on the
Minnesota approach to the river bridge.
The State Bridge Office will be completing the detailed design for the
steel box girder structure over the river. The consultant will complete
all other detailed design activities for the approach roadways and
approach bridges. This will include furnishing a final plan set, special
provisions, engineers estimate, permit applications, and other
deliverables required for plan turn-in, review, and letting for the
overall project. The final geometric layout, preliminary bridge plans,
and environmental document will be complete and will be provided to
the consultant to assist in detailed design. The project letting date is
February 2017. An RFP for the detailed design is expected to be
released in March 2015.

52, substandard railings, limited sight distance and lack of
pedestrian/bicycle facilities. The replacement project will also

The State has identified the need of a professional and technical
assistance to complete Subsurface Utility Engineering (SUE) and
utility coordination of both underground and overhead utilities in
advance of the final design and construction of State Project (SP)
2510-50 for replacement of Bridge No. 9661. The consultant for the

in early April 2015.
