NDIA assistance in shared or group living
arrangements
Like all Australians, participants in the Scheme need access to affordable, appropriate and
secure housing. Some participants will have additional housing needs as a result of their
disability.
If the NDIA planner and the participant identify a reasonable and necessary support in the plan
for assistance in shared or group living, the participant or the NDIA will request a registered
provider to provide a quote for this arrangement.
The purpose of this quote is to identify:



the individual supports that will be available for the person, focussed on maximising
the person’s capacity to be as independent as possible with household decision
making, personal care and domestic tasks,
the typical roster of supports that are shared between participants to maximise the
efficient use of resources,
what supports are available to all residents to ensure the smooth operation and
running of the household.
The quotation process aims to identify and provide a price for the NDIA funded supports
associated with the household and related community activities. The NDIA benchmark price
accounts for all labour and non-labour components that are included in the total house cost
and the cost per person. There are some things that are not funded by NDIS.
The quote also confirms the costs which are the responsibility of the participant, any additional
arrangements between the provider and participant for home repair and maintenance and how
vacancies and selection of new tenants will be managed.
If there is a major change to the mix or number of residents in the house, a participant can
request a review of the supports in their NDIS plan.
If the participant is currently being supported by the provider in a shared accommodation
arrangement, this quote assumes the supports described are based on a detailed knowledge
and understanding of the participant’s needs and that all supports currently provided will
continue.
If the participant is unknown to the provider, the provider will develop a detailed quote of the
support available, to inform the participant’s choice of living arrangement and the NDIA
agreement to funding. The NDIA may separately fund an assessment to be completed, to
assist in determining the reasonable and necessary supports if such information is not readily
available.
Registered Providers may wish to use the following template in developing a quote for shared
accommodation supports. It can be modified to include only matters that are relevant to you
and the participants in the household. Supports that are not covered in each section should be
outlined under the Exclusions section.

is usually delivered.

Provider responsibilities
We will:


Make sure the information we give you can be easily understood, or enlist an
independent person to help you with information.
Make sure the person responsible for your support discusses the support
arrangements every quarter. You can tell us if there is anything you would like
changed within the level of support set out in this quote.
rostering adjustments. By including this provision in the quote, it avoids the need for the Provider to modify regular payment claims
for temporary changes to a participant’s routine. If the number of absences however exceeds the agreed amount in any given year,
the Provider will advise the NDIA of this and any adjustment agreed.

Maintain the relevant quality assurance standards for the duration of service delivery
Give you information about how to provide feedback or make a complaint about the
service you have delivered.
Provide regular statements about the supports delivered in the household including
the financial reports of the hours of support delivered and the outcomes that are
agreed for the support.

cost of utilities – gas, electricity, water, telephone, internet
grocery shopping and household budgeting/bill paying
participants own expenses when out in the community like meals, drinks and tickets
transport to places beyond a [50km] radius
expenses related to holidays, including travel
personal care supports delivered while the participant is hospitalised and which are
not provided by the hospital.
Note: From time to time, [Participant name] may request assistance from staff to work
through and resolve personal issues that require some coordination of resources of staff and
services. For example, family conflicts/ illness/death, participants’ unplanned admissions to
hospital or a transition time such change of employment arrangements, retirement, and
marriage. If and when this is requested, the [Provider’s name] will support the Participant to
meet with the NDIA Planners to identify the appropriate supports to be included in their plan.
Participant Costs:
Participants in the Scheme remain responsible for meeting their personal day-to-day living
costs, including rent, groceries, utilities, telephone or internet costs, personal furniture, fittings
and appliances (known as additional costs). If a Participant’s personal contribution is required
to cover these additional costs, the method of determining this will be discussed separately
with the participant during the development of a Service Agreement, as it is recognised that the
NDIA is not responsible for funding these items.
Depending on the ownership structure of the building, the provider may also set up an
arrangement to assist with the rental, repair /maintenance and/or replacement of some items
shared by participants’ in common household areas such as kitchens, laundry, living rooms,
outdoor and internal entertainment areas. This will be discussed separately with participants
during the development of a Service Agreement (the NDIA is not responsible for funding these
items).
It is assumed that each Participant may also have other funded supports in their NDIS plan
that are not included in this accommodation quote. Such reasonable and necessary supports
may be for: equipment; continence aids; personal care in the workplace or other weekday
activities; plan management support: financial and service intermediary functions; clinically
developed behaviour support management plan and allied health services and training.
